    While most civil wars seem to have an economic basis, they are generally pushed by political, ethnic, and religious differences. This paper attempts to identify the drivers of the Syrian civil war of 2011 by investigating the role of ethnic divisions in starting a conflict. We integrate a variety of variables such as excluded population, power-sharing, anocracy, ethnic groups in addition to a number of economic factors. The main results indicate that ethnicity does not seem to be a very important factor in starting both the civil and ethnic conflict in Syria, but it shows that the lack of power-sharing to be the most significant factor. Therefore, where power in Syria was not inclusive and shared among different demographic segments, such as religious or urban groups, it created upheavals between different groups, as some groups disidentify with the state, paving the way to causing the conflict. Economic factors also provide an explanation of the onset of conflicts in Syria. The paper offers detailed policy suggestions that could serve as a recovery mechanism for the Syrian crisis and a preventive measurement for its reoccurrence.

    Ethnic minority men find it harder to obtain good jobs in the UK labour market than White British men. Over time, while the very high unemployment rates experienced by some non-white ethnic groups have significantly declined and their share of good jobs has grown, their share of bad jobs has grown by more. Bad jobs have replaced no jobs for these groups with Pakistani, Bangladeshi, Black Caribbean, and Black African men doing worst. In economic downturns access to good jobs gets relatively harder for some non-white ethnic minority groups compared to the White British majority. The second (UK-born) generation fares better in access to good jobs compared to their foreign-born counterparts. In particular second-generation Bangladeshis and Black Africans experience a higher probability of being in good jobs than the previous generation.

    Economic, social, and political inequalities are at the forefront of today's public debate. While governments around the world have made conscious efforts to promote social inclusion, and major progress in fulfilling basic needs has been witnessed during the last decades, certain groups of people are still left behind in many domains of life. This paper aims to summarize recent horizontal inequality trends across and within countries and to better understand these changes over time. Overall, horizontal inequalities have been falling in the developing world, in spite of significant country variation. Importantly, significant differences exist for different inequality dimensions, i.e. economic, social, political. In terms of data, few cross-country horizontal inequality datasets are available for research. In general, there is a trade-off between the coverage of countries and time periods as well as comparability of the results between countries and years. Contrary to vertical inequalities, there has not been a systematic effort to construct and maintain an up-to-date dataset on horizontal inequalities.

    Despite the good intentions behind affirmative action (AA) policies to mediate 'horizontal inequalities' between ethnic groups, the evidence on their effectiveness remains open to debate. In this study, we conduct a systematic review of the literature with global scope, to add new clarity on whether positive or negative effects prevail according to the available quantitative evidence and the strength and generalizability of this evidence. Overall, close to two-thirds of the 194 reviewed studies find a dominantly positive effect. However, three limiting factors condition this aggregate assessment. First, while AA generally improves the numerical representation of target groups, the qualitative implications of these policies are more ambiguous. Second, the concentration of the evidence on a limited set of country cases may distort our perception of the effectiveness of AA. Third, causal evidence on the impact of AA is generally scarce and studies applying quasi-experimental research methods generally arrive at a more positive assessment than studies applying less rigorous methods.

    Affirmative action, or positive discrimination favouring the members of marginalized populations, is a key policy approach for addressing group-based inequalities along ethnic, religious, and racial lines (e.g. horizontal inequalities). It is adopted in dozens of countries around the world in the areas of, for instance, university enrolment, public employment, and political representation as corrective social justice measures and means to mitigate ethnic conflict. Public debate over affirmative action is heated in many contexts, underscoring both potential benefits- for correcting historical injustices, supporting marginalized groups, and promoting equality-and potential harms, especially in terms of perceptions of fairness and societal conflict. In order to better evaluate such claims and to consider the appropriateness of affirmative action policies across diverse contexts, further information about these policies is needed. Although there is a large research literature on affirmative action, much of it focuses on a limited number of countries. This paper introduces a new Affirmative Action (AA) Dataset which speaks to this research gap. It provides detailed information in a standardized format on the design and modalities of AA policies, as well as on their adoption, implementation, and impact, and on associated controversies. The AA Dataset can thus be used to provide a systematic description of policies and, together with other cross-country datasets, to situate and examine these experiences comparatively, including in regional and global perspectives. Version 1, discussed in this paper, covers 53 countries.

    Inequality between ethnic groups has been shown to be negatively related to GDP, but research on its effect on contemporary economic growth is limited by the availability of comparable data. We compile a novel and comprehensive dataset of harmonized Gini indices on ethnic inequality for countries and sub-national units between 1992 and 2013. Our approach exploits differentials in nighttime lights (NTL) across ethnic homelands, using new techniques to harmonize NTL series across geographic regions and years to address concerns about spatial and temporal incomparability of satellite photographs. Our new data shows that ethnic inequality is widespread across countries but has decreased over time. Exploiting the artificiality of sub-national borders in an instrumental variable setting, we provide evidence that income inequality across ethnic groups reduces contemporary economic growth. The negative effect of ethnic inequality is caused by increasing conflict and decreasing public goods provision.
