    This study examines the skills-differentiated impact of a restrictive female labour migration policy in Sri Lanka using monthly departure data from 2012 to 2018 in a difference-indifference model. The Family Background Report policy has resulted in decreasing departures among lower-skilled groups-female domestic, unskilled, semi-skilled, and skilled workers-and increasing departures among middle-level and professional workers. The decrease in departures of lower-skilled groups is consistent with the objectives of the policy and existing impact evaluation studies, while the increase in higher-skilled workers is consistent with the literature on Family Background Report-related corruption and mis-reporting of skills to avoid the policy. Thus, the policy is associated with higher involvement of lower-skilled workers in recruitment-related corruption, higher exposure to recruitment-related vulnerability, and lower foreign employment opportunities. The study also finds that it was appropriate to exempt the 45-49 year age group from the Family Background Report requirement in 2017.

    We study the impact of China's 2013 implementation of Basel III on bank risk-taking and its responses to monetary policy shocks using confidential loan-level data from a large Chinese bank. Guided by theory, we use a difference-in-difference identification, exploiting cross-sectional differences in lending behaviors between highrisk and low-risk bank branches before and after the new regulations. We find that, through a risk-weighting channel, changes in regulations significantly reduced bank risktaking, both on average and conditional on monetary policy easing. However, banks reduce risk-taking by increasing lending to ostensibly low-risk state-owned enterprises (SOEs) under government guarantees, despite their low average productivity.

    This paper studies the effects of Covid-19 related daycare and school closures on gender role attitudes toward maternal employment in Germany. We compare women and men with dependent children to those without children one year after the outbreak of the pandemic. Using data on gender role attitudes from 2008 through 2021, we find that fathers’ egalitarian attitudes toward maternal employment dropped substantially in 2021. This drop is observed for men in West Germany, who showed a steady progression toward more egalitarian attitudes in the pre-pandemic period. Attitudes by women are not affected. These findings suggest that the pandemic not only affected the short-term allocation of housework and childcare, but also reversed recent trends toward more egalitarian gender roles.

    The Department of Agrarian Reform (DAR), in partnership with the International Fund for Agricultural Development (IFAD), implemented the project "Convergence on Value Chain Enhancement for Rural Growth and Empowerment" or Project ConVERGE with the goal of empowering Agrarian Reform Beneficiaries (ARBs) to drive rural economic growth across 10 provinces spanning three regions. DAR engaged the Philippine Institute for Development Studies (PIDS) to undertake baseline and endline studies, serving as a crucial assessment tool for the project's performance and providing insights to inform the comprehensive ARC Cluster Development (ARCCD) Strategy aimed at advancing smallholder agriculture in the Philippines. This Endline Report provides the analysis of the baseline and endline datasets. It discusses the following key points: i) results of the impact evaluation study; ii) result of final process evaluation; and iii) recommendations for the Agrarian Reform Communities Cluster Development (ARCCD) Strategy. The quantitative analysis part of the study indicates a significant 41% average treatment effect from the Project, validating its Theory of Change in boosting income for ARC cluster households through value chain interventions. The process evaluation generally confirms the assumptions and impact pathways, with some deviations and shortfalls. Beneficiaries express satisfaction with the Project but have limited understanding of its rationale. The clustering method, which links small farmers to value chains by forming agrarian reform beneficiaries (ARBs) into lead and participating ARB organizations (ARBOs), appears to enhance government support efficiency for organized groups. The paper underscores the importance of additional capacity building for both LARBOs and PARBOs, and it recommends a more active engagement of other government agencies to address value-adding technologies, food processing standards, credit accessibility, and market facilitation.

    To limit the dramatic growth of U.S. health care expenditures, some states have mandated that medical providers publicly report their charge prices. Our study evaluates the heterogeneous effects of this price transparency policy. We use a comprehensive database that covers more than 2,000 hospitals nationwide from 1996 to 2017. We employ a flexible generalized synthetic control method that allows for heterogeneous treatment effects. We find that the price transparency policy not only reduced charge prices by 3.9% (which corresponds to savings of $1,164 per hospital stay) but also diminished negotiated prices by 15.9% and hospital costs by 4.7%. Our estimation results show that the effects on charge prices do not last as long as the impacts on negotiated prices and costs. We also find large heterogeneous responses across hospitals that depend on: (1) hospitals’ past charge prices prior to adopting the price transparency law, that is, high-price hospitals reduce charge and negotiated prices, while low-price hospitals increase charges; (2) hospital characteristics such as ownership, case mix, and payer mix; and (3) hospital size and market competition. We also conduct counterfactuals to predict price changes of non-treated states and find large reductions in negotiated prices.

    People are sometimes forced to move, and it has often been hypothesised that such relocation involves significant psychological costs. The challenge in identifying the mental health consequences of moving is that most moves are (partly) voluntary. We use a natural experiment, the mandated relocation of some households after an exogenous shock, to identify the causal impact of moving on people’s mental health. The event we focus on is the 2011 Christchurch (New Zealand) earthquake, and the consequent decision of the central government to relocate about 8000 households from some of the affected area. We use a comprehensive administrative dataset that includes health records with information on hospital attendance, specialist services, and prescribed medications for (almost) every resident in the city. We find a statistically significant increase in the likelihood and frequency of receiving treatment for moderate mental health problems among individuals compelled to relocate, when compared to other residents of the earthquake-affected city who were allowed to remain in situ. This increase persisted to December 2013 for everyone but remained significant for the elderly across the whole examined period to the end of 2018. We found no such increase for more severe mental health incidents that required more acute interventions.

    We merge firm-level data on ownership linkages with administrative data on German workers to analyze how the position in a business group hierarchy affects workers' wages. To acknowledge that ownership linkages are not onedirectional, we propose an index of hierarchical distance to the ultimate owner that accounts for the complex network structure of business groups. After controlling for unobserved heterogeneity, we find a positive effect of larger hierarchical distance to the ultimate owner of a business group on workers' wages. To explain this finding, we develop a monitoring-based theory of business groups. Our model predicts higher wages to prevent shirking by workers if a larger hierarchical distance to the ultimate owner is associated with lower monitoring efficiency.

    The Public Management Development Program (PMDP), the National Government Career Executive Service Development Program (NGCESDP), was revitalized in 2012 through Republic Act 10155 or the General Appropriations Act of 2012. The Program is the government's response to the government's aim of professionalizing the bureaucracy and the call for ethical, honest, and effective public governance. The Development Academy of the Philippines (DAP) acts as the implementing agency of the Program. Currently, the Program offers four courses: the Middle Managers Class (MMC), the Senior Executives Class (SEC), the Phronetic Leadership Class (PLC), and the Local Government Executives and Managers Course (LGEMC). The results of the outcome evaluation of the PMDP, which used both qualitative (surveys and key informant interviews) and quantitative (quasi-experimental statistical matching and difference-in-difference) methods, show positive indications of improvement in the CES competencies of the PMDP graduates, as well as their individual and organizational impact and phronetic leadership traits. However, there is less convincing evidence regarding their networking and innovation skills. The quantitative and qualitative evaluations of the scholars' individual competences and organizational contributions lead to favorable outcomes due to the Program, despite areas for improvement in the PMDP's implementation being noted.

    This paper examines the substitution between pension wealth and household saving by studying Norway's 2011 pension reform. The analysis identifies the effect of reductions in social security pension generosity on household saving using cohort, time and sector variation in pension wealth induced by the reform. Our study focuses on saving behavior between ages 57-61 for the 1954- 1956 birth cohorts, who are the first three birth cohorts affected by a reduction in future pension wealth due to the reform. We find that they increased their saving rate around 1.2 percentage points (annually) after the reform, which corresponds to a five-year increase in household saving of about 27,000 NOK. When taking into account the remaining life-cycle changes to household saving, this corresponds to an offset effect of about 56 percent of the total loss in pension wealth.
