    Wie in sämtlichen anderen Industrienationen, so steigt auch in Deutschland der Bedarf an hochqualifizierten Arbeitskräften. Grund ist der anhaltende Strukturwandel hin zu einer forschungs- und wissensintensiven Gesellschaft. Bereits jetzt zeichnen sich jedoch Engpässe bei den qualifizierten Fachkräften ab: Die demografische Entwicklung wird das Problem noch verschärfen und zu einer spürbaren Verknappung des gesamtwirtschaftlichen Arbeitskräfteangebots insgesamt führen. Eine qualitäts- und quantitätsorientierte Reform des nationalen Bildungssystems sowie die Mobilisierung zusätzlicher, zumeist weiblicher Erwerbspersonen über eine Verbesserung der Vereinbarkeit von Familie und Beruf sind ein Ansatz, dem zu begegnen. Dazu kommen müssen jedoch Instrumente einer selektiven Einwanderungspolitik, um qualifizierte Arbeitskräfte aus dem Ausland anzuwerben und in einem „Braingain“ besonders ausgebildeter oder talentierter Menschen zu gewinnen. Die Studie beleuchtet die Thematik „Braingain/Braindrain“ von einem volkswirtschaftlichen Standpunkt, vergleicht internationale Erfahrungen und erarbeitet Empfehlungen für eine systematische Neugestaltung des deutschen Zuwanderungssystems.

    Wie in sämtlichen anderen Industrienationen, so steigt auch in Deutschland der Bedarf an hochqualifizierten Arbeitskräften. Grund ist der anhaltende Strukturwandel hin zu einer forschungs- und wissensintensiven Gesellschaft. Bereits jetzt zeichnen sich jedoch Engpässe bei den qualifizierten Fachkräften ab: Die demografische Entwicklung wird das Problem noch verschärfen und zu einer spürbaren Verknappung des gesamtwirtschaftlichen Arbeitskräfteangebots insgesamt führen. Eine qualitäts- und quantitätsorientierte Reform des nationalen Bildungssystems sowie die Mobilisierung zusätzlicher, zumeist weiblicher Erwerbspersonen über eine Verbesserung der Vereinbarkeit von Familie und Beruf sind ein Ansatz, dem zu begegnen. Dazu kommen müssen jedoch Instrumente einer selektiven Einwanderungspolitik, um qualifizierte Arbeitskräfte aus dem Ausland anzuwerben und in einem „Braingain“ besonders ausgebildeter oder talentierter Menschen zu gewinnen. Die Studie beleuchtet die Thematik „Braingain/Braindrain“ von einem volkswirtschaftlichen Standpunkt, vergleicht internationale Erfahrungen und erarbeitet Empfehlungen für eine systematische Neugestaltung des deutschen Zuwanderungssystems.

In this paper we revisit the macroeconomics of trade adjustment in the context of the classic 'transfer problem,' using a model where the set of exportables, importables and nontraded goods is endogenous. We show that exchange rate movements associated with adjustment are dramatically lower when the above features are accounted for, relative to traditional macromodels. We also find that, for reasonable parameterizations, consumption and employment (hence welfare) are not highly sensitive to product differentiation, and change little regardless of whether adjustment occurs through movements in relative prices or quantities.     This paper develops a multi-sector New Keynesian model of a small open economy that includes commodity, manufacturing, non-tradable, and import sectors. Price and wage rigidities are sector specific, modelled à la Calvo-Yun style contracts. Labour and capital are imperfectly mobile across sectors. Commodities, whose prices are exogenously set in world markets and denominated in a foreign currency, are divided between exports and home uses as direct inputs in production of manufactured and non-tradable goods. Structural parameters of monetary policy, wage and price rigidities, capital adjustment costs, and exogenous process shocks are econometrically estimated using Canadian and U.S. data for the period 19812005 and a maximum likelihood procedure. The estimates indicate significant heterogeneity across sectors. The model is then simulated to evaluate the effects of commodity price shocks on real exchange rate variability and to measure their welfare implications, by conducting welfare analysis employing a second-order solution method. The main results show that commodity price shocks, which are shocks to the terms of trade, significantly contribute to exchange rate fluctuations and business cycles in the small open economy. Moreover, because of different non-linearities in the model, fluctuating commodity prices lead to welfare gains when adopting a flexible exchange rate regime. This regime is also required to improve welfare gains and to offset negative effects of other domestic and foreign shocks. -- Economic models ; Exchange rate regimes ; International topics

    An industry is modeled in which entrepreneurs, who are heterogeneous in ability, may produce formally or informally. It is shown how the formal-informal mix depends on the distribution of ability, product demand and various parameter values. The industry equilibrium is compared to one in which informality is prohibited. With relatively high product demand, the effect of entrepreneurs being free to choose informality is that consumer surplus and total employment are reduced, but profit is redistributed towards more able entrepreneurs. With relatively low product demand the opposite effects obtain. We also show that informality may be a built-in stabilizer or destabilizer. -- Formality ; informality ; social welfare

    "A direct consequence of imposing a ceiling on the price of a good for which secondary markets do not exist, is that, when there is excess demand, the good will not be allocated to the buyers who value it the most. The resulting allocative cost has been discussed in the literature as a potentially important component of the total welfare loss from price ceilings, but its practical importance has yet to be established empirically. In this paper, we address this question using data for the U.S. residential market for natural gas which was subject to price ceilings during 1954-1989. This market is well suited for such an empirical analysis and natural gas price ceilings affected millions of households. Using a household-level, discrete-continuous model of natural gas demand, we estimate that the allocative cost in the U.S. residential market for natural gas averaged $4.6 billion annually since the 1950s, effectively tripling previous estimates of the net welfare loss to U.S. consumers. We quantify the evolution of this allocative cost and its geographical distribution during the post-war period, and we highlight implications of our analysis for the regulation of other markets"--National Bureau of Economic Research web site

    "Recent theoretical and empirical studies have emphasized the fact that the prospect of international migration increases the expected returns to skills in poor countries, linking the possibility of migrating (brain drain) with incentives to higher education (brain gain). If emigration is uncertain and some of the highly educated remain, such a channel may, at least in part, counterbalance the negative effects of brain drain. Moreover, recent empirical evidence seems to show that temporary migration is widespread among highly skilled migrants (such as Eastern Europeans in Western Europe and Asians in the U.S.). This paper develops a simple tractable overlapping generations model that provides an economic rationale for return migration and which predicts who will migrate and who will return among agents with heterogeneous abilities. We use parameter values from the literature and the data on return migration to simulate the model and quantify the effects of increased openness on human capital and wages of the sending countries. We find that, for plausible values of the parameters, the return migration channel is very important and combined with the incentive channel reverses the brain drain into significant brain gain for the sending country"--National Bureau of Economic Research web site

    "The focus of policy reform in developing countries has moved from getting prices right to getting institutions right, and accordingly countries are increasingly being advised to move towards "best-practice" institutions. This paper argues that appropriate institutions for developing countries are instead "second-best" institutions -- those that take into account context-specific market and government failures that cannot be removed in short order. Such institutions will often diverge greatly from best practice.
