    This paper assesses the adequacy and effectiveness of the WAEMU fiscal framework along three pillars that have proven to effectively support fiscal discipline in monetary unions-common fiscal rules (including adequacy of numerical ceilings as well as elements of design and enforcement), shared public financial management systems, and coordination mechanisms for decentralized fiscal policies. We undertake a calibration of regional debt and fiscal deficit ceilings taking into account different macroeconomic tradeoffs and risks and conclude that numerical ceilings that prevailed before the suspension of the fiscal rules remain adequate and strike the right balance between growth and fiscal sustainability. The paper also proposes reform options to strengthen the WAEMU regional fiscal surveillance framework, with a view to more effectively supporting fiscal discipline

    While criticism of the post-colonial character of the CFA franc zone is intensifying, little research has yet been done on the concrete implications of this currency regime for the monetary policy of the two CFA central banks - and hardly any attention is being paid to these implications in the current political debate on the reform of the CFA franc zone. This is why the present article first addresses the autonomy of the interest rate policy of the Banque des Etats de l’Afrique de l’Ouest (BCEAO), which sets the key interest rate for the western part of the CFA zone countries. It can be seen here that, on the one hand, the BCEAO’s response to the ECB’s interest rate policy since 1994 is very largely compatible with the assumptions of the open-economy trilemma and, on the other, that the difference in interest rate levels cannot be explained using the traditional assumptions of interest rate parity theory. We thus have to have recourse to the post-Keynesian notion of the international currency hierarchy. The second part of the study first theoretically explores the monetary policy implications of the institutionally anchored requirement that 20 percent of the monetary base need to be covered by foreign exchange reserves. A descriptive analysis of the evolution of monetary aggregates then shows that the potentially restrictive effect of the monetary base coverage is presently not (yet) constraining commercial bank lending in the WAEMU.

    This paper investigates Original Sin in the West African Economic and Monetary Union in the framework of regional integration and cooperation initiatives. The phenomenon describes the inability of countries to borrow in their currency. The central hypothesis is that smaller South-South Coordination schemes do not possess the necessary magnitude to overcome Original Sin. The paper first substantiates the existence of Original Sin in West Africa. It then examines the influence of economic, fiscal, and monetary factors on the time variance of Original Sin in the region using a Tobit model. The results delivered mixed outcomes but confirm Original Sin's negative correlation with country size. The results uphold the hypothesis that financial and monetary integration and cooperation alone are not a panacea for Original Sin.
