    The paper reviews the origins of the comparative study of capitalism and of the diverse approaches applied to it in contemporary political economy. It distinguishes four models accounting for differences in the institutional make-up of national capitalist economies, which it refers to as the social embeddedness, power resource, historicalinstitutionalist, and rationalist-functionalist model, respectively. Special attention is given to the rationalist-functionalist account of capitalist variety and its reception in the research literature. The paper concludes with remarks on the likely effect of the global financial crisis after 2007 on theories of political economy in general and of “varieties of capitalism” in particular. It argues that in future the commonalities and interdependencies of national capitalisms deserve and are likely to receive more attention than their differences. Der Aufsatz beschreibt die Ursprünge der vergleichenden Kapitalismusforschung und deren unterschiedliche Ansätze in der gegenwärtigen politischen Ökonomie. Vier Modelle zur Erklärung der Unterschiede in der institutionellen Verfassung nationaler kapitalistischer Systeme, die als Einbettungs-, Machtressourcen-, historisch-institutionalistisches und rationalistisch-funktionalistisches Modell bezeichnet werden, werden miteinander verglichen. Besondere Aufmerksamkeit gilt dem rationalistisch-funktionalistischen Modell und seiner Rezeption in der Forschungsliteratur. Der Aufsatz schließt mit Bemerkungen zum wahrscheinlichen Einfluss der globalen Finanzkrise nach 2007 auf die Theoriebildung in der politischen Ökonomie und insbesondere die „Varieties of Capitalism“-Debatte. Vermutet wird, dass in Zukunft die Gemeinsamkeiten und Interdependenzen zwischen den nationalen kapitalistischen Systemen mehr Aufmerksamkeit erfordern und erhalten werden als die Unterschiede.

    This article examines the relationship between public administration regulation and market economy models in 20 OECD countries. Building on Pollitt and Bouckaert’s (2004) administrative dimension, we employ explorative statistical analysis to identify three distinct public administration regimes: an Anglo-American, a French/German and a Scandinavian regime. The regime structure, especially with regard to public employment regulation, shows a high degree of institutional coherence with the co-ordination rules applying to the market economy. Probing deeper, we construct an index of politico-administrative regulation, which is compared to Hall and Gingerich’s (2009) index of market coordination. The empirical evidence leads us to presume that public administration reforms are likely to focus on the existing market economy model when introducing private sector instruments to public administrations. Das vorliegende Arbeitspapier untersucht den Zusammenhang zwischen der Regulierung der öffentlichen Verwaltung und der Regulierung von Marktwirtschaftsmodellen in 20 OECD-Ländern. Auf Basis der von Pollitt und Bouckaert (2004) entwickelten Dimensionen öffentlicher Verwaltungstypen wurden ländervergleichende Indikatoren zur Messung des Verwaltungstyps zusammengestellt und Hall und Gingerich’s (2009) Klassifikation von Marktwirtschafmodellen gegenübergestellt. Im Rahmen der explorativen statistischen Analyse werden drei Verwaltungsregime identifiziert: ein anglo-amerikanisches, ein deutsch/französisches und ein skandinavisches. Die Regimestruktur weist, insbesondere mit Blick auf die Regulierung öffentlicher Beschäftigungsverhältnisse, ein hohes Maß an institutioneller Kongruenz mit dem bestehenden Marktwirtschaftmodell auf. Die Befunde legen die Vermutung nahe, dass mit dem zugrundeliegenden Marktwirtschaftsmodel auch die Auswahl verwaltungspolitischer Reforminstrumente beeinflusst werden könnte.

    In recent years, accounting regulation has been internationalized with the extensive use and adoption of International Financial Reporting Standards (IFRS) by nation-states, which points at least to a formal convergence between accounting regulatory systems. However, major differences between national accounting systems persist. In this paper, it is argued that a country’s accounting system is influenced by the type of the welfare-state. This allows us to see accounting in a broader social perspective. The societal attitudes influencing the accounting system are captured by using the Esping-Andersen (1990) classification of welfare states. To show that there is a connection between the typology of welfare-states and the way in which various corporate constituencies' interests are balanced, we compare Germany as an example of a conservative welfare-state and the UK as an example of a liberal welfare-state. This comparison shows that the type of welfare state exerts an influence on the system of accounting and, therefore, can be seen as an explanatory variable for persisting differences between accounting regulatory systems. In den letzten Jahren deuten zahlreiche Veränderungen im Bereich der nationalen Regulierung der Rechnungslegung zumindest auf eine formale Konvergenz zwischen den regulatorischen Systemen der Rechnungslegung hin. Abgeleitet werden kann dies aus der mittlerweile weitreichenden Anwendung und Einführung des internationalen Rechnungslegungsstandardwerkes IFRS durch zahlreiche Nationalstaaten. Allerdings bestehen auch weiterhin wesentliche Unterschiede zwischen nationalen Rechnungslegungssystemen fort. Mit diesem Arbeitspapier wird die Hypothese vertreten, dass das Rechungslegungssystem in einem Land und damit die Unterschiede zwischen Ländern maßgeblich durch den Typ des Wohlfahrtsstaates beeinflusst werden. Dieses erlaubt eine weitergefasste gesellschaftliche Perspektive auf den Bereich der Rechungslegungsregulierung. Die einflussnehmenden gesellschaftlichen Werte werden hierbei durch die Wohlfahrtsstaatentypologie von Esping-Andersen (1990) erfasst. In einem abschließenden Länderfallbeispiel werden Deutschland (konservativer Wohlfahrtsstaatstyp) sowie Großbritannien (liberaler Wohlfahrtsstaatstyp) miteinander verglichen. Hierbei soll gezeigt werden, dass eine Verbindung zwischen dem Typ des Wohlfahrtsstaates und der Art und Weise besteht, wie Interessen verschiedener Anspruchsgruppen des Unternehmens ausgeglichen werden. Der Vergleich zeigt, dass ein Zusammenhang zwischen dem Wohlfahrtsstaatstyp und der Rechungslegungsregulierung hergestellt werden kann. Der Wohlfahrtsstaatstyp ist dementsprechend als ein wesentlicher Erklärungsfaktor für den Fortbestand von nationalen Unterschieden in der Rechnungslegungsregulierung zu sehen.

    Globalization and an increasing importance of knowledge in the production process cause many developed countries to move from a more 'managed' to a more 'entrepreneurial' economy in recent decades. In the former type of economy, large and incumbent firms play a dominant role, exploiting economies of scale in a relatively certain economic environment. In the latter type, small and new firms play an increasingly important role, introducing new products and services in highly uncertain economic environments while quickly adapting to rapidly changing consumer preferences. The speed of adjustment in this transition process from a managed to an entrepreneurial economy varies by country. In this paper we investigate the differences between a more 'managed' economy, Japan, characterized by relatively low levels of entrepreneurial activity, and a more 'entrepreneurial' economy, the Netherlands. Building on earlier work by Hartog et al. (2010), who explain cross-country differences in three measures of entrepreneurial activity using five broad groups of explanatory variables, we apply a decomposition analysis to better understand the differences in entrepreneurial activity between Japan and the Netherlands. We find that, in spite of higher levels of entrepreneurial activity in the Netherlands, the institutional framework in the Netherlands is considerably less favourable to entrepreneurship, compared to Japan. On the other hand, cultural differences between the Netherlands and Japan explain a substantial part of the difference in entrepreneurship rates between the two countries

    "Die meisten Menschen sind die meiste Zeit über glücklich" stellt in einer Zusammenfassung vieler empirischer Studien Biswas-Diener (2009) fest. Sogar nach einschneidenden Negativerlebnissen wie Arbeitslosigkeit oder dem Verlust des Partners passen sich die meisten Menschen recht schnell an die neuen Lebensumstände an und kehren zu ihrem Ausgangsniveau der Lebenszufriedenheit zurück; und diese ist für die meisten Menschen in westlichen Kulturen typischerweise eher positiv als negativ oder neutral (siehe z.B. Brickman/ Campbell 1971 sowie Diener u.a. 2006). In diesem Beitrag konzentrieren wir uns freilich auf eine Phase des Lebens, in der das eben gezeichnete positive Bild des Wohlbefindens nicht mehr gilt: die Lebenszeit unmittelbar vor dem Tod. Wir gehen hier speziell der Frage nach, ob die kumulativen Effekte, die im Laufe eines Lebens auftreten und den Prozess des Sterbens (mit)bestimmen, nach der bereits 20 Jahre zurückliegenden Vereinigung Deutschlands noch heute von den Lebensbedingungen in der DDR (mit)bestimmt werden.

    This piece synthesizes the development strategies of Korea, Malaysia, Thailand and Vietnam and draws some relevant lessons. Using a complex adaptive systems approach, strategic openness, a set of heterodox macroeconomic policies, creation of institutions for productive investment in both agriculture and industry, avoidance of severe inequalities and political conflict, special initial conditions and willingness to learn from unexpected developments are found to be some of these factors. Although no country can succeed by following mechanically the experience of another country cautious experimentation, rapid feedback and flexible, pragmatic policy-making with a strategic medium to long run perspective, can be helpful.     The goal of this study is to reveal the long-term trajectory of Russian economic development and to make predictions for the future. The study starts with a much discussed question: why Russia did worse economically during transition than most other countries in Europe and Asia?     We develop and estimate a microeconometric model of household labour supply in four European countries representative of different economies and welfare policy regimes: Denmark, Italy, Portugal and the United Kingdom. We then simulate, under the constraint of constant total net tax revenue (fiscal neutrality), the effects of various hypothetical tax-transfer reforms which include alternative versions of a Basic Income policy: Guaranteed Minimum Income, Work Fare, Participation Basic Income and Universal Basic Income. We produce indexes and criteria according to which the reforms can be ranked and compared to the current tax-transfer systems. The exercise can be considered as one of empirical optimal taxation, where the optimization problem is solved computationally rather than analytically. It turns out that many versions of the Basic Income policies would be superior to the current system. The most successful policies are those involving non means-tested versions of basic income (Universal or Participation Basic Income) and adopting progressive tax-rules. If – besides the fiscal neutrality constraint – also other constraints are considered, such as the implied top marginal top tax rate or the effect on female labour supply, the picture changes: unconditional policies remain optimal and feasible in Denmark and the UK; instead in Italy and Portugal universal policies appear to be too costly in terms of implied top marginal tax rates and in terms of adverse effects on female participation, and conditional policies such as Work-Fare, emerge as more desirable. -- Minimum guaranteed income ; work fare ; participation basic income ; universal basic income ; models of labour supply ; tax reforms ; welfare evaluation ; optimal taxation
