    Die Arbeit untersucht die Sozialmodelle der EU-Länder mit dem Fokus auf die neuen Mitgliedstaaten Mittel-, Ost- und Südosteuropas in vergleichender Perspektive. Die Untersuchung erfolgt auf Basis von Indikatoren zu den wesentlichen Zielsetzungen von Sozialmodellen. Mit Hilfe einer Hauptkomponentenanalyse werden drei Komponenten von Sozialmodellen identifiziert, die diese Zielsetzungen widerspiegeln: Die Kompo-nente Arbeitsmarktsicherheit gibt die Flexibilität und Einkommenssicherheit auf den Arbeitsmärkten wider. Sie kann auch als Komponente für Flexicurity, die im Rahmen der Lissabonstrategie zur Erneuerung der Sozialmodelle eine wichtige Rolle spielt, in-terpretiert werden. Die weiteren Komponenten sind Soziale Gleichheit und Eigenver-antwortung, die auf das Verhältnis zwischen Inanspruchnahme staatlicher Transfers und der Regulierungskraft des Marktes durch einen liberal ausgestalteten Beschäftigungs-schutz zielt. Auf Grundlage dieser Komponenten werden fünf Ländergruppen identifi-ziert, die die in der Literatur vorgefundene regionale Einordnung von Sozialmodellen nur bedingt bestätigen. Die meisten der neuen EU-Mitgliedstaaten bilden zusammen mit Italien und Griechenland eine eigene Gruppe, für die geringe Arbeitsmarktsicherheit und geringe Eigenverantwortung charakteristisch ist. This paper explores social models in Europe with focus on the new EU Member States in a comparative perspective. The analysis is based on indicators representing the main tasks of social models. Principal components analysis yields three synthetic factors that reflect these tasks: the factor labour market security captures the flexibility and income security on labour markets. It might be interpreted as an indicator of flexicurity which plays a dominant role in the modernization of European social models as envisaged by the Lisbon strategy. Further factors are social equity and personal responsibility; the latter characterizing the trade-off between the usage of welfare transfers and the regulat-ing power of liberal employment protection. These components give rise to five country groups which however only partially coincide with the regional clustering proposed in the literature. Most of the new EU-member states together with Italy and Greece form a group of their own which is characterised by low labour market security and low personal responsibility.

    Over the last decades fertility rates have decreased in most developed countries, while female labour force participation has increased strongly over the same time period. To shed light on the relationship between women's fertility and employment decisions, we analyse their transitions to the first, second, and third child as well as their employment discontinuities following childbirth. Using new longitudinal datasets that cover the work and family life of women in the Federal Republic of Germany (FRG) and the German Democratic Republic (GDR) allows for taking into account two political regimes and drawing conclusions about the relevance of institutional factors for fertility and employment decisions. Our results suggest that in both parts of Germany women's probability of having a first child is negatively correlated with both employment and educational achievement. Regarding second and third birth risks, this negative correlation weakens. Analysing women's time spent out of the labour market following childbirth we find that in the East almost all mothers return to work within 18 months after birth. In the West, however, this proportion is much smaller and at the age when the child starts nursery school or school, women re-enter the labour market at higher rates. These results point to a strong influence of institutional circumstances, specifically the extent of public daycare provision. A multivariate analysis reveals a strong correlation between a woman's employment status prior to birth and her probability of re-entering the labour market afterwards. -- Female labour force participation ; fertility

    This piece synthesizes the development strategies of Korea, Malaysia, Thailand and Vietnam and draws some relevant lessons. Using a complex adaptive systems approach, strategic openness, a set of heterodox macroeconomic policies, creation of institutions for productive investment in both agriculture and industry, avoidance of severe inequalities and political conflict, special initial conditions and willingness to learn from unexpected developments are found to be some of these factors. Although no country can succeed by following mechanically the experience of another country cautious experimentation, rapid feedback and flexible, pragmatic policy-making with a strategic medium to long run perspective, can be helpful.
