    We propose and test empirically a theory describing the endogenous formation and persistence of mega-states, using China as an example. We suggest that the relative timing of the emergence of agricultural societies, and their distance from each other, set off a race between their autochthonous state-building projects, which determines their extent and persistence. Using a novel dataset describing the historical presence of Chinese states, prehistoric development, the diffusion of agriculture, and migratory distance across 1° x 1° grid cells in eastern Asia, we find that cells that adopted agriculture earlier and were close to Erlitou - the earliest political center in eastern Asia - remained under Chinese control for longer and continue to be a part of China today. By contrast, cells that adopted agriculture early and were located further from Erlitou developed into independent states, as agriculture provided the fertile ground for state-formation, while isolation provided time for them to develop and confront the expanding Chinese empire. Our study sheds important light on why eastern Asia kept reproducing a mega-state in the area that became China and on the determinants of its borders with other states.

    Das Thema Idealstaat ist seit Platon und Thomas Morus untrennbar mit der Geschichte der Utopie verknüpft. Auch die frühe Utopieforschung interpretierte Utopien als Idealstaatsmodelle in literarischer Kostümierung und gab ihnen den Namen „Staatsromane". Aber ist das Urteil zutreffend? Sind die Entwürfe überhaupt ernst gemeint? Welche Gesellschaftsfiktionen hat die Utopiegeschichte hervorgebracht? Welche Wandlungen und Lernprozesse hat sie durchlebt? Die versammelten Beiträge zeigen einerseits den Pluralismus der utopischen Verfassungs- und Gesellschaftsmodelle - von autoritär bis anarchistisch, von republikanisch bis monarchisch, von statisch bis dynamisch.     In 1990 Chile transitioned from a military regime led by General Augusto Pinochet to a democratically elected government led by the Coalition of Parties for Democracy, the Concertacion, that had successfully opposed his continuation in power. Yet, the dictatorship left many legacies that persisted long after this transition. One crucial heritage was a set of major labor law transformations legislated in 1979 that Pinochet and its author, Labor Minister Jose Pinera, called the Labor Plan. The Labor Code the Pinochet government bequeathed to its successors was very unfavorable for the labor movement, especially in comparison to the pre-authoritarian legal regime. It was stridently opposed by the labor movement and the incoming Concertacion promised “profound changes”, particularly in areas regulating unions, collective bargaining and strikes.There were good reasons to believe the prospects for such changes were quite favorable. The labor movement had been a key leader in the opposition movement that led to democratic transition. The movement, and in particular the largest and most important labor organization, the CUT (Central Unitaria de Trabajadores - Unified Workers Central), enjoyed a close relationship of alliance with the Concertacion. Indeed, the CUT and the Concertacion were both led by leaders from the same two central political parties: the Christian Democratic Party and the Socialist Party. The transition also meant that the institutions of Chile became more open to participation and popular input, and the labor movement was no longer subject to the brutal repression of the dictatorship. Political opportunity theory predicts such an institutional opening should benefit a social movement.Nonetheless, after 20 years of Concertacion governments (1990-2010), the Labor Code was left substantially unchanged from that structured by the Labor Plan. Although institutional features of the 1980 Constitution and electoral laws left by the dictatorship as well as unyielding opposition by conservatives played a role in this outcome, this dissertation argues it was the very relationships between the labor movement and the newly ruling political parties and post-transition state that in the end explains this result. A politically incorporated labor movement was unwilling to exert the necessary pressure on allied political actors to dislodge the path of persistence of the Labor Code. So, what is often viewed as an opportunity turned out to obscure a risk of movement containment.

    Die umfassende Dekolonialisierung von Staat und Gesellschaft ist ein Kernanliegen indigener Bewegungen in Lateinamerika. In diesem Kontext setzt Olaf Kaltmeiers Studie an, welche die Kontinuität von Kolonialität aber auch die Konjunkturen der Dekolonialisierung in Ecuador im historischen Wandel von der Kolonialzeit bis heute analysiert. Anhand von über 50 Interviews und intensiver Archivarbeit in der für das Andenhochland paradigmatischen Region Saquisilí betrachtet er detail- und kenntnisreich u.a. die Etablierung von Haciendas, die Kommunikation an der Schnittstelle postkolonialer Staatlichkeit sowie die indigenen Kämpfe von der Kolonialzeit über kommunistische Gremien bis hin zur zeitgenössischen indigenen Bewegung In Saquisilí, the cyclic nature of the geopolitics of colonialism in Ecuador is reflected in multiple conflicting forms, from the Caciques right through to contemporary indigenous movements

    Welche Bedeutung hat die Staatsbürgerschaft für Schwarze Deutsche? Emmanuel Ndahayo liefert mit seiner Studie einen wichtigen Beitrag zur Erforschung sozialer Ungleichheit und gesellschaftlicher Teilhabe im Kontext von Migration und Eingliederungsprozessen, die in besonderem Maße von Rassismus, (post-)kolonialistischen Ansichten und fragilen Inklusionsformen betroffen sind. Die Analyse der sozialen Lage von eingebürgerten Deutschen afrikanischer Herkunft schließt eine Forschungslücke. Die empirische Untersuchung mit Hilfe qualitativer Interviews bietet daher wichtige Erkenntnisse nicht nur für die Sozialwissenschaft, sondern auch für Praktiker*innen in der Integrationspolitik.

    O texto dedica-se a selecionar e analisar, da imensa produção documental deixada pelo falecido arcebispo de Olinda e Recife, Helder Pessôa Câmara (1909-1999), sinais da importância, para ele, da organização daquela que viria a ser conhecida como Conferência de Medellín e de sua correta recepção. Com o uso do “método” ou “paradigma indiciário” de Ginzburg, foram selecionados textos que vão de 1962 a 1970, todos interligados por “fios-condutores” típicos do pensamento de Dom Helder, através dos quais é possível conhecer a sua evolução enquanto “operador social do sagrado”, na tentativa de construção de uma sociedade contemporânea laica, porém iluminada pelo Evangelho, a serviço da qual ele sonhava uma Igreja servidora, pobre e sem poder. O vivido e o decidido em torno da organização, realização e recepção de Medellín marca, para os autores, o início da fase mais madura das ações de impacto internacional do prelado brasileiro.

    This paper argues that attempts at state-building in Afghanistan have led to institutions that are not robust. The state institutions and organizations continue to be highly dependent on external resources and technical expertise, and lack of critical mass of people able and willing to maintain them when external support recedes. I contend that Afghanistan may have fallen into a ‘capability trap’ that can lead to an actual decrease in state capacity in spite of an appearance of progress. This capability trap has been facilitated by four conditions; (i) high expectations on the government without sequencing or prioritization, (ii) more weight on immediate results than on establishing capable institutions, (iii) a limited menu of acceptable options for institutional arrangements, leading to strong pressures for simple ‘transplantation’, and (iv) a top-down model of implementation. Thinking about state-building thus needs to shift towards helping to structure or guide a process through which the problem-solving capacity of a broader range of actors can be brought to the fore, and more contextually fit models can emerge, that are less reliant on external expertise, resources, and legitimacy.
