    Natural resources such as carbon, water, and fish are increasingly managed with markets that require an initial allocation of property rights. In practice these rights are typically grandfathered based on historical use, but rights could be allocated any number of ways. Taking the perspective of a currently unregulated firm, we ask how the anticipation of a future market affects extraction incentives, environmental quality, and welfare prior to the implementation of the market. We show that this anticipation has first-order welfare implications, seemingly contradicting the widely held belief that the allocation of rights has no aggregate welfare consequences. The most egregious case involves anticipation of a traditional grandfathering rule, which induces a race for allocation before the market goes into effect, causing over-extraction or over-emissions, even relative to the completely unregulated baseline. We derive an alternative allocation rule called "Reverse-Grandfathering" that still provides a free allocation of rights but reverses the marginal incentive to emit or extract. We show that this new approach, which relies on incentives due to anticipation, can replicate welfare-maximizing firm behavior, even in the complete absence of regulation. To illustrate the potential magnitude of anticipation effects, we develop and parameterize a structural model of a hypothetical market among nearly 5,000 large fishing firms on the high seas.     Input subsidies in natural resource sectors are widely believed to cause depletion of the natural capital on which those sectors rely. But identification and data challenges have stymied attempts to empirically estimate the causal effect of subsidies on resource extraction. China's fishing fleet is the world's largest, and in 2016 the government changed its fuel subsidy policy for distant water vessels to one that increases with predetermined vessel characteristics. The policy features 25 thresholds at which subsidies discontinuously increase. Using a regression discontinuity design, we estimate that a 1% increase in fuel subsidy increases hours of fishing by 2.2%. Reducing Chinese distant water fuel subsidies by 50% could eliminate biological overfishing in several ocean regions

    This paper develops a bioeconomic model that captures the underlying incentives driving the serial depletion of pristine seamounts. The determinants under New Zealand's Quota Management System relate to unit cost savings from bottom trawling for orange roughy on seamounts, where catch rates are high, for a constrained yearly catch, yielding superior rent and driving the continued search for pristine seamounts. Despite known patterns of seamount depletion, catch and effort data collected by the New Zealand Ministry of Fisheries lack information on the bathymetry of harvesting locations. We provide descriptive statistics of the Ministry's data on catch, effort and location between 2001 and 2010, which examine associations between high catch rates and pristine seamounts. The bioeconomic model formalises the expected gains of unit cost reductions and shows that bottom trawling activity on pristine seamounts ceases only when the expected reduction in harvest costs is equal to the search cost per unit of harvest. We contend that New Zealand's policies to date to protect seamounts do not address the spatial determinants of rent appropriation under the quota system and that the imposition of a 'seamount' fee levied on the bottom trawlers' harvest activities may provide a way to internalise the cost of seamount destruction more effectively. Such a policy has a number of advantages, the most important of which is that the fee ties the impacts of habitat destruction to the choice of fishing method, thereby providing an impetus to develop and adopt more selective fishing practices.
