    In the United States, people with more education vote more. But, we know little about why education increases political participation or whether higher-quality education increases civic participation. We study applicants to Boston charter schools, using school lotteries to estimate charter attendance impacts for academic and voting outcomes. First, we confirm large academic gains for students in the sample of charter schools and cohorts investigated here. Second, we find that charter attendance boosts voter participation. Voting in the first presidential election after a student turns 18 increased substantially, by six percentage points from a base of 35 percent. The voting effect is driven entirely by girls and there is no increase in voter registration. Rich data and the differential effects by gender enable exploration of multiple potential channels for the voting impact. We find evidence consistent with two mechanisms: charter schools increase voting by increasing students' noncognitive skills and by politicizing families who participate in charter school education

    This paper analyzes the impact of COVID-19 lockdown measures on children's school resilience. Using an individual fixed-effect linear probability model on Nigeria data, it exploits the quasi-randomness of these measures to estimate their effect on school attendance after the lockdown was lifted. The results show that COVID-19 lockdown measures reduced children's probability of attending school after the school system reopened. This negative impact increased with children's age, reaching a peak among those whose education was no longer compulsory. For schoolchildren in that age group, the negative effect of COVID-19 lockdown measures is likely to be permanent, which, if not reversed, will undermine the quality of the economy-wide future labor force. The paper also finds evidence that, in the child marriageprone North-West part of Nigeria, these measures increased gender inequality in education among children aged 12 to 18. This result suggests that COVID-19 lockdown measures may exacerbate harmful traditional practices such as child marriage.

    This paper investigates whether aspirations matter for education, which offers a common route out of poverty. We find that mother aspirations are strongly related to the child's grade achieved at age 18. The relation is nonlinear, suggesting there is a threshold, and depends on caste, household income and the village setting. The coefficients remain large and significant when applying control function estimation, using first born son as instrument. A similar strong relation is observed with learning outcomes, including local language, English and maths test results, and with attending school, but not with attending private education. These results are confirmed for outcomes at age 15. The findings provide direct evidence on the contribution of mother aspirations to children's education outcomes and point to aspirations as a channel of intergenerational mobility. They suggest that education outcomes can be improved more rapidly by taking aspirations into account when targeting education programmes, and through interventions that shape aspirations.

    Being rich of crucial minerals might be a leading determinant of local economic development. On the other hand, intensive extraction might prove to negatively affect the health and wealth of people living close to mineral deposits and the surrounding environment. I examine the effects that local cobalt mining had on child labor and subsequently on fertility rates in the DRC by exploiting geographic variation of cobalt deposits prior to the boom of modern electric batteries and using both education attainment and fertility data. I find that the boom in cobalt mining led to a reduction in educational achievements of individuals who were between 6 and 14 at the time of the boom, and it was accompanied by higher fertility rates. Moreover, the analysis shows an initial improvement in wealth of households exposed to cobalt mining which however, disappears after seven years. The results are robust to spatial spillover effects and selective migration.

    In 2017, Chicago Public Schools adopted an online universal application system for all high schools with the hope of providing more equitable access to highperformance schools. Despite the new system, Black students and students living in low-socioeconomic status (SES) neighborhoods remained less likely than their peers to enroll in a high-performance high school. In this paper, we characterize various constraints that students and families may face in enrolling in a highperformance high school including eligibility to programs based on prior academic achievement, distance from high-performance options, and neighborhood and elementary school resources. After adjusting for differences in these access factors, we find the gap between Black and Latinx students' likelihood of enrolling in a high-performing high school is reduced by about 80 percent. We find a similarly large reduction in the enrollment gap between students from low- and middle-SES neighborhoods after adjusting for eligibility and distance factors. These findings have implications for policies that may help equalize access to high-performance schools through changes to eligibility requirements and improved transportation options.

    The decision about how and when to open schools to in-person instruction has been a key question for policymakers throughout the COVID-19 pandemic. The instructional modality of schools has implications not only for the health and safety of students and staff, but also student learning and the degree to which parents can engage in job activities. We consider the role of instructional modality (in-person, hybrid, or remote instruction) in disease spread among the wider community. Using a variety of regression modeling strategies , we find that simple correlations show in-person modalities are correlated with increased COVID cases, but accounting for both pre-existing cases and a richer set of covariates brings estimates close to zero on average. In Ordinary Least Squares (OLS) specifications, in-person modality options are not associated with increased spread of COVID at low levels of pre-existing COVID cases but cases do increase at moderate to high pre-existing COVID rates. A bounding exercise suggests that the OLS findings for in-person modality are likely to represent an upper bound on the true relationship. These findings are robust to the inclusion of county and district fixed effects in terms of the insignificance of the findings, but the models with fixed effects are also somewhat imprecisely estimated

    Schools across the United States and the world have been closed in an effort to mitigate the spread of COVID-19. However, the effect of school closure on COVID-19 transmission remains unclear. We estimate the causal effect of changes in the number of weekly visits to schools on COVID-19 transmission using a triple difference approach. In particular, we measure the effect of changes in county-level visits to schools on changes in COVID-19 diagnoses for households with school-age children relative to changes in COVID-19 diagnoses for households without school-age children. We use a data set from the first 46 weeks of 2020 with 130 million household-week level observations that includes COVID-19 diagnoses merged to school visit tracking data from millions of mobile phones. We find that increases in county-level in-person visits to schools lead to an increase in COVID-19 diagnoses among households with children relative to households without school-age children. However, the effects are small in magnitude. A move from the 25th to the 75th percentile of county-level school visits translates to a 0.3 per 10,000 household increase in COVID-19 diagnoses. This change translates to a 3.2 percent relative increase. We find larger differences in low-income counties, in counties with higher COVID-19 prevalence, and at later stages of the COVID-19 pandemic
