    En este estudio se identifican oportunidades para el desarrollo de la bioeconomía en las cadenas cárnica y láctea, dos de las cadenas productivas más importantes del Uruguay, a partir de la aplicación de la biotecnología para la valorización de residuos y subproductos generados en ambas actividades. También se evalúan siete aplicaciones biotecnológicas en genómica ganadera y vacunas veterinarias, dos sectores transversales que apoyan a las cadenas cárnica y láctea. Se revisa el marco de políticas públicas que potencia el desarrollo de la bioeconomía en Uruguay, se propone una metodología para la identificación, priorización y evaluación de las oportunidades para el desarrollo de la bioeconomía en los ámbitos indicados, y se caracterizan las tecnologías disponibles para potenciar su desarrollo. Se priorizan ocho bioproductos y servicios, destacando su potencial para contribuir a la recuperación post pandemia de COVID-19, considerando criterios económicos, sociales y ambientales. También se identifican barreras para el desarrollo de las oportunidades priorizadas y se proponen instrumentos de política pública para su impulso.El ejercicio realizado en este estudio puede servir como guía para evaluar otras oportunidades identificados en la propuesta de Estrategia de Bioeconomía de Uruguay que no fueron abordadas aquí, por ejemplo, en las actividades agrícolas y forestales. El enfoque metodológico y analítico desarrollado en el estudio también puede ser de interés para otros países de la región interesados en potenciar la valorización de residuos, así como la genómica animal y las vacunas veterinarias, como parte de sus iniciativas para el desarrollo de una bioeconomía sostenible y circular.     Science, innovation, knowledge and digital technologies have played a fundamental role in the growth potential, social inclusion and environmental sustainability of countries in recent decades, and have become even more important in the context of the crisis caused by the coronavirus disease (COVID-19) pandemic.While Latin American and Caribbean countries have adopted various measures —many of them based on access to technology— to tackle the effects of the pandemic, the region’s structural challenges have become more pronounced, and the need for more comprehensive, complex, participatory and capable innovations systems more evident.     El interés de aumentar la participación femenina en áreas de la ciencia, tecnología, ingeniería y matemáticas (STEM, por sus siglas en inglés) responde a la necesidad de transformar los estilos de desarrollo de los países con igualdad y sostenibilidad, junto con favorecer la autonomía económica de las mujeres.Los programas de estudio de la Educación Técnico Profesional (ETP) impartida en el sistema escolar, se visualizan como un espacio prometedor de formación en competencias STEM, considerando que cerca de la mitad de las ocupaciones en estas áreas demandan cualificaciones técnico-profesionales, ya sea de nivel secundario o postsecundario. Este documento revisa los espacios de provisión de la ETP secundaria de un conjunto de países de América Latina para explorar el potencial de esta formación en impulsar trayectorias laborales y educativas de estudiantes mujeres en áreas STEM. Se encuentra que una serie de aspectos curriculares, organizacionales y culturales limitan este potencial, llevando a que los programas de la ETP en áreas de la “industria y producción” y de las “nuevas tecnologías” continúen siendo visualizados como tradicionalmente masculinos. A ello se suma la falta de antecedentes sistemáticos que permitan cuantificar y caracterizar la problemática de género en la ETP y relevarla como tema de interés. No obstante, en algunos países, distintas iniciativas empiezan a desplegarse con la convicción y firmeza respecto a la necesidad de producir cambios que promuevan la participación femenina en programas de la ETP afines a áreas STEM.     El ámbito de la ciencia, tecnología, ingeniería y matemática (CTIM) reconocido habitualmente por el acrónimo de estas palabras en inglés (STEM: Science, Technology, Engineering and Mathematics) se ha perfilado como un espacio prometedor para enfrentar el contexto de revolución digital y cambio tecnológico acelerado, hoy agudizado y tensionado por la pandemia por COVID-19. Por ello, cobra fuerza la interrogante si este ámbito ¿puede ser considerado una vía para la igualdad de género y la autonomía económica de las mujeres en América Latina? En este informe se aborda un debate que ha estado presente en la región durante las últimas décadas, pero que requiere ser remirado ante la urgencia de formular nuevas respuestas y por sobre todo trascender las aproximaciones unidimensionales de las desigualdades de género.     El ámbito de la ciencia, tecnología, ingeniería y matemática (CTIM) reconocido habitualmente por el acrónimo de estas palabras en inglés (STEM: Science, Technology, Engineering and Mathematics) se ha perfilado como un espacio prometedor para enfrentar el contexto de revolución digital y cambio tecnológico acelerado, hoy agudizado y tensionado por la pandemia por COVID-19. Por ello, cobra fuerza la interrogante si este ámbito ¿puede ser considerado una vía para la igualdad de género y la autonomía económica de las mujeres en América Latina? En este informe se aborda un debate que ha estado presente en la región durante las últimas décadas, pero que requiere ser remirado ante la urgencia de formular nuevas respuestas y por sobre todo trascender las aproximaciones unidimensionales de las desigualdades de género. El documento propone identificar los vínculos —potenciales y explícitos— entre la igualdad de género y CTIM, así como las tendencias que se observan en la agenda pública. Introducción .-- I.     Recent economic, political and social changes and the accelerated digital revolution, along with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, are the new backdrop for the review of cooperation between the members of the Community of Latin American and Caribbean States (CELAC) and the European Union. The end goal is renewed and dynamic collaboration based on multilateralism, which goes beyond trade integration and strengthens the shared vision and values of both regions.This document is a joint effort of the Economic Commission for Latin America and the Caribbean (ECLAC), the European Union and the European Union-Latin America and the Caribbean Foundation (EULAC Foundation), which identifies many areas in which cooperation is crucial, especially for economies experiencing “development in transition”. It examines factors that drive investment and the development of real production integration, encourage technology transfer and innovation, favour the inclusion of micro, small and medium enterprises, and improve States’ responsiveness to citizens’ demands. In short, it aims to outline the path to progressive structural change with stronger productivity, more and better jobs, and higher wages. In other words, to establish cooperation that helps to build more modern, productive and inclusive societies. Foreword .-- I.
