    Sex and Drugs Before the Rock ’n’ Roll is a fascinating volume that presents an engaging overview of what it was like to be young and male in the Dutch Golden Age. Here, well-known cohorts of Rembrandt are examined for the ways in which they expressed themselves by defying conservative values and norms. This study reveals how these young men rebelled, breaking from previous generations: letting their hair grow long, wearing colorful clothing, drinking excessively, challenging city guards, being promiscuous, smoking, and singing lewd songs. Cogently argued, this study paints a compelling portrait of the youth culture of the Dutch Golden Age, at a time when the rising popularity of print made dissemination of new cultural ideas possible, while rising incomes and liberal attitudes created a generation of men behaving badly

    Medical experts have argued forcefully that using cigarettes harms health, prompting the adoption of myriad anti-smoking policies. The association between smoking and mortality may, however, be driven by unobserved factors, making it difficult to discern the underlying long-term causal relationship. In this study, we explore the effects of cigarette taxes experienced as a teenager, which are arguably exogenous, on adult smoking participation and mortality. A one-dollar increase in teenage cigarette taxes is associated with an 8 percent reduction in adult smoking participation and a 6 percent reduction in mortality. Mortality effects are most pronounced for heart disease and lung cancer

    Over the past decade, rising youth use of e-cigarettes and other electronic nicotine delivery systems (ENDS) has prompted aggressive regulation by state and local governments. Between 2010 and 2019, ten states and two large counties adopted ENDS taxes. Applying a continuous treatment difference-in-differences approach to data from two large national datasets (Monitoring the Future and the Youth Risk Behavior Surveillance System), this study explores the impact of ENDS taxes on youth tobacco use. We find that ENDS taxes reduce youth e-cigarette consumption, with estimated e-cigarette tax elasticities of -0.06 to -0.21. However, we estimate sizable positive cigarette cross-tax elasticities, suggesting economic substitution between cigarettes and e-cigarettes for youth. These substitution effects are particularly large for frequent cigarette smoking. We conclude that the unintended effects of ENDS taxation may more than fully offset any public health gains

    Are teenage and adult smoking causally related? Recent anti-tobacco policy is predicated on the assumption that preventing teenagers from smoking will ensure that fewer adults smoke, but direct evidence in support of this assumption is scant. Using data from three nationally representative sources and cigarette taxes experienced as a teenager as an instrument, we document a strong, positive relationship between teenage and adult smoking: specifically, deterring 10 teenagers from smoking through raising cigarette taxes roughly translates into 5 or 6 fewer eventual adult smokers. We conclude that efforts to reduce teenage smoking can have important, long-lasting consequences on smoking participation and, presumably, health

    This paper aims to identify the causal effects of smoking on mental health using data from the Lung Health Study, a randomized trial of smoking cessation treatment with five years of follow-up interviews. In the short-run, distress increases, likely reflecting the effects of nicotine withdrawal. Long-run effects on mental health are small overall, but mask heterogeneity by gender. For women, the cessation program leads to improved mental health, driven by decreases in insomnia and nervousness. Men do not experience these improvements, due in part to a small increase in severe disturbances

    The contribution of cigarette smoking to national health expenditures is thought to be large, but our current understanding of the effect of smoking on annual medical expenditures is limited to studies that use cross-sectional data to make comparisons of medical care expenditures between smokers and never smokers at a particular age. We develop a dynamic economic model of smoking and medical care use that highlights two forms of selection: selective mortality and non-random cessation. To test predictions from our model, we construct novel longitudinal profiles of medical expenditures of smokers and never smokers from merged National Health Interview Survey and Medicare claims information. Consistent with our theory, we find that, from a given age, smokers generate higher expenditures prospectively, because of a higher incidence in inpatient usage, and lower expenditures retrospectively, because of lower outpatient usage. Between ages 65 and 84, we find that the expected value of the discounted sum of total expenditures is lower for smokers, mainly because of excess mortality. We find no evidence that cigarette smoking is a burden on Medicare

    Of the 45.7 million current smokers in the U.S. age 12 and over, more than 18.5 million usually smoke menthol cigarettes. The Food and Drug Administration (FDA) recently proposed a tobacco product standard that would prohibit menthol as a characterizing flavor in cigarettes (FDA 2022b). Although menthol is not harmful per se, the FDA concludes that the prohibition of menthol in cigarettes is appropriate for public health, meeting the criterion established by the 2009 Tobacco Control Act for FDA regulation of tobacco products. In this paper we explore whether menthol smokers are different in ways that provide an applied welfare economics rationale to prohibit menthol. In national data from the 2018-2019 Tobacco Use Supplement to the Current Population Survey (TUS-CPS), after controlling for socio-demographics, we mainly find small associations between menthol use and smoking behaviors, many quitting behaviors, and cigarette purchase behaviors. Although menthol use is much more common among Black smokers, Blacks are less likely to be current smokers, and conditional on current smoking Blacks are less likely to be daily smokers, are less likely to have started smoking before age 18, smoke fewer cigarettes per day, and are less likely to be addicted. In data from a 2021 Cornell Online Survey, we find no evidence that menthol smokers are less informed or are more likely to experience smoking-related internalities. Our analysis of stated preference data suggests that menthol and non-menthol smokers have similar preferences over tobacco product attributes, except that menthol smokers have a stronger preference for flavored e-cigarettes. In a potentially important exception to the patterns just described, in the 2018-2019 TUS-CPS data we find evidence that among ever smokers, menthol smokers and Black smokers are less likely to be lifetime quitters

    We develop and estimate a life-cycle model in a rational addiction framework where youth choose to smoke, attend school, work part-time, and consume while facing borrowing constraints. The model features multiple channels for studying the reciprocal causal effects of addiction and education. Variations in endowments and cigarette prices are sources of identification. We show that education causally reduces smoking. A counterfactual experiment finds that in absence of cigarettes, college attendance rises by three percentage points in the population. A practical alternative of 40% additional excise tax achieves similar results. Impacts vary substantially across persons of different cognitive and non-cognitive abilities

    Smoking is the leading preventable cause of death in the U.S. Because e-cigarettes do not involve the combustion of tobacco, vaping offers the potential to prevent most of the health consequences of smoking. We study the impact of an information shock created by an outbreak of lung injuries apparently related to e-cigarettes. We use data from multiple sources: surveys of risk perceptions conducted before, during, and after the outbreak; an in-depth survey we conducted on risk perceptions and vaping and smoking behavior; and national aggregate time-series sales data. We find that after the outbreak, consumer perceptions of the riskiness of e-cigarettes sharply increased, so that in contrast to almost all experts, the majority of consumers perceive e-cigarettes to be relatively and absolutely riskier than cigarettes. From our estimated e-cigarette demand models, we conclude that the information shock reduced e-cigarette demand by about 30 percent. We also estimate that the information shock decreased the use of e-cigarettes for smoking cessation, again by about 30 percent. Over time, the reduced smoking cessation due to the information shock will in turn increase smoking-related illness and death

    Smoking and obesity are the two leading causes of preventable deaths in the United States. Because smoking is subject to heavy government intervention, understanding the effect of smoking on obesity is important in determining the extent of unintended costs or benefits of such intervention. The existing literature on this question is mixed among studies using experimental and observational data, which we attempt to reconcile by accounting for misreporting in observational data. We use self-reported data from the Behavioral Risk Factor Surveillance System (BRFSS), cigarette taxes to instrument for changes in smoking, and survey completion to instrument for misreporting. Starting with the baseline two-stage least squares (2SLS) estimator common in the earlier observational literature, we obtain similar estimates suggesting quitting smoking substantially reduces BMI. However, we find the results are sensitive to specification, functional form, and the presence of misreporting. We show that accounting for misreporting using the 2-step estimator developed by Nguimkeu et al. (2019) yields estimates consistent with the experimental literature; quitting smoking has a small positive effect on BMI. Our preferred estimate suggests reduced smoking accounts for 6% of the concurrent rise in obesity

    Public health experts caution that legalization of recreational marijuana may normalize smoking and undermine the decades-long achievements of tobacco control policy. However, very little is known about the impact of recreational marijuana laws (RMLs) on adult tobacco use. Using information from four national datasets (National Survey of Drug Use and Health, Behavioral Risk Factor Surveillance System, Current Population Survey-Tobacco Use Supplements, and Population Assessment of Tobacco and Health) and dynamic difference-in-differences and discrete-time hazard approaches, we find little support for the hypothesis that RML enactment leads to increases in adult tobacco use. In the short-run, RMLs have no effect on tobacco use and in the medium-run, we find some evidence of a lagged reduction in tobacco use on the order of approximately 0.5 to 2 percentage points. This finding generally persists across cigarettes and e-cigarettes, is robust to event-study analyses generated from estimators designed to expunge bias due to heterogeneous dynamic treatment effects, and persists in panel data-based survival analyses that account for consumption dynamics. We conclude that fears of adult tobacco-related public health costs from RMLs are, at least in the short- and medium-run, unfounded; instead, there may be important public health benefits from reductions in adult tobacco use
