    Die "Schaffung gleichwertiger Lebensverhältnisse" ist erklärtes Ziel deutscher Regionalpolitik. Betrachtet man den wohl gängigsten Indikator zur Messung des Wohlstands, das Bruttoinlandsprodukt pro Kopf, so zeigt sich für das Jahr 2017 ein hohes Ausmaß an Ungleichheit. Der Westen Deutschlands ist wirtschaftlich immer noch deutlich stärker als der Osten. Dieser Unterschied spiegelt sich auch in der Lebenserwartung wider, im Süden Deutschlands leben die Menschen deutlich länger als im Norden. Ein Trend zur Angleichung der Lebensverhältnisse ist nicht zu erkennen. Die regionale Ungleichheit bei Bruttoinlandsprodukt und Arbeitslosigkeit bleibt konstant auf hohem Niveau und bei kommunalen, öffentlichen Dienstleistungen, die Bürger/innen die Teilhabe am gesellschaftlichen Leben ermöglichen, geht die Schere zwischen den Kreisen Deutschlands seit 2010 stark auseinander. Verschärfend kommt hinzu, dass einige Regionen gleich in mehreren Wohlstandsdimension vergleichsweise schlecht abschneiden. So sind vor allem Regionen in Westdeutschland von hoher Arbeitslosigkeit und hoher kommunaler Verschuldung betroffen. Dies deutet auf die Vielschichtigkeit des Problems regionaler Ungleichheit hin, welche nicht einfach durch ein Ost-West oder Stadt-Land Gefälle zu erklären ist. Zur dieser ungünstigen Ausgangslage ist seit Anfang 2020 erschwerend die globale Pandemie hinzugekommen, welche die regionale Ungleichheit nochmals verschärft hat.

    In this study we analyze the convergence of GDP per capita from 2000 to2013 (current prices and euro exchange rates) for eight countries (Czech Republic, Slovakia, Slovenia, Hungary, Poland, Estonia, Latvia and Lithuania) of the European Union (CEE8). Some convergence indicators are also calculated for the CEE8 as a whole. The main purpose of this study is to shed some light on the impact of the Global Financial Crisis (GFC) on regional convergence in advanced emerging countries, like the CEE8. The main result of random effects panel regressions for unconditional beta-convergence is that significant convergence is found for the whole period from 2000-2013, but not for sub-periods on either end of the sample, except for Hungary and Poland. This means that convergence in most CEECs is only significant if the GFC is included in the estimation period. The role of capital regions for the convergence process is an item for future research.

    We estimate a model of high school students' college choices, allowing for rich heterogeneity in students' preferences for college attributes. We use data on students' enrollment decisions and application decisions--i.e., the sets of colleges to which they applied--to identify the distribution of students' preferences. We use our estimates to quantify differences in a student's expected value upon college application that result from the uneven spatial distribution of colleges. As with other aspects of economic opportunity, we find that place matters: students with otherwise identical characteristics can have very different expected values depending on where they live. The importance of location reflects differences across states as well as differences across counties within a state. For students with low parental incomes and low SAT scores, over 70% of the variation is within-state across counties, while for students with high parental incomes and high SAT scores, 66% of the variation is across states

    We study trends in income inequality across U.S. states and counties 1960-2019 using a mix of administrative and survey data sources. Both states and counties have diverged in terms of per-capita pre-tax incomes since the late 1990s, with transfers serving to dampen this divergence. County incomes have been diverging since the late 1970s. These trends in mean income mask opposing patterns among top and bottom income quantiles.     Why do cities differ so much in productivity? Using a split-sample IV strategy, we document that up to three quarters of the large measured dispersion in productivity across US cities is spurious and reflects the "luck of the draw" of idiosyncratically heterogeneous plants. Due to this granularity bias, economies with randomly reallocated plants exhibit nearly as high a variance as the empirical economy. For new plants, four fifths of the raw dispersion reflects granularity bias, and their productivity is only imperfectly correlated with that of older plants, which dominate measured productivity levels. These US-based patterns broadly extend to European countries

    Immigrant distribution--the geographic dispersion of immigrants in the destination country--was a major issue in the United States in the late Age of Mass Migration. Policy debates were influenced by the widely held view that the new immigrants were generally less geographically mobile within the United States and specifically less likely to leave urban areas than were natives and earlier immigrants. I build new linked census datasets to investigate these claims by studying the rates of, selection into, and sorting of internal migration by US immigrants. I find that contemporary claims regarding immigrant distribution were either false, oversimplified, or the product of broader national trends that applied also to natives. Nonetheless, geographic assimilation--convergence in immigrants' and natives' county-of-residence distributions over time in the United States--was almost nonexistent

    Being rich of crucial minerals might be a leading determinant of local economic development. On the other hand, intensive extraction might prove to negatively affect the health and wealth of people living close to mineral deposits and the surrounding environment. I examine the effects that local cobalt mining had on child labor and subsequently on fertility rates in the DRC by exploiting geographic variation of cobalt deposits prior to the boom of modern electric batteries and using both education attainment and fertility data. I find that the boom in cobalt mining led to a reduction in educational achievements of individuals who were between 6 and 14 at the time of the boom, and it was accompanied by higher fertility rates. Moreover, the analysis shows an initial improvement in wealth of households exposed to cobalt mining which however, disappears after seven years. The results are robust to spatial spillover effects and selective migration.

    We show how to use commuting flows to infer the spatial distribution of income within a city. A simple workplace choice model predicts a gravity equation for commuting flows whose destination fixed effects correspond to wages. We implement this method with cell phone transaction data from Dhaka and Colombo. Model-predicted income predicts separate income data, at the workplace and residential level, and by skill group. Unlike machine learning approaches, our method does not require training data, yet achieves comparable predictive power. We show that hartals (transportation strikes) in Dhaka reduce commuting more for high model-predicted wage and high-skill commuters

    Why do cities differ so much in productivity? We document that most of the measured dispersion in productivity across US cities is spurious and reflects granularity bias: idiosyncratic heterogeneity in plant-level productivity and size, combined with finite plant counts. As a result, economies with randomly reallocated plants exhibit nearly as high a variance as the empirical economy. Stripping out this bias using our nonparametric split-sample strategy reduces the raw variance of place effects by about two thirds to three quarters. For new plants, about four fifths of the dispersion reflects granularity bias, and new plants' place effects are only imperfectly correlated with those of older plants. These US-based patterns broadly extend to the 15 European countries we study in internationally comparable firm-level data.
