    Previous studies on the justification of repression have analysed large-scale protests, about which autocratic officials communicate to avoid backlash effects. However, we know much less about how everyday repression against dissidents and ordinary citizens is communicated and justified under authoritarianism. This paper is the first to systematically investigate how officials in autocracies justify, conceal, or deny different forms of repression employed by different state institutions. It studies the communication of repression in two North African autocracies, drawing on the novel Justifications of Repressive Incidents in Morocco and Tunisia Dataset. The dataset contains 439 events between 2000-2010 and disaggregates the various dimensions of repression and its communication. The empirical analysis shows that the chosen forms of repression influence patterns of communication and justification. Studying the communication of repression helps us better understand the nexus of authoritarian legitimation and political violence in the Middle East and North Africa region and beyond.

    The present article analyzes Victor of Vita's depiction of the Vandal migration into North Africa, focusing on its intertextual elements and rhetorical strategies. It argues that Victor particularly emphasized the religious aspects of what was essentially a military event, the overtaking of Roman North Africa by the Vandals. The context in which he wrote, the immediate aftermath of the council of Carthage of 484, which led to the coercion of Nicene Christians by the Vandal authorities, largely explains his view of the Vandal period as a time of continuous persecution of his Christian faction. Victor retroactively applied this view of the Vandals - "the battalions of impiety" - to the migration period, the article argues, and used literary means to implement such a view. In the end, Victor's text is evidence of the Nicene reaction to the Vandal migration, rather than of the migration itself, because he exaggerated the religious elements associated with the newcomers (heretics who he saw as a threat to his own community of believers) and this aspect which he estimated the most important dominated his depiction of events.

    The novel, the literary adage has it, reflects a world abandoned by God. Yet the possibilities of novelistic form and literary exegesis exceed the secularizing tendencies of contemporary literary criticism. Showing how the Qurʾan itself invites and enacts critical reading, Hoda El Shakry’s Qurʾanic model of narratology enriches our understanding of literary sensibilities and practices in the Maghreb across Arabophone and Francophone traditions. The Literary Qurʾan mobilizes the Qurʾan’s formal, narrative, and rhetorical qualities, alongside embodied and hermeneutical forms of Qurʾanic pedagogy, to theorize modern Maghrebi literature. Challenging the canonization of secular modes of reading that occlude religious epistemes, practices, and intertexts, it attends to literature as a site where the process of entextualization obscures ethical imperatives. Engaging with the Arab-Islamic tradition of adab—a concept demarcating the genre of belles lettres, as well as social and moral comportment—El Shakry demonstrates how the critical pursuit of knowledge is inseparable from the spiritual cultivation of the self.Foregrounding form and praxis alike, The Literary Qurʾan stages a series of pairings that invite paratactic readings across texts, languages, and literary canons. The book places twentieth-century novels by canonical Francophone writers (Abdelwahab Meddeb, Assia Djebar, Driss Chraïbi) into conversation with lesser-known Arabophone ones (Maḥmūd al-Masʿadī, al-Ṭāhir Waṭṭār, Muḥammad Barrāda). Theorizing the Qurʾan as a literary object, process, and model, this interdisciplinary study blends literary and theological methodologies, conceptual vocabularies, and reading practices

Interlaced between the 12 chapters of the book are stories from women who work in tourism. The chapters and stories that make up this book explore women's stories of empowerment beyond the neoliberal conceptualizations of economic improvement, to highlight the structural inequalities that prevent true gender equality.     Civil society organisations (CSOs) in the Middle East and North Africa (MENA) face mounting challenges, especially in authoritarian states, where they encounter closures, persecution and smear campaigns. Consequently, their crucial work in advancing human rights, good governance and inclusive human development is increasingly stifled and criminalised. Activists and professionals linked to CSOs also endure surveillance and persecution. This should worry European policymakers since a vibrant and free civil society in MENA is in their interest, as it is key for human development. This policy brief proposes seven ways for development cooperation to protect CSOs in authoritarian regimes in the MENA and beyond. European foreign and development policies in the MENA region have led to governmental partnerships that often sustain authoritarian regimes at the expense of citizens’ rights, for instance on migration (Francavilla, 2023; Grimm & Roll, 2023). Although substantial humanitarian aid reaches conflict zones, one of the root causes of the continuing political violence and conflicts - absence of accountable democratic governments – remains inadequately addressed (Barakat & Fakih, 2021). To avoid further empowering authoritarian rule in the region, European policymakers should reassess their multi- and bilateral governmental cooperation. The prevalent assumption amongst many policymakers that the incumbent authoritarian regimes in MENA can provide political stability needs to be discarded. The stability paradigm guiding European relations with the Arab World should instead be replaced with a do-no-harm approach. Although “do no harm” is a core principle of European development cooperation policy, it often is ignored in practice or trumped by other interests (Leininger, 2023). Development cooperation benefitting citizens must prioritise inclusive human development through cooperation with a wide range of actors, including elected state bodies, independent media and watchdog CSOs (Rutzen, 2015). This policy brief develops seven recommendations for European policymakers in development cooperation. The first step is to overcome the prevalent stability-through-cooperation paradigm to prevent further negative effects on human rights, democracy and civil society. Therefore, it is important that European policymakers recognise these authoritarian regimes’ unwillingness to implement reforms that would reduce their control over political institutions. Second, it remains crucial that policymakers acknowledge the increasingly shrinking space for critical voices in civil society. Third, governments and regional organisations should give CSOs a voice at international summits and in international organisations to increase the visibility of their demands and show support for oppressed voices. Fourth, European development cooperation professionals should establish flexible crisis funding lines for at-risk CSOs and their staff. Fifth, at-risk journalists, activists or human rights defenders (HRDs) need access to fast-track visa programmes to ensure they can continue their work from abroad when the authorities want to silence them. Sixth, European development cooperation profession-als should continue to support marginalised voices and groups and push for more inclusive governance. Lastly, European governments should limit arms exports to authoritarian regimes.

    Civil society organisations (CSOs) in the Middle East and North Africa (MENA) face mounting challenges, especially in authoritarian states, where they encounter closures, persecution and smear campaigns. Consequently, their crucial work in advancing human rights, good governance and inclusive human development is increasingly stifled and criminalised. Activists and professionals linked to CSOs also endure surveillance and persecution. This should worry European policymakers since a vibrant and free civil society in MENA is in their interest, as it is key for human development. This policy brief proposes seven ways for development cooperation to protect CSOs in authoritarian regimes in the MENA and beyond. European foreign and development policies in the MENA region have led to governmental partnerships that often sustain authoritarian regimes at the expense of citizens' rights, for instance on migration (Francavilla, 2023; Grimm & Roll, 2023). Although substantial humanitarian aid reaches conflict zones, one of the root causes of the continuing political violence and conflicts - absence of accountable democratic governments - remains inadequately addressed (Barakat & Fakih, 2021). To avoid further empowering authoritarian rule in the region, European policymakers should reassess their multi- and bilateral governmental cooperation. The prevalent assumption amongst many policymakers that the incumbent authoritarian regimes in MENA can provide political stability needs to be discarded. The stability paradigm guiding European relations with the Arab World should instead be replaced with a do-no-harm approach.     Germany is being met with rejection from the governments of Arab states when it calls for human rights to be respected. If those being addressed do not outright refuse to engage in dialogue, they usually rely on four patterns of argumentation to ward off corresponding demands: (1) the human rights situation in their own country is already improving, but the process still needs time, (2) concerns such as economic development and the fight against terrorism should take precedence over civil rights, (3) human rights are a Western construct and ignore the cultural characteristics of the societies being addressed, and (4) Western human rights policy is characterised by double standards. German officials should be aware of these objections and counter them proactively when they engage in dialogue on human rights. Above all, the Ger­man government should engage the accusations of cultural imperialism and double standards, not least because these beliefs are widespread among the populations of Arab countries. To counterbalance these accusations, the universal claim of human rights should be emphasised more strongly – especially in the context of a feminist foreign policy. Additionally, self-interests that potentially undermine the proclaimed values-based approach should be identified and articulated more clearly. Finally, the dialogue on human rights should be underpinned by concrete measures.

    Ever since the Gilgamesh epic and Homer’s Odyssey, stories of travel and adventure, whether ‘fictional’, ‘factual’, or a mix of both, have been crucial to the collective self-definition of human societies. Since the early modern period and the increased frequency of cross-cultural encounters, the literary motif of the journey became a significant ingredient of colonial imagination. The ideology of adventure, crucial to many works of literature, pervades Western discourses of economic expansion and scientific discovery, while anthropologists, seeking to document indigenous story traditions, encountered an oral archive not unlike that of their own. Travelistic texts (by ‘culture heroes’, explorers, colonial agents, missionaries, scientific explorers, refugees, and foreign visitors) often provide the semantic repertoire for descriptions of ‘exotic’ spaces and populations. The knowledge gained through physical encounters during journeys to foreign lands often functions to revise inherited ideas about ‘cultures’ – those of others as well as one’s own. The topics ‘travel’ and ‘travel writing’ therefore invite us to address questions of reliability and verifiability. This volume brings together experts from diverse disciplines and places around the globe whose work is concerned with the phenomenon and discourse of travel, transculturation, and the cross-cultural production of knowledge. The contributions reflect the recent shift in travel scholarship toward including the study of ideological conflicts within Europe’s ‘imperial gaze’, as well as attempts at tracing the perspective of Europe’s ‘others’, which frequently challenged colonial certainties and claims to intellectual supremacy. Das vorliegende Werk erweist sich durch seine vielen Perspektiven als lesenswerte Lektüre, um die Praxis des Reisens und das Berichten über Reisen als raumzeitlich spezifische, hier vor allem westliche Formen des Welt-Aneignens zu reflektieren. – Sebastian Dorsch, in: Historische Zeitschrift 307 (2018), S. 443. Das breite Panorama des Bandes lässt zwei Entwicklungen in der transdisziplinären Auseinandersetzung mit postkolonialer Theorie erkennen: Erstens wenden sich viele Beiträge von der Vorstellung ab, den mobilen Reisenden stünden lokal gebundene „Bereiste“gegenüber.[…] Die Umkehrung des kolonialen Blicks durch die Frage, wie außerhalb Europas Wissen über die Welt gewonnen wurde, hat hier besondere Bedeutung. Zweitens illustrieren mehrere Kapitel, welche Einsichten sich aus einer Abkehr von der pauschalen Verurteilung europäischer Reisetexte als kolonialistisch gewinnen lassen. Auch europäische Reisende der kolonialen Ära fanden sich immer wieder in der prekären Position kultureller Mittler. Dies darf bei aller gebotenen Kritik am ausbeuterischen Charakter des Kolonialismus nicht außer Acht gelassen werden.     Wie kann man sich im Maghreb des 20. Jahrhunderts den postkolonialen Körper vorstellen?Susanne Kaiser findet Antworten hierauf in den literarischen Werken von Assia Djebar und Tahar Ben Jelloun, die hier zum ersten Mal unter der Fragestellung, was der Körper ist, verglichen werden. Es zeigt sich, dass nach über 100 Jahren der unterschiedlichsten kulturellen, sozialen und religiösen Einflüsse Konzepte von Körperlichkeit vielschichtig und immer in Bewegung sind: zwischen kolonialen Praktiken und gesellschaftlichen Zwängen, zwischen Disziplinierung und Widerstand, zwischen sozialer Konstruktion und Determinismus, zwischen erzählenden und erzählten Körpern. Erzählen, Sprache und Gesellschaft »verkörpern« sich dabei auf je eigene Weise. Wie kann man sich im Maghreb des 20.
