    The report is intended for senior managers and decision-makers of internationalisation strategies at higher education institutions around the world, and organisations that are involved in consulting, advertisement and support of the internationalisation of higher education. Based upon 136 qualitative interviews with senior higher-education managers and transnational education stakeholders in Europe, Asia and the Middle East conducted between 2018 and 2020, we develop recommendations for developing strategies and avoiding risks in offshore campus development. The report: (1) Discusses the key challenges for international campus developments. It reveals lessons to be learned from failures. (2) Systematically discusses the six most common risks for offshore campuses; including a lack of institutional strategy, financial and reputational risks as well as risks relating to peripheral locations, risky partnerships, and changing regulations in host environments. (3) Develops risk mitigation strategies on the basis of a ten-question checklist.

    One decade after the Arab uprisings of 2010/11, the present discussion paper revisits processes of political change in the Middle East and North Africa MENA) with a focus on the question of systemic change. Core questions in this context are: How, among all possible varieties of political change, do we know when political change is systemic? When do we speak of "democratisation", and when of "authoritarian upgrading" or "- re-consolidation"? Can we predict such processes? If not, can we at least tell when systemic transition is more or less likely to occur, and what influences its occurrence? The three parts of this discussion paper build on one another in order to address and answer these puzzles.

    Recent theories of the Long Divergence between Middle Eastern and Western European economies focus on Middle Eastern (over-)reliance on religious legitimacy, use of slave soldiers, and persistence of restrictive proscriptions of religious (Islamic) law. These theories take as exogenous the cultural values that complement the prevailing institutions. As a result, they miss the role of cultural values in either supporting the persistence of or inducing change in the economic and institutional environment. In this paper, we address these issues by modeling the joint evolution of institutions and culture. In doing so, we place the various hypotheses of economic divergence into one, unifying framework. We highlight the role that cultural transmission plays in reinforcing institutional evolution toward either theocratic or secular states. We extend the model to shed light on political decentralization and technological change in the two regions

    Middle East and North Africa Investment Policy Perspectives highlights the considerable progress in investment policies made by the region’s governments over the past decade. Yet, the reform momentum needs to be sustained and deepened for the benefits of investment to be shared with society at large and for growth to be sustainable, particularly in the context of the COVID-19 pandemic and resulting global economic upheaval. The publication takes stock of investment policy trends and reforms in Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, the Palestinian Authority, and Tunisia, and draws out common challenges, offering suggestions of reform priorities. It considers several dimensions of the policy framework that affect the investment climate and places strong emphasis on how foreign investment can help economies of the region improve their citizens’ lives. The publication serves as reference point, informing policymakers on specific areas as they continue work on leveraging investment to advance inclusive and sustainable growth.

Challenging conventional wisdom on the origins and contemporary dynamics of capitalism in the region, these cutting-edge essays demonstrate how critical political economy can illuminate both historical and contemporary dynamics of the region and contribute to wider political economy debates from the vantage point of the Middle East. Leading scholars, representing several disciplines, contribute both thematic and country-specific analyses. Their writings critically examine major issues in political economy-notably, the mutual constitution of states, markets, and classes; the co-constitution of class, race, gender, and other forms of identity; varying modes of capital accumulation and the legal, political, and cultural forms of their regulation; relations among local, national, and global forms of capital, class, and culture; technopolitics; the role of war in the constitution of states and classes; and practices and cultures of domination and resistance."

    One decade after the Arab uprisings of 2010/11, the present discussion paper revisits processes of political change in the Middle East and North Africa MENA) with a focus on the question of systemic change. Core questions in this context are: How, among all possible varieties of political change, do we know when political change is systemic? When do we speak of "democratisation", and when of "authoritarian upgrading" or "- re-consolidation"? Can we predict such processes? If not, can we at least tell when systemic transition is more or less likely to occur, and what influences its occurrence? The three parts of this discussion paper build on one another in order to address and answer these puzzles.
