    Agricultural value chains, particularly in the developing world, have been going through drastic changes over the past decades. Differences in world market participation and access to value chain technologies might however have resulted in uneven experiences across countries. In this paper, we explore their impact on prices in the value chain, using the example of two East African countries, Ethiopia and Uganda. We develop a conceptual framework and then validate the model using unique primary price data collected at several levels in the dairy value chains in both countries. We find that prices are overall significantly lower in Uganda than Ethiopia, reflecting their respective net exporting and importing status. Moreover, despite shorter value chains, we find much more significant effects of distances from the capital (the major end destination) on milk prices in Ethiopia than in Uganda. This is seemingly linked to the widespread presence of milk chilling centers in Uganda. While it has been shown that such technology is important for milk quality, we find here that they also have the added benefit to reduce the impact of farmer's remoteness on prices and therefore allow for more geographically extended value chains.

    Als Reaktion auf den starken Preisverfall auf den internationalen und nationalen Milchmärkten wurden von der EU-Kommission im September 2016 zwei Hilfsmaßnahmen beschlossen und umgesetzt. Im Rahmen des EU-Milchmengenverringerungsprogramms wurde Milcherzeugern eine Beihilfe für die Verringerung ihrer Milcherzeugung gewährt. In der zeitliche anschließenden Maßnahme, der Milchsonderbeihilfe, erhielten teilnehmende Milcherzeuger eine Beihilfe, wenn deren Milcherzeugung nicht gesteigert wurde. Dieser Bericht bewertet deren Umsetzung und die Teilnahmebereitschaft deutscher Milcherzeuger an beiden Hilfsmaßnahmen. Die wichtigste Erkenntnis dieser Evaluierung ist, dass der Milchmarkt und seine Kräfte prinzipiell auch ohne staatliche Eingriffe funktionieren. Wenn auch mit Verzögerung hatten die deutschen Milcherzeuger bereits vor dem In Kraft treten der Maßnahmen auf das niedrige Preisniveau reagiert und ihre Milcherzeugung eingeschränkt. Die Teilnahmebereitschaft deutscher Milcherzeuger an den Hilfsmaßnahmen war daher gering. Dies zeigt die Funktionsfähigkeit des Milchmarktes. Due to the sharp decline in prices of international and domestic dairy markets the EU Commission decided and implemented two aid measures in September 2016. Within the framework of the EU milk production reduction milk producers received an aid if they reduced their milk production. Within the subsequently proceeded "Milchsonderbeihilfe" milk producers received an aid if they did not increased milk production. This report evaluates the realisation and the willingness of participation of German milk producers in both aid measures. The most important finding is that dairy markets operate well even without state interventions. German milk producers already reduced their milk production before the aid measures become effective. Producers reacted to the declined dairy prices. Therefore the willingness of participation was low. This shows the fundamental functionality of dairy markets.

    We assess empirically the vertical price transmission mechanism between producer and consumer prices of milk products in Austria using monthly data for the period from January 1996 to February 2010. We consider explicitly the existence of asymmetries in the adjustment to the long-run equilibrium using two different types of threshold vector error correction (VEC) models, where an inaction band in the adjustment to the long-run relationship is defined and alternatively where price dynamics differ between periods of increasing and decreasing trends in causal prices. Our results indicate that asymmetries play an important role in the pass-through of prices for milk products in Austria. We provide statistical evidence concerning the fact that the adjustment only tends to take place when deviations from the equilibrium are large enough. Milk, dairy and cheese products and butter tend to remain in positive margins (measured as deviations from the long-run equilibrium) for the retailers' side.     We examine the effects of Canadas Special Milk Classes Scheme on resource allocation and discuss the rationale for average total cost of production as a measure of payments. Our simple model divides the total supply of fluid milk into two classes: one for domestic consumption and the other for export. First we show that the regulated high price of milk sold for domestic consumption does not yield cross subsidization if the processed milk for export is traded freely in the international market. In addition, the price of milk processed and sold for export may not be lower than the average total cost in some cases. It implies that the average total cost standard does not necessarily provide the proper measure of the subsidy.

    Der vorliegende Beitrag zeigt, dass sich die Preisbildungssysteme auf den verschiedenen Ebenen der Wertschöpfungskette in mehrerer Hinsicht unterscheiden. In Abhangigkeit des Produkts und der jeweiligen Marktstrukturen und Krafteverhaltnisse orientieren sich die Preise unterschiedlich stark an den Faktoren Wettbewerb, Nachfrage und Kosten. Die Preissetzungsspielraume fur die einzelnen Ebenen und Marktpartner der WSK sind unterschiedlich gross. Wird auf der Stufe der Landwirte eine gewisse Abhängigkeit von der nachgelagerten Stufe deutlich, stehen die Molkereien, allerdings nur fur wenige bestimmte Produkte, in einer besseren Verhandlungsposition.     Anlass für dieses Gutachten ist die Preisentwicklung am Zuckermarkt der EU seit Herbst 2009, als der Zuckerpreis der Absenkung des Referenzpreises nicht mehr gefolgt ist. Seit Herbst 2010 ist der Preis sogar deutlich gestiegen, mit einer drastischen Beschleunigung im Herbst 2011. Wie ist diese Preisentwicklung zu erklären? Welche Rolle spielt dabei die EU-Marktpolitik, und wie ist sie mit derjenigen bei Milch zu vergleichen? Wie wirkt sich das Wachstum des Verbrauchs an Bioethanol aus?

    Rapid and thorough changes have recently taken place in dairy supply chain in the whole Central and Eastern Europe. Growing concerns have been expressed that these changes may negatively affect farmers' relative position towards downstream industry, due to market power exercised by the latter. In response to this, the present paper aims to investigate the price transmission mechanism in two countries from the region, namely Poland and Hungary and contrast the results with dairy market organisations specific for these countries. Using cointegrated vector autoregression and controlling for potential structural breaks, it is shown that Polish milk prices, as opposed to Hungarian ones, are characterised by short- and long-term asymmetries. We discuss a number of potential explanations supporting the empirical results.     Im Zuge der weitgehenden Liberalisierung des europäischen Milchmarkts ist die Volatilität von Milchpreisen seit dem Jahr 2007 deutlich gestiegen. Das vorliegende Forschungsprojekt nimmt diese Entwicklung zum Ausgangspunkt, um die Frage nach der Eignung von Milchprodukt-Futures der European Energy Exchange (EEX) als Informations- und Absicherungsinstrument zu beantworten. Falls Milchprodukt-Futurekontrakte die Funktion der Preisführerschaft erfüllen, liefern Futurepreise zuverlässige Informationen für die zugrunde liegenden Kassamärkte und stellen für unternehmerische Entscheidungen eine bedeutende Informationsquelle dar. Besitzen Milchprodukt-Futurekontrakte eine hohe Absicherungseffektivität, stellen diese Futures eine Möglichkeit im Rahmen des privaten Risikomanagements der Milchbranche dar und können eines der Instrumente zur Existenzsicherung sein. Vor dem Hintergrund der zurückliegenden drei Milchpreiskrisen der Jahre 2009, 2012 und 2015/2016 kommt dieser Eigenschaft besondere Bedeutung zu. Das Forschungsprojekt widmet sich den an der EEX seit 2010 gehandelten Butter- und Magermilchpulver-Futurekontrakten sowie dem im Jahr 2012 eingeführten Molkenpulverkontrakt. Empirische Resultate liegen für die drei Milchprodukt-Futures in der Literatur bislang nicht vor, versprechen aber wertvolle Einsichten in die potentielle Rolle von Futures als Teil des privaten Risikomanagements vor dem Hintergrund der gehäuft aufgetretenen Milchpreishöhen und -täler zu liefern. Trotz des geringen Alters der Futureprodukte und einer niedrigen Liquidität zeigen die empirischen Resultate, dass die drei Milchprodukt-Futurekontrakte sowohl die Preiserkennungsals auch die Absicherungsfunktion erfüllen. Damit stellen Milchprodukt-Futurepreise eine zuverlässige Informationsquelle dar, und die drei EEX Kontrakte eignen sich als Instrument zum Management von Milchpreisrisiken. Die praktischen Empfehlungen leiten sich aus der Betrachtung institutioneller Merkmale des deutschen Milchmarkts und der empirischen Analyse der Milchprodukt-Futurekontrakte ab. Zu den Implikationen zählen i) die Verbesserung der Bereitstellung qualitativ hochwertiger Kassamarktdaten, ii) Überlegungen zur Verwendung gewichteter Kassaindexaggregate anstelle gleichgewichteter Indizes als Grundlage der Milchprodukt-Futurekontrakte, iii) die Einführung eines Rohmilch-Futurekontrakts, iv) die Schaffung von Anreizen für Finanzinvestoren zur Erhöhung der Liquidität durch spekulative Aktivitäten begleitet durch eine Informationskampagne und v) eine auf Milcherzeuger ausgerichtete Kommunikation zur Funktionsweise und zum Nutzen von Milchprodukt-Futures als Absicherungsinstrument. Due to the liberalization of the European dairy market the volatility of dairy prices increased since the year 2007. The research project empirically investigates the price discovery function and the function of hedging effectiveness of three European Energy Exchange (EEX) dairy futures. If dairy futures fulfill the price discovery function price signals from the future markets provide valuable information for the underlying cash markets and are a sensible source of information for decision on the company level. Moreover, if dairy futures fulfill the role of hedging effectiveness the future contracts can be sensibly used as risk management tools. Against the background of the milk price crises in 2009, 2012 and 2015/2016 the role of hedging effectiveness is of special importance. The research project analyses the butter, skimmed milk powder and whey milk powder futures contracts launched by the EEX in 2010 and 2012, respectively. So far empirical findings are not available in the literature. Nevertheless, empirical findings provide valuable insights into the importance of futures as part of the sector’s private risk management tool kid. Despite the low liquidity the three futures contracts fulfill the price discovery function and exhibit a high degree of hedging effectiveness. Hence, dairy futures prices provide reliable information to the cash markets and the three dairy futures can be used as a risk management tool. The practical implications are based on the analysis of the institutional peculiarities of the German dairy market and the empirical results for the three dairy futures contracts. In particular, we recommend i) improvements of the provision of high quality spot market data, ii) a discussion on value weighted instead of equally weighted spot indices as reference prices for the futures contracts, iii) the introduction of a raw milk future contract, iv) incentives for financial investors to improve liquidity complemented by an information campaign and v) communication about the functioning and the utility of dairy futures for the dairy sector.
