    The COVID-19 pandemic continues to impose severe social and economic hardships in Mauritania, with a sharp contraction of output expected in 2020. The authorities have responded swiftly to the shock with measures to contain the pandemic and alleviate its fallout. They are prioritizing health spending and targeted support to the most vulnerable households and sectors in the economy. Nevertheless, conditions have weakened since the emergency disbursement under the Rapid Credit Facility in April 2020 (SDR 95.68 million, about USD 130 million or 74.3 percent of quota) and wider external and fiscal financing gaps are projected

    This paper discusses Mauritania's First Review Under the Extended Credit Facility (ECF) Arrangement. The outlook is positive, although considerable challenges remain to achieve high and inclusive growth. Vulnerabilities remain elevated and sustained reforms are needed to entrench macroeconomic stability; achieve inclusive growth that creates employment and reduces poverty; and improve the business climate and governance. Policy implementation has been satisfactory and the program is on track. All end-December 2017 performance criteria and eight of the ten structural benchmarks for December 2017-March 2018 were met; the remaining two were implemented with a one-month delay. The IMF staff recommends completion of the first review under the three-year ECF arrangement

    This Economic Development Document summarizes Mauritania's Strategy for Accelerated Growth and Shared Prosperity (SCAPP) for 2016-30. The first five-year phase of the SCAPP will complete projects under way and lay the foundations for a new, politically more peaceful Mauritania, with infrastructure put in place to support growth and encourage development of the country's natural resources. Steps will be taken to complete the reforms needed to improve the business climate and promote the private sector. In the second five-year period, the economy will be more diversified and competitive, with the real rate of growth averaging at about 10 percent a year. The third five-year phase will consolidate Mauritania's 'new look' and the economic growth will exceed 12 percent a year

    This 2017 Article IV Consultation highlights a continued challenging external environment for Mauritania, with low and volatile metal prices. A steep decline in iron ore prices in 2014-15 took away half of exports, widened the fiscal deficit, put pressure on reserves, and exposed bank vulnerabilities. In response, the authorities adjusted the budget significantly in 2016, allowed the exchange rate to adjust, and mobilized foreign grants and loans. These efforts contributed to reducing external imbalances and maintaining macroeconomic stability. The authorities are now strengthening bank supervision and are preparing a national strategy for accelerated and inclusive growth for 2016-30, including structural reforms and a large-scale, foreign-financed infrastructure investment program to support jobs, growth, and diversification

    This Selected Issues paper analyzes various aspects of fiscal framework in the Republic of Mauritania. Mauritania needs to avoid pro-cyclical fiscal policies and adopt rules that guide medium-term fiscal sustainability. Fiscal policy has been responsible and focused on fiscal consolidation, but important challenges lie ahead linked to price volatility, exhaustibility of resources, and effective use of resources. Mauritania has important natural resource wealth, and its fiscal policy is shaped by considerations resulting from its reliance on resource revenues. Prospects for price shocks in the short term and significant mining expansion in the long term could pose significant challenges to fiscal policy management. The analysis of fiscal framework options reveals that a fiscal rule which targets a nonresource primary balance for long-term sustainability, designed to allow some frontloading of public spending on productive investment, would be appropriate for Mauritania under the assumption of a finite resource horizon. A fiscal rule targeting a structural resource balance would be appropriate in the scenario of long-lasting resources, possible under the assumption of favorable developments in the global commodity markets

    'The writings of Mauritania and the Western Sahara' compiles 300 years of literary production, in excess of 10,000 titles by over 1800 authors,who document a vibrant Islamic culture and educational system in a Bedouin society lacking any overarching state. This contradicts our received wisdom about the nature of high Islamic scholarship, and it offers insights into complicated relationships between the authority of the Word and quotidian life in nomadic society. Biographical profiles of the writers and analyses of significant works tell a story of the organic growth of a Saharan scholarly tradition, linked but largely independent of the heartlands, original in its 'Hassaniyya' verse and extensive legal literature, deeply rooted in its Islamic culture

    Tobias Mayer ediert, übersetzt und kommentiert hier eine teilweise von Muḥammad Yaḥyā (1843-1913) geschriebene mauretanische Handschrift zur Erörterung der religionsrechtlichen Aspekte des Genusses von Tee. Die Bedeutung des Textes liegt zunächst in der Rolle, die ihr Autor, unbestritten einer der größten Gelehrten der maurischen Literaturgeschichte, in der vorkolonialen Rechtsgeschichte des Landes spielt. Sie liegt aber auch im Thema selbst, einer Spielart eines der umstrittensten und delikatesten islamischen Rechtsprobleme der neueren mauretanischen, aber auch weiteren islamischen Kulturgeschichte: die islamrechtliche Einstufung des Konsums von „neuen“ Nahrungs- und Genussmitteln. Dass dem (grünen) Tee – dem vorkolonialen Coca-Cola der Sahara – hier per Analogie eine Mittelstellung zwischen Wasser, Honig und Wein eingeräumt wird, unterstreicht die außerordentliche Bedeutung des Themas und verweist auf die durchaus widersprüchlichen Konnotationen, die sich innerhalb der mauretanischen Gesellschaft mit dieser Rechtsfrage verbinden.

    With the support of the IMF's Middle East and Central Asia Department (MCD), and at the request of the Central Bank of Mauritania (BCM), the IMF's Statistics Department (STA) mission visited Nouakchott from March 19-30, 2018, to provide technical assistance (TA) in the area of external sector statistics (ESS). This mission is part of an initiative financed by the Financial Sector Stability Fund (FSSF): Balance Sheet Approach (BSA) Sub-Module. This intersectoral effort will enable the production of more reliable BSA matrices to support macroprudential policies, the country's financial stability analysis, and the IMF's surveillance missions. The mission's key objectives were to work closely with the BCM in order to (i) improve the compilation of the balance of payments (BOP), and (ii) propose a framework for compiling the international investment position (IIP). Based on the findings and recommendations of the last TA mission on external sector statistics (ESS) carried out at the BCM in October 2016, this mission notes the need to improve the quality of most items in the BOP, particularly the financial account, which could also aid IIP compilation efforts in the near future

    Program implementation has been satisfactory. Macroeconomic stability has been maintained, external debt has been stabilized, and several reforms have been launched to modernize economic institutions and the policy framework. Growth is expected to accelerate this year to 3 1\2 percent, supported by FDI and public investment. While the outlook is positive owing to sustained growth in non-extractive sectors, the international environment is less favorable than during the first review. Higher oil import prices and lower commodity export prices weigh on the external and fiscal positions; the economy remains dependent on commodity exports; and debt vulnerabilities and poverty remain high. Downside risks related to global economic developments and regional security are elevated. On the upside, development of the offshore gas field could generate large revenues from 2022 despite short-term costs
