    This paper assesses external trade statistics in Lao PDR by looking at mirror statistics, and with reference to international experience in compilation and dissemination of external trade data. We find that exports could be underreported by 8 to 50 percent, while imports could be underreported by 30 to 70 percent, and the trade deficit could be 20 percent to 280 percent higher. Underreporting is concentrated in trade with major partners, including Thailand (17 percent of total trade), China (10 percent of total trade) and Vietnam (3 percent of total trade). On the export side, underreporting is concentrated in wood and wood products, while for imports it is concentrated in a much wider variety of products, including food, fuel, vehicles, machinery, chemical products, plastics and rubber, and construction materials. Possible sources and implications of these discrepancies are discussed

    “Building and operating successful public institutions is a perennial and long-term challenge for governments, which is compounded by the volatile conditions found in fragile settings. Yet some government agencies do manage to take root and achieve success in delivering results earning legitimacy and forging resilience in otherwise challenging contexts. Drawing on mixed-method empirical research carried out on nine public agencies in Lao PDR, Sierra Leone, The Gambia, and Timor Leste, this volume identifies the shared causal mechanisms underpinning institutional success in fragile states by examining the inner workings of these institutions, along with the external operational environment and sociopolitical context in which they exist. Successful institutions share and deploy a common repertoire of internal and external operational strategies. In addition they connect this micro-institutional repertoire to the macro-sociopolitical context along three discernible pathways to institutional success. Institutional development is a heavily contextual, dynamic, and non-linear process but certain actionable lessons emerge for policy-makiers and development partners.”

    The multiple currency phenomenon (MCP) in Lao PDR takes the form of the use of foreign currencies such as dollars and baht in the presence of a domestically issued currency. The MCP has both costs and benefits. The costs include the social loss associated with seigniorage, the inability to conduct an independent monetary policy and the relative ineffectiveness of the exchange rate as an adjustment mechanism. The benefits of the MCP include the discipline imposed on the government by limiting its capacity to finance spending through inflation tax, and the stability and certainty induced by an effectively fixed exchange rate. Since the costs appear to exceed the benefits, how should the Government of Lao PDR respond? Enforcing the use of the kip is not the answer, and may well be counter-productive. This is because the MCP is not the problem, but is merely a symptom. The problem is a lack of confidence in the kip, whilst the symptom is the use of another currency such as the dollar or baht. The causes of the problem emanate from an underdeveloped monetary system, macroeconomic instability, and weak legal and institutional systems. These are the problems that need to be addressed directly. When these problems are addressed, then the symptom, which is the MCP, will also cease to be a constraint.

    This paper examines the prospects for organic agriculture (OA) and the production of biofuels as strategies for rural development in Cambodia and the Lao People’s Democratic Republic (Lao PDR). Both agricultural activities are growing worldwide, although there are some questions as to how effective they are, environmentally and socially. These questions are discussed in the first part of the paper. The second part looks in detail at the potential for OA and biofuels in the two countries. The benefits of both activities in terms of poverty reduction and environmental sustainability to developing countries such as Cambodia and the Lao PDR are likely to be significant, although the full extent of that is subject to market access (particularly for organic foods) and the costs of certification. Poverty impacts appear to be greater for OA than for biofuel but since the growing areas do not generally overlap, both could be promoted. Since the present agricultural environment in both countries is generally regarded as ‘clean’ with a low level of chemical inputs, production of safe food for a high-value market may be a preferred strategy than to intensify agriculture through conventional methods and compete with more developed countries. Assistance from external organizations in overcoming challenges will be critical for the success of any programs to promote both OA and biofuels.
