    The aim of this working paper is to discuss the existing terminology, taxonomies, frameworks and concepts used for non-cognitive skills contained in the literature on labour market and skills published between 2009 and 2019, as well as in international policy driven research, with a specific focus on European frameworks. In the comparison of different Socio-emotional Learning (SEL) models we took advantage of the tools created by Harvard University (Explore SEL). Our perspective is descriptive rather than prescriptive as we compared the most important frameworks, highlighting the different perspectives of using dissimilar - and sometimes contrasting - terminologies, the labels and definitions. We suggest a three-dimensional taxonomy composed by the economic, the social and the humanity discourses as first dimension, the global, national and personal perspectives as a second one and the labour market, education policies, personal development drivers as a third one.

    Germany has undergone a significant migration policy shift since the early 2000s. This paper examines the total employment effect of immigration during the liberalization of migration policies from 2005 to 2018 using a spatial approach. A set of methods, along with static and dynamic macro-econometric models, were applied on a balanced panel formed by a unique and manually collected data for 156 statistical regions based on the definition of the German Federal Employment Agency. We find suggestive evidence that there has been a significant adverse impact of new immigrants on the overall employment rate, and this negative effect is substantially larger than those reported in previous studies on the employment effect of immigration in the German labour market. In a further step, we divide our sample into two subsamples to capture the employment effect of the massive humanitarian inflows that began in 2015. Our results indicate that, in addition to the new immigrants' lower rate of integration into the local labour markets, a sudden influx of asylum seekers may possibly lead to a substantial fall in the employment rates, because asylum seekers are not immediately allowed to work in the country.

    We investigate the effect of a miscarriage on mental health care use, labour market and family outcomes of women and their partners using Dutch linked administrative data. Miscarriages are common and largely random conditional on age. We estimate event study models using women with a completed pregnancy as a control group. A first miscarriage increases women's use of mental health therapy compared to the control group. These effects disappear over time. Partners are equally likely to use any mental health care as the control group. There are differences in labour market outcomes and probability of living together.

    Throughout Europe, the labour market integration of immigrants tends to lag behind that of natives. This paper empirically analyses the role played by integration policies in closing this gap in EU countries, not only directly, through the employment rate but also indirectly by influencing the intensity and the composition of immigration flows. Relying on the Migration Integration Policy Indicator (MIPEX), we find that countries with more developed integration policies do not necessarily have higher immigrant employment rates. This finding is due to the fact that different types of policies have opposite effects: policies favouring family reunion, tackling discrimination and allowing for political participation seem to increase the labour market integration of immigrants, while the latter is negatively associated with a higher labour market mobility, as well as easier access to permanent residence and nationality. Only the positive effect of anti-discrimination policies survives the inclusion of country fixed effects though. Effects are found to vary across immigrants coming from EU versus non-EU countries, suggesting that there is no one-fits-all integration policy. Moreover, our results confirm that immigrants' labour market integration varies with the skill composition of the migrant population, a higher level of qualification favouring employment. The composition of the immigrant population within a country in terms of skill levels, however, could also be influenced by integration policies in potential destination countries, a premise which we also test. We show that integration policies indeed act as a pull factor for migration in a gravity model that controls also for the restrictiveness and skill selectivity of migration policies. Yet, it seems that more elaborate integration policies affect primarily the number of high-skilled immigrants entering the territory, but not the number of medium or low skilled, and this only for those from EU countries. Different factors hence seem to be at play for the low and medium skilled, but once moved, our results show that low-skilled migrants are the ones benefitting the most from integration policies in terms of employment rate.

    The literature has robustly documented a negative migrant-native wage gap in developed economies. Yet empirical evidence of pay differences has been elusive for developing countries. We approach this question by leveraging internationally harmonised microdata with 1.5 million individuals from 6 transition and developing countries and 15 OECD economies spanning from 1995 to 2016 and employ counterfactual decomposition techniques which allow us to control for individual-productivity and job-specific characteristics, and explain up to 72% of the observed immigrant-native wage gap. The Blinder-Oaxaca baseline results indicate that, vis-à-vis comparable workers born in developed economies, the pay for workers born in transition and developing economies is discounted both in their home country labour markets and - if migrating - also in developed host country labour markets. However, the unexplained native-to-migrant wage gap remains sizeable in most countries even after controlling for productivity differentials (28% and more). Cross-country correlation analyses contribute a direct empirical support to the link between variation in unobserved job characteristics and skills among foreign-born and native-born workers and wage gap, while the labour market discrimination environment is of a second-order importance.

    This paper uses a health labor market lens to examine the impact of COVID-19 on health workers, as well as relevant policy levers. It compiles a collection of literature using a standardized measurement framework to determine the impact of COVID-19 on health workers. It examines the relevant issues under the lens of a health labor market. In particular, the paper interprets this information and knowledge by focusing on the supply, demand, and mismatches in a health labor market. Within this framework, it presents relevant issues on COVID-19 and its impact on health workers, as well as the ensuing policy response. Finally, the chapter presents key lessons learned from COVID-19 to inform future responses related to ensuring a sufficient workforce to tackle them.
