    This report analyzes potential factors and determinants affecting female labor force participation in Croatia and identifies potential policy options to facilitate greater participation of women in the labor market. Our results show that the main reason for women’s inactivity in Croatia is child-rearing and other family responsibilities. While Croatia provides a generous maternity leave allowance in comparison with other EU countries, the absence of compulsory paternity leave does not encourage the distribution of child-rearing responsibilities between men and women. Childcare responsibilities also hinder mothers of school-age children from participating in economic activity, although this constraint is lower for mothers of children attending schools with longer school days. Our results also show that both informal and formal factors play a role. Patriarchal views—which were demonstrated to be negatively associated with women’s labor force participation—are more prevalent in Croatia than in many European countries; these views tend to be more prevalent among men, older people, and less-educated individuals. Labor market regulations also play an important role: despite recent reforms aimed at relaxing excessively strict employment protection legislation, introducing more flexibility in the labor market, and boosting active labor market policies, Croatia still lags behind its EU counterparts along these dimensions as is reflected in their low ranking on the ease of hiring and firing, a low proportion of flexible forms of employment, and low expenditure and coverage of active labor market policies. Finally, despite being a common reason in the literature for gender wage gaps, we did not find evidence that the systematic selection of women into low-wage occupations contributes significantly to the observed gender wage gaps

    Refugees and internally displaced persons (IDPs) often struggle to integrate the labor market. Even where they have the unrestricted right to work their labor market outcomes lack behind those of other groups, at least in the short- to medium-term. This literature review brings together two strands of research to inform the design of successful job interventions in this context: the evidence on how forced displacement impacts those forcibly displaced in their economic lives and the existing knowledge on jobs interventions for refugees and IDPs. The specific challenges that those forcibly displaced face on the labor market are linked to the loss of assets and separation from family members; the lack of skills required on the host labor market; the impacts of forced displacement on their physical and mental health and their economic behavior (in terms of prospects and aspirations, risk-aversion and time horizon); their legal situation; a lack of social networks and discrimination as well as a high likelihood of excess supply on the labor market at destination. Rigorous quasi-experimental or experimental evidence on jobs interventions for this target group is scarce and mainly focused on high-income countries. A review of the existing literature points to the importance of conducting thorough assessments of the demand and supply side of the labor market, including the legal situation of those forcibly displaced and their perceptions and aspirations, before designing intervention

    This paper is a work-in-progress and was developed to advance our thinking on how to make Jobs Diagnostics more strategic and to explore how guidance can best bridge the link from jobs analysis through prioritization, to recommendations. It will continue to evolve as we undertake more diagnostics. The role of Jobs Diagnostics is to help operational teams think more deeply about evidence, guide them towards priority problems and understand the constraints to better jobs outcomes with economic growth, and their likely causes. We believe a better link from standardized diagnosis to recommendations is needed, while recognizing that a single formulaic framework is not desirable. In general, Jobs Diagnostics guidelines should help contribute to thinking about causes of jobs problems identified in data tests, with priorities for policies and operations should be based on evidence and not be left too open to discretion. This is a first attempt to help practitioners narrow down Jobs problems, think deeply about their causes, and prioritize between possible solution areas. Thus, the examples given in this paper are not exhaustive, and its recommendations are not meant to be prescriptive. The guidance will be refined in the coming years, as more practical examples emerge and we gain further lessons in strategic prioritization
