    In 2018, the city of Cape Town, South Africa, was close to the “Day Zero”, requiring all taps to be shut off and citizens to fetch a daily 25 litre per person. Though the day-zero was avoided, it is estimated that, at the current rate, South Africa will experience a 17% water deficit by 2030 if no action is taken to respond to existing trends. Lessons learned during that drought crisis have been valuable for the city to manage the short-term COVID-19 implications and design long-term solutions towards greater water resilience. As a result of a multi-stakeholder policy dialogue involving 100+ stakeholders from the city of Cape Town and South Africa, this report assesses key water risks and governance challenges in Cape Town, and provides policy recommendations towards more effective, efficient and inclusive water management building on the OECD Principles on Water Governance. In particular, the report calls for strengthening integrated basin governance, transparency, integrity, stakeholder engagement, capacities at all levels of government, financial sustainability and for advancing the water allocation reform to better manage trade-offs across multiple users.

    This study analyses the representation of Durbanite and Capetonian urban spaces in the following selection of post-apartheid works: Mariam Akabor's ''Flat 9'', Rozena Maart's ''Rosa's District Six'', Johan van Wyk's ''Man Bitch'', K. Sello Duiker's ''Thirteen Cents'', Bridget McNulty's ''Strange Nervous Laughter'', and Lauren Beukes' ''Moxyland''. The focus lies on the interrelatedness of shifting post-apartheid subjectivities and urban space (and place) in these literary works. The analysis not only grants access to different ‘new voices` of post-apartheid literature, it also sheds light on the perception of South African history, urban geography, and cultural topography – essentially, on real as well as imagined South African urban spaces – as the literary representations of city-spaces become archives of cultural transformation processes; a gateway to the understanding of the developments and changes of, and within, the two cities in question.

    This study examines the role of politics on decentralization and service delivery in South Africa, with a specific focus on Johannesburg and Cape Town. The research delineates how national decentralization has affected service delivery responsibilities and resources, determines whether service delivery is affected by whether or not a city is governed by an opposition party, and considers what the nature of inter-governmental relations implies for donors operating in South Africa's urban sector. The study finds that service delivery does not appear to be worse off in Cape Town than in Johannesburg, even though the former is controlled by the opposition Democratic Alliance while the latter is in the hands of the ruling African National Congress. While there have been political attempts to undermine opposition-controlled Cape Town, the fiscal elements are protected by a relatively strong and well-managed department of finance. Moreover, both donors and the national government steer money towards Cape Town because they know it can deliver on its obligations. -- decentralization ; party politics ; service delivery ; South Africa ; urbanization

    International vergleichende Studien und zahllose Pressemeldungen, die über Übergriffe auf ausländische Afrikaner berichten, zeigen, dass sich in der südafrikanischen Gesellschaft seit dem Ende der Apartheid ein Klima der Fremdenfeindlichkeit verbreitet hat. Im Kontrast zum Ausmaß des Phänomens steht eine defizitäre südafrikanische Fremdenfeindlichkeitsforschung und hier im Speziellen eine praktisch nicht vorhandene empirische Ursachenforschung. Die vorliegende Arbeit befasst sich mit der wachsenden Fremdenfeindlichkeit in der südafrikanischen Gesellschaft und sucht nach den möglichen Determinanten. Geprüft wurde, inwieweit soziologische und sozialpsychologische Vorurteilstheorien zu Erklärung von Fremdenfeindlichkeit im südafrikanischen Kontext herangezogen werden können. Im Jahr 2005 wurden 460 Kapstädter Studenten in einer explorativen Studie befragt. 20 Items wurden verwendet, um die Einstellungen südafrikanischer Studenten gegenüber ausländischen Afrikanern zu erheben. Ferner wurden 7 Stereotypenitems jeweils für Südafrikaner, Nigerianer und Simbabwer mittels des semantischen Differentials erhoben. Neben Item- und Reliabilitätsanalysen wurden Faktorenanalysen durchgeführt, um die Indikatoritems auf die wesentlichen Faktoren zu verdichten. Anschließend wurde mittels multipler Regression das theoretisch abgeleitete Modell zur Erklärung von Fremdenfeindlichkeit für die jeweiligen südafrikanischen Bevölkerungsgruppen getestet.     Die vorliegende Bachelorarbeit beschäftigt sich mit der nachhaltigen Quartiersentwicklung, einem jungen Forschungsfeld der Stadtgeographie, und dem Clean Development Mechanism (CDM). Letztgenannter ist ein Klimaschutzinstrument aus dem Kyoto Protokoll, der die nachhaltige Entwicklung in Entwicklungsländern befördern soll. Es wird der Frage nachgegangen, ob der CDM nachhaltige Entwicklung, unter den besonderen Gegebenheiten eines Quartiers (mit besonderem Entwicklungsbedarf), realisiert. Ziel ist es zu diskutieren, was ein Quartier und dessen nachhaltige Entwicklung definiert sowie den Einfluss des CDM in diesem Bereich. Die Fragestellungen werden auf Grundlage der Auswertung aktueller Fachliteratur und ergänzend durch ein Experteninterview diskutiert. Hierfür wird ein Fallbeispiel, das CDM-Projekt Kuyasa low-cost urban housing energy upgrade anhand eines Indikatorenkatalogs untersucht. Die Analyse führt zu dem Ergebnis, dass das Kuyasa-Projekt einen starken positiven Einfluss auf die Ortsbindung, Partizipation und ökomische Stärkung der Bewohner hat sowie auch teilweise zum Erlernen sozialer Normen anregt. Diese Indikatoren sind Ausdruck sozialer Kohäsion, d. h. des sozialen Zusammenhalts, die auf die Bildung von Sozialkapital schließen lassen - die wichtigste Voraussetzung für nachhaltige Quartiersentwicklung. Damit trägt der CDM, im Rahmen des Fallbeispiels, potentiell zur nachhaltigen Quartiersentwicklung bei. Es zeigt sich aber auch, dass es weiterer Forschung, unter anderem der Auswertung und dem Vergleich mehrerer CDM-Projekt(typen) bedarf, um eine belastbare Aussage über den CDM im Allgemeinen tätigen zu können. This bachelor thesis deals with the sustainable development of quarters, a young research field of urban geography, and the Clean Development Mechanism (CDM). The latter is a climate protection instrument of the Kyoto Protocol, which is to promote sustainable development in developing countries. It will be investigated whether the CDM realized sustainable development in the particular circumstances of a quarter (with special developmental needs). The aim is to discuss the definition of a quarter and its sustainable development as well as the the CDM's influence in this area. The discussion of these questions is based on the evaluation of current literature and supplemented by an expert interview. Therefore, a case study, the CDM project Kuyasa low-cost urban housing energy upgrade, is examined with the help of indicators. The analysis leads to the conclusion that the Kuyasa project has a strong positive impact on the residents' local binding, participation and economic status. It also partially stimulates them in learning social norms. These indicators are an expression of social cohesion, suggesting the formation of social capital - the most important requirement for sustainable development of quarters. Thereby the CDM potentially contributes to sustainable development of quarters within the framework of the case study. The analysis also emphasizes the necessity of further research, inter alia the evaluation and comparison of several CDM project (types), to make a reliable statement on the CDM in general.
