    La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas.     Documento elaborado en el marco de la Reunión Regional Latinoamericana y Caribeña de Expertas y Expertos en Migración Internacional preparatoria del Pacto Mundial para una Migración Segura, Ordenada y Regular Con el propósito de contribuir con insumos sobre América Latina y El Caribe para el Pacto Mundial para una Migración Segura, Ordenada y Regular, en este documento se presenta un diagnóstico de la migración internacional en la subregión de México y Centroamérica. Se trata de una visión panorámica de esta subregión, en la cual se describen los flujos y sus componentes, se analizan aspectos relacionados con la gobernanza de las migraciones, destacando las principales iniciativas y la participación de la sociedad civil y se abordan aspectos relacionados con temas prioritarios en el debate global sobre migración, tales como los derechos humanos de las personas migrantes, factores que impulsan las migraciones, cooperación internacional, contribuciones de la migración al desarrollo especialmente los flujos de remesas y su papel en el financiamiento de los presupuestos familiares, trata de personas y tráfico ilícito de migrantes, y migración en situación irregular, entre otros. Asimismo, se analizan algunas especificidades de problemáticas subregionales, en torno a instrumentos y políticas en torno a la gestión de la migración en esta subregión, la migración centroamericana en tránsito por México y la migración de retorno.     La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas.     This report summarises the progress and challenges faced by the English French and Dutch-speaking Member and Associate Member Countries of the Caribbean Development and Cooperation Committee (CDCC) in the implementation of the San José Charter on the rights of older persons in Latin America and the Caribbean and the Madrid International Plan of Action on Ageing (MIPAA) of 2002. The report forms part of the third cycle of review and appraisal of the implementation of MIPAA at the regional level and is based on replies received from States and other stakeholders to a questionnaire prepared by the Economic Commission for Latin America and the Caribbean (ECLAC).     This study provides a comprehensive review and evaluation of the implementation of the Montevideo Consensus on Population and Development in the Caribbean. The Montevideo Consensus was adopted by the governments of the region in 2013 and includes more than one hundred priority actions covering themes including population policy and planning; children and youth; ageing; sexual and reproductive health; gender equality; international migration; territorial inequality; and indigenous peoples. This study was prepared to inform the first five-year review of the implementation of the Consensus which was carried out, first, at the Caribbean Preparatory Meeting for the Third Session of the Regional Conference on Population and Development in Latin America and the Caribbean and, subsequently, at the regional conference itself. The Caribbean preparatory meeting was held in Georgetown, Guyana from 24 to 26 July 2018 while the regional conference was held in Lima, Peru from 7 to 9 August 2018. This study should therefore be read in conjunction with the reports of these meetings. Abstract .-- Introduction .-- I.     Documento elaborado en el marco de la Reunión Regional Latinoamericana y Caribeña de Expertas y Expertos en Migración Internacional preparatoria del Pacto Mundial para una Migración Segura, Ordenada y Regular Con el propósito de contribuir con insumos sobre América Latina y El Caribe para el Pacto Mundial para una Migración Segura, Ordenada y Regular, en este documento se presenta un diagnóstico de la migración internacional en la subregión de México y Centroamérica. Se trata de una visión panorámica de esta subregión, en la cual se describen los flujos y sus componentes, se analizan aspectos relacionados con la gobernanza de las migraciones, destacando las principales iniciativas y la participación de la sociedad civil y se abordan aspectos relacionados con temas prioritarios en el debate global sobre migración, tales como los derechos humanos de las personas migrantes, factores que impulsan las migraciones, cooperación internacional, contribuciones de la migración al desarrollo especialmente los flujos de remesas y su papel en el financiamiento de los presupuestos familiares, trata de personas y tráfico ilícito de migrantes, y migración en situación irregular, entre otros. Asimismo, se analizan algunas especificidades de problemáticas subregionales, en torno a instrumentos y políticas en torno a la gestión de la migración en esta subregión, la migración centroamericana en tránsito por México y la migración de retorno. Finalmente, se exponen algunas perspectivas y recomendaciones, resaltando la complejidad de los procesos migratorios. Resumen .-- Introducción .-- I.
