    We estimate the impact of financial sanctions in the U.S. criminal justice system using nine distinct natural experiments across five states. These regression discontinuity designs capture a range of enforcement levels ($17-$6,000) and institutional environments, providing robust causal evidence and external validity. We leverage survey and administrative data to consider a variety of short and long-term outcomes including employment, recidivism, household expenditures, spousal spillovers, and other self-reported measures of well-being. We find consistent, robust evidence of precise null effects on the population, including ruling out long-run impacts larger than -$347-$168 in annual earnings and -0.002-0.01 in annual convictions

    This paper studies drivers' responses to a "notched" penalty scheme in which speeding penalties are stepwise and discontinuously increasing in speed. We present survey evidence suggesting that drivers in Germany are well aware of the notched penalty structure. Based on a simple analytical framework we analyze the impact of the notches on drivers' optimal speed choices. The model's predictions are confronted with data on more than 150,000 speeding tickets from the Autobahn and 290,000 speed measures from a traffic monitoring system. The data provide evidence on modest levels of bunching, despite several frictions working against it. We analyze the normative implications and assess the scope for welfare gains from moving from a simple, notched penalty scheme to a more complex but less salient Pigouvian scheme.

Der Kronberger Kreis fordert den Gesetzgeber dazu auf, bei dieser Gelegenheit die Geldbußenregelung entscheidend zu reformieren. Dabei sollte vor allem eine Reform des Verfahrens im Vordergrund stehen. Anklage und Entscheidung sind zu trennen. The Eighth Amendment to the Act against Restraints of Competition (ARC) should be passed during 2012. The Kronberger Kreis asks the legislator to use this opportunity for reforming the fi ning provisions of the Act substantially. A particular emphasis should be on the reform of the procedure. Prosecution and decision-making are to be separated.

    This paper models payment evasion as a source of profit by letting the firm choose the purchase price and the fine imposed on detected payment evaders. For a given price and fine, the consumers purchase, evade payment, or choose the outside option. We show that payment evasion leads to a form of second-degree price discrimination in which the purchase price exceeds the expected fine faced by payment evaders. We also show that higher fines do not necessarily reduce payment evasion. Using data on fare dodging on public transportation, we quantify expected fines and payment evasion.
