    In this paper we investigate the process of job search, using a unique, large-scale data set for Portugal that allows us to assess the effect of job search methods on escape rates from unemployment and, in a new departure, the impact of job-finding methods used by the unemployed on earnings. In each case, the characteristics of workers receive careful attention. In addition, the effectiveness of the job search process is evaluated in terms of the periodicity of the resulting job match. Some emphasis is accorded the role of the public employment agency which, despite its frequency as a search vehicle, is found to have a low hit rate and to lead to low-paying jobs. Such jobs are also shorter lasting, only partly because they are more likely to be of a fixed-term nature. The policy backdrop is provided by the "employment chapter" of the Treaty of Amsterdam. Given our results, some concern naturally arises as to the capacity of the public employment agency to meet the targets set under European employment initiatives.

    This paper examines the determinants of unemployment duration in a competing risks framework with two destination states, namely, inactivity and employment. The major innovation is our recognition of defective risks. We first use a polynomial hazard function to test for the presence of two-sources of defective risks: search involving a random process of unlucky draws that yields a non-proper duration distribution; and a split-population model in which the decision by some individuals not to consider certain destination states produces a defective distribution. Having established the primacy of the latter model, we refine it using a more flexible piecewise-constant baseline hazard function. This specification broadly confirms our earlier findings but offers a more convincing explanation for positive and zero transition rates out of unemployment. Although we do not reject the null of proportionality, abandoning the proportionality assumption does not materially alter our conclusions.

    A thorny problem in identifying the determinants of reservation wages and particularly the role of continued joblessness in their evolution is the simultaneity issue. We deploy a natural control function approach to the problem that involves conditioning elapsed duration on completed unemployment duration in the reservation wage equation. Our analysis confirms that the use of elapsed duration alone compounds two separate and opposing influences. Only with the inclusion of completed duration is the negative effect of continued joblessness on reservation wages apparent. For its part, the completed duration coefficient suggests that higher reservation wages negatively influence the probability of exiting unemployment. -- reservation wages ; unemployment duration ; control function
