    The work of teachers matters in many different ways. Not only do they provide students with the knowledge and skills needed to thrive in the labour market, but they also help develop the social-emotional skills that are vital for students’ personal development and for their active citizenship. But how do teachers best achieve this? By linking 2018 data from the Teaching and Learning International Survey (TALIS) with evidence from the Programme for International Student Assessment (PISA) – known as the TALIS-PISA link – this report aims to identify the teacher and school factors that matter most for student achievement and social-emotional development. The report uses a data-driven approach – based on machine learning and standard regression analyses – to identify the dimensions that are most strongly linked with student outcomes, and then combines this with a careful review of theory and previous research to analyse and interpret the findings. These findings provide a rich illustration of the many ways in which teachers and school leaders might influence the success of their students, acting as a tool for educators to reflect upon their own practice. Finally, the report offers several directions for education policy.

    This paper examines the causal impact of internal migration on house price changes in Queensland - Australia's new capital of interstate migration. We study annual housing price growth across 82 Statistical Areas Level 3 (SA3) regions between 2014 and 2019 by employing a spatial correlation approach. We also estimate the impact of the increasing share of migrants from New South Wales on the local housing markets in Queensland. The main findings are summarised as follows: (1) an annual increase in the inflow of migrants equal to 1% of a region's initial population leads to a 0.6-0.7% annual increase in Queensland's house prices across different empirical specifications; (2) internal migration inflow increases house prices in Greater Brisbane metropolitan area, whereas internal migration has a negative impact on housing price changes in the Rest of State regions; (3) migrants tend to move towards SA3 regions where house prices grow more slowly conditional on the local area controls and the time fixed effects; (4) the increasing share of migration from New South Wales does not have a significant effect on house price growth in Queensland. Our findings have important policy implications related to sustainable local economic development since sustainable development is, for the most part, achieved by attracting newcomers to the cities/towns and completed through the involvement of migrants in local housing and labour markets.

    Understanding how variation in weather and climate conditions impact productivity, performance and learning is of crucial economic importance. Recently, studies have established that high temperatures negatively impact cognition and educational outcomes in several countries around the world. We add to this literature by analysing test scores from a national assessment of Australian children aged between 8 and 15 years. Using comparable methods to previous studies, we find that high temperatures in the year prior to the test do not worsen performance. In fact, we find the opposite: additional cold days significantly reduces test scores. Moreover, the effect appears cumulative, with cold school days 1-2 years prior also having a negative effect. This seemingly contradictory finding is consistent with a literature which finds that people living in warm regions tend to inadequately protect themselves from cold temperatures, meaning they are susceptible to cold weather shocks. More generally, we demonstrate that effects of weather conditions are likely to be context specific.

    Skills are central to the capacity of countries and people to thrive in a rapidly changing world. Recovering from the COVID-19 pandemic will require countries to co-ordinate interventions to help recent graduates find jobs, reactivate the skills of displaced workers and use skills effectively in workplaces. Megatrends such as globalisation, climate change, technological progress and demographic change will continue to reshape work and society. Countries should take action now to develop and use more effectively the skills required for the world of the future and at the same time make their skills systems more resilient and adaptable in the context of change and uncertainty. The OECD Skills Strategy provides countries with a strategic approach to assess their skills challenges and opportunities. The foundation of this approach is the OECD Skills Strategy framework allowing countries to explore how they can improve i) developing relevant skills, ii) using skills effectively, and iii) strengthening the governance of the skills system. This report applies the OECD Skills Strategy framework to Southeast Asia, providing an overview of the region’s skills challenges and opportunities in the context of COVID-19 and megatrends, and identifying good practices for improving skills outcomes. This report lays the foundation for a more fully elaborated Skills Strategy for Southeast Asia.

    Although Australia’s labour market escaped the dramatic negative impact of the global financial economic crisis seen in other OECD countries, a substantial share of working-age Australians either did were not working or worked only to a limited extent as the global recovery gathered pace between 2013 and 2014. The paper extends a method proposed by Fernandez et al. (2016) to measure and visualise employment barriers of individuals with no or weak labour-market attachment, using household micro-data. The most common employment obstacles in Australia are limited work experience, low skills and poor health. A notable finding is that almost one third of jobless or low-intensity workers face three or more simultaneous barriers, highlighting the limits of policy approaches that focus on subsets of these employment obstacles in isolation. A statistical clustering approach points to seven distinct groups, each characterized by unique profiles of employment barriers that call for different configurations of activation and employment-support policies.

"John Farrell was an integral figure in the literary and political ferment of the 1880s and 1890s in Australia. A popular poet and polemicist, he was a regular contributor to the Bulletin and was briefly editor of the Sydney Daily Telegraph. He was also an important radical activist, writing and campaigning in the cause of the land nationalization and single tax movement associated with the American social theorist Henry George. 'I as a lad worshipped him,' Henry Lawson wrote. Paul Stenhouse brings to life this important and neglected writer, reassessing his comic and satiric poetry, exploring his time as editor and publisher of a succession of regional newspapers, and situating him in the company of the many friends and associates amongst his contemporaries. Francis Adams, Barbara Baynton, Edwin Brady, Fred Broomfield, Victor Daley, Mary Gilmore, Philip Holdsworth, Sydney Jephcott, A. B. Paterson, and Brunton Stephens were amongst the writers he was associated with. While the Single Taxers and early Australian Labor Party figures who owed their start in politics to Farrell, and upon whom his influence rested long after his death, include Joseph Cook, Frank Cotton, William Hughes, William Holman, George S. Beeby, George Black, John Haynes, E. W. O'Sullivan, William Bede Dalley, Alexander Sutherland, and James Ryan. J. F.
