    This report describes Norway’s landscape for Digital Science and Innovation Policy (DSIP) - the overarching framework through which governments make intensive use of digital technologies and data resources to support the formulation, delivery and administration of STI policy. The report describes how Norway’s DSIP landscape is shaped by its broader digital government framework and agenda, introduces the main actors in the DSIP system and discusses their main features in relation to their key objectives and the generic purposes of DSIP approaches. Special attention is paid to the role of STI statistics. It concludes by drawing out key findings and potential implications to help the Norwegian government identify opportunities that promote the system’s further development in line with its strategic objectives. This study also provides an indication of the potential opportunities and challenges that other countries might face when developing, implementing and maintaining digital systems for STI policy and administration.

    The study examines the impact that extreme weather has on temporary work absence in Jamaica, a central concern given the country’s negative experience with such events. The study uses quarterly data containing key labour market indicators on an unbalanced panel of individuals along with climatic data for the period 2004 to 2014. The findings are several. Firstly, neither excess rainfall nor hurricane affects the odds of being temporarily absent from work. However, including interactions between these weather variables and other key labour market indicators show that only excess rainfall increases the odds of being temporarily absent from work. Secondly, the estimated increase due to excess rainfall translates into a probability of 0.002 per cent of being temporarily absent. Although very marginal, this estimated outcome of excess rainfall is plausible given that workers may be unable to navigate flooded roads to attend work or perhaps are confined due to unforeseen conditions arising in their home environment. Thirdly, using compensation of salaried employees which includes salaries and benefits, we calculated that the average estimated cost of temporary daily absence from work to the labour market is approximately US$2.81. The estimated results and losses, though negligible, can possibly have implications for the labour market which may involve developing e-commuting policies to combat these unfavourable outcomes. The absence of an impact as it relates to hurricanes possibly indicates that existing mechanisms are working to mitigate storm impacts, or the closure of workplaces due to disruptions in the economy from storm occurrences, results in no work.

In breaking down the unemployment data, our findings demonstrate that there is very little difference in the impact for adult males and females as well as male youth, however female youth may be slightly more disadvantaged. Finally, labour legislation appears to provide some mitigating impact from hurricane strikes Although extreme climate events pose significant challenges to labour markets, there is a paucity of empirical literature studying their impacts. The aim of the study is to investigate the impact of hurricane strikes on unemployment across a sample of Caribbean countries. To do so we constructed a country- and time-varying database of unemployment, hurricane damages, and labour legislation. We then applied a time series cross section model to estimate the contemporaneous and lagged impacts of hurricane destruction. The role of country differences in labour legislation in dampening or exacerbating these effects, was also investigated. Our results suggest that hurricanes in the Caribbean have a downward impact on unemployment, with lagged impacts of up to four years after a disaster strikes. Part of the reason for this fall was a decline in labour force participation rate, however, there was no evidence that greater employment or migration played a role. In breaking down the unemployment data, our findings demonstrate that there is very little difference in the impact for adult males and females as well as male youth, however female youth may be slightly more disadvantaged.     For centuries states have engaged in collecting data to serve various interests. In modern times, a data gap has emerged between developing and developed economies, with the latter having more advanced data systems. The authors explore the effects of data transparency on long-run growth for a sample of mostly developing economies. Data transparency is defined as the timely production of credible statistics as measured by the Statistical Capacity Index. The paper finds that data transparency has a positive effect on real gross domestic product per capita, implying a statistically significant impact on transitional growth to a higher potential level of gross domestic product per capita. The estimates indicate an elasticity of the magnitude of 0.03 percent per year, which is much larger than the elasticity of trade openness and schooling in the estimation sample.     This report provides a mapping of existing research that employs online labour market data, covering both online job vacancies (demand side) and online applicant data (CVs) (supply side). We discuss and assess a variety of tools and empirical methods that have been used to address specific disadvantages of this data, such as non-representativeness or fluctuations in data quantity and structure; these may be due to external shocks, such as the COVID-19 pandemic. We find that while this research field has expanded rapidly, including with respect to geographical coverage, many empirical studies do not engage with the methodological aspects and weaknesses of online labour market data and take them at face value. We highlight that there are legitimate research approaches, which are inductive in nature, focused on discovering patterns and trends in underlying data. These are by definition less concerned with generalizability of findings, as they have different objectives. For this body of research, online labour market data open new avenues for understanding developments in labour markets. We also argue that biases in online labour market data emerge due to multiple factors. With respect to the order of discrepancies between online labour market data and representative data sources, these are typically not paramount. Different techniques have been adopted to deal with the non-representativeness problem, such as statistical techniques; adapting the research questions and research focus to the quality of data; and use of mixed methods, including qualitative methods, to increase the robustness of results.

    Informality is a dynamic and multidimensional concern that demands gender-sensitive data. In 2018, globally, more than 60% of employment was informal. However, global averages hide that in more countries the share of women in informal employment exceeds that of men. Also, women in the informal economy are often in the most unprotected situations - as domestic workers, home-based workers and contributing family workers - where a lack of visibility can increase their vulnerability. The ILO and its partners are working to engender informality statistics to improve gender data and support countries to respond to data needs on women's economic empowerment. This working paper was written to support the ILO Working Group for the Revision of the standards for statistics on informality. It explores the demand for gender data on informality and the measurement challenges faced. The paper highlights the opportunities emerging from the revision of statistical standards on informality that are set to be adopted in 2023.

    Disaffiliation indicates a major future challenge to the Roman Catholic and Protestant churches in Germany, particularly regarding the church tax. This article addresses that issue by first describing the particular German context of disaffiliation. It then summarises previous research, which indicates that the church tax is the trigger to leave the church. An analysis of recent data reveals that the portion of church members is lowest in those income classes that have to pay an above average amount of church tax. Moreover, the likelihood to resign from church membership is highest when the individual begins his or her first paid job. Both findings ascribe church tax a more powerful role in the process of disaffiliation than previous research.

    Finding out how often an embarrassing characteristic exists in a population is accompanied by numerous problems that are due in particular to false answers as a consequence of social undesirability. The oldest of the techniques developed to compensate for these distortions is the Randomized Response Technique which is currently still the most widely used, evaluated and researched technique in the field of sensitive subjects. Although this technique guarantees complete security for the person being questioned and therefore opens up options for answering even threatening questions honestly, even here "cheating" occurs in terms of not complying with the instructions. This volume describes the mathematical derivation of techniques to detect the extent to which this "cheating" occurs. It also provides analyses on the process characteristics and extends these analyses to include practical advice on how to use this process flexibly. A general solution is developed for various forms of "cheating" for the first time. Will man herausfinden, wie häufig eine peinliche Eigenschaft in einer Population auftritt, gehen damit etliche Probleme einher, die vor allem auf verfälschte Antworten in Folge sozialer Erwünschtheit zurückgehen. Die älteste der Techniken, die entwickelt wurden um diese Verzerrungen zu kompensieren ist die Randomized Response-Technik, die auch derzeit noch die am weitesten verbreitete und am meisten evaluierte und erforschte Technik im Feld sensitiver Themen darstellt. Obwohl diese Technik den Befragten vollständige Sicherheit garantiert und damit die Möglichkeit eröffnet, auch auf bedrohliche Fragen ehrlich zu antworten, tritt auch dabei "Cheating" auf im Sinne der Nicht-Beachtung der Instruktionen. Der vorliegende Band beschreibt die mathematische Herleitung von Techniken zur Erkennung des Ausmaßes, in dem dieses "Cheating" auftritt. Er stellt darüber hinaus Analysen zu Eigenschaften des Verfahrens dar und erweitert diese Analysen um praktische Hinweise zum flexiblen Einsatz dieser Verfahren. Dabei wird erstmals für unterschiedliche Formen des "Cheatings" eine allgemeine Lösung entwickelt.

    This report describes Norway’s landscape for Digital Science and Innovation Policy (DSIP) - the overarching framework through which governments make intensive use of digital technologies and data resources to support the formulation, delivery and administration of STI policy. The report describes how Norway’s DSIP landscape is shaped by its broader digital government framework and agenda, introduces the main actors in the DSIP system and discusses their main features in relation to their key objectives and the generic purposes of DSIP approaches. Special attention is paid to the role of STI statistics. It concludes by drawing out key findings and potential implications to help the Norwegian government identify opportunities that promote the system’s further development in line with its strategic objectives. This study also provides an indication of the potential opportunities and challenges that other countries might face when developing, implementing and maintaining digital systems for STI policy and administration.

    For centuries states have engaged in collecting data to serve various interests. In modern times, a data gap has emerged between developing and developed economies, with the latter having more advanced data systems. The authors explore the effects of data transparency on long-run growth for a sample of mostly developing economies. Data transparency is defined as the timely production of credible statistics as measured by the Statistical Capacity Index. The paper finds that data transparency has a positive effect on real gross domestic product per capita, implying a statistically significant impact on transitional growth to a higher potential level of gross domestic product per capita. The estimates indicate an elasticity of the magnitude of 0.03 percent per year, which is much larger than the elasticity of trade openness and schooling in the estimation sample. The empirics employ a variety of econometric estimators, including dynamic panel and cross-sectional instrumental variables estimators, with the latter approach yielding a higher estimated elasticity.     The technique known as contemporary stylometry uses different methods, including machine learning, to discover a poem’s author based on features like the frequencies of words and character n-grams. However, there is one potential textual fingerprint stylometry tends to ignore: versification, or the very making of language into verse. Using poetic texts in three different languages (Czech, German, and Spanish), Petr Plecháč asks whether versification features like rhythm patterns and types of rhyme can help determine authorship. He then tests its findings on two unsolved literary mysteries. In the first, Plecháč distinguishes the parts of the Elizabethan verse play The Two Noble Kinsmen written by William Shakespeare from those written by his coauthor, John Fletcher. In the second, he seeks to solve a case of suspected forgery: how authentic was a group of poems first published as the work of the nineteenth-century Russian author Gavriil Stepanovich Batenkov? This book of poetic investigation should appeal to literary sleuths the world over.
