    We survey the latest research on the linkages between international trade, regional integration, poverty and food security in developing economies and draw out its implications for East Africa and future research. While there is now an extensive literature on the impacts of trade reform on poverty outcomes, research on the actual and potential effects of trade and regional integration on food security is much more limited. This reflects inconsistencies in the definition and measurement of food security, substantial data limitations, and the complexity of food systems themselves. Nevertheless, we argue that there is an urgent need and considerable scope for further research on these linkages.

    This paper has two objectives: (1) assess the health sector performance of the Philippines relative to other ASEAN member states and (2) assess regional health integration and cooperation in the Philippines and identify challenges and opportunities. The Philippines is lagging in critical health outcome and access indicators in the region. This is a reflection of the long-standing challenges in terms of health financing, health service delivery, governance, and health human resources. Health integration and cooperation could be instrumental in achieving health system goals. While the country has made significant stride in facilitating regional integration and cooperation in recent years, challenges related to regulations, infrastructure, and implementation remain.

    This study assessed the Philippines' readiness for regional digital trade integration with the Asia-Pacific by using the Regional Digital Trade Integration Index (RDTII) framework to provide an analytical overview of the Philippines' digital trade policy and regulatory environment. Using the RDTII framework, the Philippines reported an overall RDTII score of 0.342 in 2020, which rates the country as having a slightly restrictive digital trade environment. In the same year, the Philippines performed best in three pillars: pillar 1 (tariffs and trade defense measures), pillar 6 (cross-border data policies), and pillar 8 (intermediary liability and content access). All of these three pillars scored less than 0.200, thus, indicating a nonrestrictive policy and regulatory environment. In contrast, the Philippines performed worst in three pillars: pillar 2 (public procurement), pillar 3 (foreign direct investment), and, pillar 5 (telecommunications infrastructure and competition). These three pillars reported a score of above 0.610, characterized by having a strongly restrictive policy and regulatory environment. Meanwhile, the Philippines was found to be slightly restrictive in intellectual property rights (pillar 4), domestic policies on the use of data (pillar 7), quantitative trade restrictions (pillar 9), standards (pillar 10), and online sales and transactions (pillar 11), which all received a score ranging from 0.210-0.400. This study finds that the Philippines generally has an open policy environment for digital trade, which suggests that it is ready for digital trade integration with the region. However, the proper implementation of some of these policies has not been fully achieved, and this could be a great obstacle or challenge to regional integration.

    The creation of the economic and monetary community of central Africa (CEMAC) in 1994 as the successor to the economic and customs union of central Africa (UDEAC) engendered much hope in the sub-regional integration process of the Central African States, a region which had faced many challenges in the preceding thirty years. Marked by a plethora of institutions, CEMAC recorded certain advances which still remain sub-optimal when taking into consideration its integration calendar. In reality, the problem faced by integration in the CEMAC sub-region is not related to the quality of the treaties, but concerns the limited technical capacity, the divergent attitudes of the member countries towards regional integration and sometimes, the absence of sanctions against States which do not respect Community norms. This reality is highlighted within the framework of this contribution with the goal of demonstrating the importance of CEMAC Member States taking their responsibilities accordingly.

    Effective competition in the Southern and East African regions requires independent rivals competing across borders and within domestic markets through innovation and effort, investment, product quality, and prices. To understand the constraints to more dynamic rivalry between firms within the region, this paper considers the obstacles to integration from the perspective of fostering the development of domestic firms with strong capabilities. Two emerging African multinational corporations involved in the manufacturing of intermediate industrial products that are inputs into the construction industry are studied in order to provide a new perspective on these issues. Drawing from interviews and publicly available information, this paper links existing literature on competition, barriers to entry, and inclusive regional growth to the experiences of the emerging identified African multinational corporations with the view to inform policy that encourages regional integration, the development of capabilities, technological investments, and, ultimately, growth and regional competition.

    This Discussion Paper addresses the recent history and dynamics of relations between Brazil and Venezuela from the political-diplomatic, economic-commercial and security and defense dimensions. The study analyses decades of advances and setbacks in bilateral understandings between both countries up to the most recent consequences of the Venezuelan crisis and its impacts on South American governance. In the past twenty years, economic relations between Brazil and Venezuela was structured around bilateral trade with a large surplus with Brazil, financing the export of engineering goods and services, investments in infrastructure and the energy partnership between the two countries. The article addresses exceptional circumstances on the Roraima and Amazonas in bilateral relations, the use of financial instruments to facilitate trade exchanges in the region, the geoeconomic impacts on bilateral trade due to economic sanctions suffered by Venezuela, the recent migration of Venezuelans for Brazil. The study also presents other strategic issues such as military cooperation between Brazil and Venezuela, the regional security and defense architecture, the central role of regional integration in multilateral relations and the potential for energy cooperation.

    COVID-19 has created a trade crisis in Southern Africa, with a dramatic slowdown in cross-border trade. The crisis, which exposed weaknesses and deficiencies in the trade facilitation regimes, presents an opportunity for the African Continental Free Trade Area (AfCFTA) to address and contribute to greater levels of trade within Africa. This working paper looks at the impact of the border closures in response to the pandemic, and its impact on trade and the movement of goods in and out of the Southern African Development Community (SADC). The border closures in relation to trade facilitation in Southern Africa and the position of the SADC cluster of ministers of trade and transport are also considered. The paper argues that the AfCFTA should take the lead in addressing the long-term problems of weak trade facilitation systems and bring in measures that would advance greater intra-regional cooperation, including institutional responses and hard infrastructure. The paper concludes with policy recommendations.

    In this paper, we utilize ESCAP (2020)'s framework of Digital and Sustainable Regional Integration Index version 1 (DigiSRII 1.0) to uncover digital economy integration trends across Asia-Pacific region. The results show that Asia and the Pacific has progressed well on conventional digital economy integration, especially due to significant improvements on digital-economy infrastructure and ICT goods trade liberalization. However, workforce capacitation and infrastructures investments are essential to bridge digitalization gaps between digitalized economies in the region. Moreover, the fairly low regulatory similarity between regional economies further highlights the importance of regional regulatory harmonization in order to foster regional trade in digitally-enabled goods and services. From a sustainable development perspective, inclusivity and equity of access to digitalization and required infrastructure remain key challenges. It is found that while internet penetration in the region has been getting higher, female participation in digital economy is relatively low in general and extremely low in low-income economies. In addition, there is room to enhance cybersecurity in most of Asia-Pacific economies. Regional digital policies should focus on harmonizing data protection protocols and building a safer network of servers that can promote economic activity and sensitive matters to be conducted online. Fostering a more inclusive digital transformation may considerably boost network-effects and accelerate the transition to a competitive and sustainable regional digital economy.

    In order to reduce greenhouse gas (GHG) emissions and to achieve the Sustainable Development Goals (SDGs), Asian countries are trying to realize the potential of energy innovation. However, several structural issues might deter the expected impact of energy innovation on GHG emissions. Given the ecologically unsustainable economic growth trajectory of Asian countries, achieving the full potential of energy innovation is necessary, and therefore an efficient development and diffusion of these solutions requires a policy reorientation. Given the present situation of Asian countries in attaining SDG objectives, there is a void in the academic literature in terms of a policy framework, and there lies the contribution of the present study. This study aims to shed light on how regional integration and social inequality can moderate the desired environmental impact of energy innovation. Based on the outcomes of the study conducted on 24 Asian countries over the period 1990-2019, this study has recommended a multipronged SDG-oriented policy framework. This policy framework is developed by considering the internal and external structural issues with Asian countries, and, using a phase-wise policy implementation approach, a way to address the objectives of SDGs 7, 9, and 13 is discussed.

    The Regional Comprehensive Economic Partnership Agreement (RCEP) gathers 10 ASEAN countries and five partners, namely, the Republic of Korea, China, Japan, New Zealand, and Australia. RCEP covers a market of 2.2 billion consumers and accounts for more than 30 percent of the global GDP. The agreement was signed last November 15, 2020 through a video conference with the abovementioned countries. RCEP is the largest free trade agreement and can be a catalyst for economic development for the Philippines. However, there are economic and political concerns being raised against RCEP. This paper contributes to the discussion on RCEP by providing a policy tool that calculates the impact of the trade agreement on exports and GDP. The calculations show that RCEP has a positive impact on Philippine exports and GDP. Other top gainers would be Vietnam and Korea.
