    This brief presents an overview of Ukraine's economy before and during the first ten months of the Russo-Ukraine war, as well as some preliminary considerations for the post-war economy. Although Ukraine's economic growth trailed many of its peers in the years leading up the invasion, the country possesses certain economic and institutional strengths over most countries at a similar level of development. While these strengths should make reconstruction less difficult, the situation remains fraught with difficulties. Many of the activities that make the largest economic contributions, particularly to exports, take place in the eastern regions of Ukraine or in the Kyiv capital region. These areas have either been temporarily occupied by Russia or face a greater military threat by Russia than the poorer, more peaceful, western parts of the country. The country's public finances are deeply in deficit, so restoring strong export revenues is critical to Ukraine's economic recovery. As long as the war continues, Ukraine's public finances and military efforts must largely be financed by foreign partners.

    We propose that the natural rate of unemployment has an active role in the business cycle, in contrast to the prevailing view that the rate is essentially constant. We demonstrate that this tendency to treat the natural rate as near-constant would explain the surprisingly low slope of the Phillips curve. We show that the natural rate closely tracked the actual rate during the long recovery that began in 2009 and ended in 2020. We explain how the common finding of research in the Phillips-curve framework of low - often extremely low - response of inflation to unemployment could be the result of fairly close tracking of the natural rate and the actual rate in recoveries. Our interpretation of the data contrasts to that of most Phillips-curve studies, that conclude that inflation has little relation to unemployment. We suggest that the flat Phillips curve is an illusion caused by assuming that the natural rate of unemployment has little or no movement during recoveries.

    COVID-19 cases were first confirmed in March 2020 in Ghana, Kenya, and South Africa. These countries put in place several stringent measures, including lockdowns, to contain the spread of the virus. Various policies were also rolled out to address the disruption in economic activities, to mitigate the adverse impacts, particularly on the vulnerable, and to revive the economy. In this paper, we discuss the evolution of the pandemic and containment measures, the subsequent policy responses, and the effectiveness of these policies in Ghana, Kenya, and South Africa. The discussions show that some individuals, particularly informal workers, did not have access to support packages. The moderate relief and economic stimulus packages introduced in these countries to support individuals and businesses seem to have helped some workers to resume their economic activities. However, there seems to have been an uneven recovery in employment and earnings following from these interventions. The experiences from these countries also show that more should have been done to mitigate the impact of the pandemic on informal workers, particularly women, and more needs to be done in future in relation to similar shocks. This includes providing adequate relief for poor and vulnerable people in a quick, safe, and effective manner.

    The challenges faced by farming communities, such as typhoons, floods, droughts, volcanic eruptions, and pest infestations, can pose significant costs on their livelihoods. This study examines the resilience of upland farming households using a small yet novel survey conducted in the municipality of Atok in Benguet. To analyze resilience, the study explores indicators based on the conceptual framework put forward by Schipper and Langston (2015), namely learning, options, and flexibility. Principal Components Analysis (PCA) was applied for index creation, while ordered logistic regression was employed to assess recovery levels of farming household. The findings show that factors contributing to the learning dimension of resilience include wealth/assets, strategic positioning within social networks, and access to transportation, proxied by vehicle ownership. The study recommends targeted interventions for households in lower-income brackets, peripheral network positions, and those lacking their own means of transportation, especially focusing on enhancing learning capacities.

    Ukraine and its international partners are faced with an unprecedented task: advancing recovery efforts and the EU accession process while also providing critically important military and financial support to help Ukraine defend its sovereignty against Russian military aggression. Uncertainty over when and how the war will end makes planning for recovery and EU membership even more complex, but also underlines the need for their integration. Given a shared focus on a transformative modernisation, both processes can reinforce each other. Along this line of thinking, the EU has adopted the Ukraine Facility to provide reliable funding to Ukraine up to 2027, with the aim of supporting recovery and key institutional and administrative reforms required for Ukraine's EU accession. The main roadmap for implementation of both is the Ukrainian government's so-called Ukraine Plan. However, recovery and EU accession will not automatically create synergies, and may, at worst, overstretch Ukrainian government and private-sector capacities as well as societal support. To maximise synergies between the processes, policymakers should consider the following recommendations: ● Set priorities that address short-term demands and have long-term ambitions. Recovery measures should be prioritised that improve security, meet the basic needs of the people and are crucial to the functioning of the Ukrainian economy. In EU accession negotiations, the "fundamentals" and chapters that stimulate economic growth and competitiveness should be prioritised, because utilising the accession process to stimulate economic growth today can directly contribute to transformative rebuilding and vice versa. ● Ensure society-wide ownership of the Ukraine Plan. The German and Ukrainian governments, as co-hosts of the Ukraine Recovery Conference (URC) in June 2024, should make sure that the URC is the starting point for institutionalising an inclusive approach in the implementation of the Ukraine Plan. This can be achieved through the promotion of issue-specific coalitions of different actors across multiple levels of governance in Ukraine beyond this year's URC. ● Engage international donors in supporting the Ukraine Plan and leveraging recovery to accelerate Ukraine's EU accession path. Germany, as an EU and G7 member state, could serve as an important bridge-builder between EU and non-EU supporters of Ukraine's recovery. EU member states should align their bilateral assistance to Ukraine with the Ukraine Plan. ● Tailor technical assistance and capacity building. An asset map, developed jointly by Ukrainian and international actors, should identify and systematise strengths and unused potential (e.g. regarding infrastructure, public finance and industrial and commercial activities) in specific regions and municipalities, and in the private sector, taking into account the different development strategies that have evolved at different levels of governance over the past months. The Ukrainian diaspora in EU countries should be incentivised to actively engage in these processes without predicating their involvement on unrealistic expectations of a quick and large-scale return. ● Prepare for intermediate steps in Ukraine's EU accession. The German government should continue to advance the debate between EU institutions and member states about intermediate steps in Ukraine's EU accession before formal membership, including Ukraine's progressive integration into the EU single market. ● Adopt open and transparent communication. Building on open and transparent dialogue, both the Ukrainian government and the EU will need to develop an effective communication strategy towards the Ukrainian people to uphold their support for EU accession. Effective communication within the EU is required to limit the political space of veto players.

    This brief assesses the state of the Ukrainian economy two years since Russia's full-scale invasion. After a devastating 2022, Ukraine's economy in 2023 proved surprisingly resilient, thanks in part to its foreign partners. Decelerating inflation and a managed exchange rate provided macroeconomic stability, while re-secured shipping routes in the Black Sea improved Ukraine's export performance. Despite these achievements, the problems of 2022 began to re-emerge in 2024 in Ukraine's fight for survival. Besides the drying up of foreign funding and armaments supplies and the widening mismatch in labor force allocation, Ukraine requires more long-term, non-repayable assistance, greater support for returning Ukrainians, and reduced state pressure on private businesses.

    On July 1, 2015, the Securities and Exchange Commission (SEC) proposed an excess-pay clawback rule to implement the provisions of Section 954 of the Dodd-Frank Act. I explain why the SEC's proposed Dodd-Frank clawback, while reducing executives' incentives to misreport, is overbroad. The economy and investors would be better served by a more narrowly targeted “smart” excess-pay clawback that focuses on fewer issuers, executives, and compensation arrangements
