We study the impact of broadband availability on firms’ total factor productivity (TFP) using German firm-level data between 2010 and 2015. We adopt a control function approach to causally identify and separately estimate productivity for 46 two-digit manufacturing and service sectors. Over the sample period, broadband availability, measured by 16 Mbps transmission rates, more than doubled in German municipalities. While this increased broadband availability has almost no effect on firms’ productivity in manufacturing, it significantly increases TFP in most service sectors. Yet, the size of the effect is heterogenous across industries.

An often-neglected potential negative consequence of tariffs is the impact they may have on the misallocation of factor inputs. Trade protection can provide space for domestic firms to increase prices and mark-ups, allowing low-productivity firms to survive, thereby leading to a sub-optimal allocation of resources. This paper explores the impact of tariffs on the allocation of capital using administrative data from South Africa. We find that tariffs are highly correlated with capital misallocation, leading to aggregate productivity losses of 5-10 per cent. In particular, tariffs are strongly related to distortions that are correlated with firm productivity. The main channel through which tariffs distort the allocation of capital is through the protection they offer to lowproductivity firms, reducing their probability of exiting and increasing firm survival.

Does the matching between workers and jobs help explain productivity differentials across firms? To address this question we develop a job-worker allocation quality measure (JAQ) by combining employer-employee administrative data with machine learning techniques. The proposed measure is positively and significantly associated with labor earnings over workers' careers. At firm level, it features a robust positive correlation with firm productivity, and with managerial turnover leading to an improvement in the quality and experience of management. JAQ can be constructed for any employer-employee data including workers' occupations, and used to explore the effect of corporate restructuring on workers' allocation and careers.

Linked employer-employee data from New Zealand is used to study the relationship between a firm's productivity growth and its exposure to outside knowledge through the hiring of new workers with previous work experience. The estimated relationship between productivity growth and hiring is compared to the predictions implied by two different channels: worker quality and knowledge spillover. Although it is not possible to identify a causal relationship, the productivity of a worker's previous employer is correlated with subsequent productivity growth at the hiring firm. The patterns of this correlation are consistent with both the worker quality and knowledge spillover channels operating simultaneously. Furthermore, if knowledge spillover is occurring, the results suggest the type of knowledge spilling over relates to technological knowledge allowing firms to become more capital intensive, rather than knowledge that improves the efficiency of utilising existing inputs.

Science, innovation, knowledge and digital technologies have played a fundamental role in the growth potential, social inclusion and environmental sustainability of countries in recent decades, and have become even more important in the context of the crisis caused by the coronavirus disease (COVID-19) pandemic. While Latin American and Caribbean countries have adopted various measures —many of them based on access to technology— to tackle the effects of the pandemic, the region’s structural challenges have become more pronounced, and the need for more comprehensive, complex, participatory and capable innovations systems more evident. This document identifies the areas where efforts should be focused to make progress towards new, more inclusive and sustainable development strategies in which science, technology and innovation are key players for a transformative recovery. Foreword .-- Main messages .-- Chapter I. A brief overview of science, technology and innovation in Latin America and the Caribbean .-- Chapter II. Using science and innovation to revitalize the health industry in Latin America and the Caribbean .-- Chapter III. Digital technologies for development .-- Chapter IV. Harnessing technology and innovation for more sustainable production.

The relative success of the Danish and failure of the Irish dairy industries before the First World War is often contrasted given their competition for the lucrative British butter market. The traditional narrative implicitly assumes that Ireland failed because it was unsuccessful at adopting the cooperative institution, and that Irish cooperatives were not as efficient as their Danish counterparts, despite having been explicitly modelled on them. This assumption is, however, untested at the ‘firm’ level. We seek to rectify this through the analysis of a large microlevel database of creameries in both countries over the period 1898-1903. Using Stochastic Frontier Analysis (SFA), a standard methodology in modern productivity studies, we find no evidence for significant productivity differences on average, although there was a much larger variance in Ireland. This nuances the idea that the Irish were unable to cooperate successfully, although some creameries were certainly productivity laggards.

Economic historians have debated the importance of energy for economic development. Energy economists would argue that energy systems need to be adaptable in the face of shocks. In this light, we consider the case of Denmark, a country which was almost entirely dependent on imports of coal, and where a long coastline made imports, largely from the UK, cheap and available. Towards the end of the First World War, however, and well into the 1920s, coal imports were cut off or difficult to obtain. We exploit detailed microlevel data from butter factories, covering the period 1900-28. We find that firms were able to adapt and make use of alternative fuels, notably peat, although its availability varied across the country. Employing a difference-in-differences approach, we find significant productivity advantages for creameries closer to available peat fields in the wake of the coal shortage.

We provide first evidence of the impact of over-education, among natives and immigrants, on firm-level productivity and wages. We use Belgian linked panel data and rely on the methodology from Hellerstein et al. (1999) to estimate ORU (over-, required, and under-education) equations aggregated at the firm level. Our results show that the over-education wage premium is higher for natives than for immigrants. However, since the differential in productivity gains associated with over-education between natives and immigrants outweighs the corresponding wage premium differential, we conclude - based on OLS and dynamic GMM-SYS estimates - that over-educated native workers are in fact underpaid to a greater extent than their over-educated immigrant counterparts. This conclusion is refined by sensitivity analyses, when testing the role of immigrants' background (e.g. region of birth, immigrant generation, age at arrival in the host country, tenure).

We study the consequences of the COVID-19 pandemic on productivity by matching firm performance outcomes with corresponding firm-level information on government support. Our cross-country evidence for five EU countries shows that the pandemic led to a significant short-term decline in productivity predominantly driven by the within-firm growth component. A thorough comparative analysis of the distribution of employment and overall direct subsidies, considering separately also relative firm-level support and the probability of being supported, reveals several common characteristics. In general, the pandemic support was distributed rather efficiently, i.e. towards "deserving" firms and only marginally towards "zombie" and non-viable firms. However, government subsidies appear to have had a limited effect on aggregate productivity developments.
