    Diversity - social, cultural, linguistic and ethnic - poses a challenge to all educational systems. Some authorities, schools and teachers look upon it as a problem, an obstacle to the achievement of national educational goals, while for others it offers new opportunities. Successive PISA reports have laid bare the relative lack of success in addressing the needs of diverse school populations and helping children develop the competences they need to succeed in society. The book is divided into three parts that deal in turn with policy and its implications, pedagogical practice, and responses to the challenge of diversity that go beyond the language of schooling. This volume features the latest research from eight different countries, and will appeal to anyone involved in the educational integration of immigrant children and adolescents

    This book examines translanguaging as a resource which can disrupt the privileging of particular voices, and a social practice which enables collaboration within and across groups of people. Addressing the themes of collaboration and transformation, the chapters critically examine how people work together to catalyse change in diverse global contexts, experiences and traditions. The authors suggest an epistemological and methodological turn to the study of translanguaging, which is particularly reflected in the collaborative, arts-based and action research/activist approaches followed in the chapters.     Abstract: Migration-induced diversity has led to the global emergence of multilingual life worlds in which language regimes are particularly intertwined with labour markets. Thus, state institutions such as national unemployment services must fulfil a special role in society. In a qualitative research project (2019–2021), we interviewed employees at the Austrian Public Employment Service (AMS) at multiple organisational levels. The results demonstrate diverging and (apparently) contradicting approaches and strategies throughout the organisation concerning the appropriateness of using German exclusively during interactions with clients. This is illustrated along a continuum, ranging from a reflective, critical approach towards linguistic diversity that is at least partly based on ideas promoting the value of multilingualism to frequently encountered notions of the need for monolingualism.     In today's globalized world, people are increasingly mobile and often need to communicate across different languages. Learning a new language is an investment in human capital. Migrants must learn the language of their destination country, but even non-migrants must often learn other languages if their work involves communicating with foreigners. Economic studies have shown that fluency in a dominant language is important to economic success and increases economic efficiency. However, maintaining linguistic diversity also has value since language is also an expression of people's culture.

    Children appear to learn better when taught in their mother tongue. This finding gives rise to an argument that mother tongue-based multilingual education could effectively improve learning outcomes in low- and middle-income countries. However, the challenges of implementing an effective multilingual education could prove prohibitive in countries with a high language diversity. Before embarking on the process of introducing multilingual education, policymakers should consider whether a correlation between language diversity and learning outcomes exists, and also, whether a particular language of instruction policy, monolingual or multilingual, correlates with learning outcomes. We construct a data set on the language of instruction policy across Asia and the Pacific and combine it with international assessment results. We find no evidence that countries with a richer linguistic diversity, controlling for income level, have significantly different learning levels. We also find evidence that learning outcomes are higher in countries with a monolingual education policy after controlling for income level and language diversity. Our findings imply that policymakers must seriously consider the potential challenges and benefits of a multilingual education policy before implementing it.
