    Abstract: The Catalan secessionist parties, if added together, have won all the elections to the Parliament of Catalonia from 2010 to 2021. Their voters have been increasingly mobilized since the start of the controversial reform process of the Statute of Autonomy (2004-2010). The aim of this article is twofold. First, it intends to test whether language is the strongest predictor in preferring independence in two separate and distinct moments, 1996 and 2020. And second, to assess whether its strength has changed - and how - between both years. Only the most exogenous variables to the dependent variable are used in each of two logistic regressions to avoid problems of endogeneity: sex, age, size of town of residence, place of birth of the individual and of their parents, first language (L1), and educational level. Among them, L1 was - and still is - the most powerful predictor, although it is not entirely determinative. The secessionist movement not only gathers a plurality of Catalan native

In this unparalleled volume, an international team of renowned scholars considers fifteen South Asian literary traditions—including Hindi, Indian-English, Persian, Sanskrit, Tibetan, and Urdu—in their full historical and cultural variety.The volume is united by a twofold theoretical aim: to understand South Asia by looking at it through the lens of its literary cultures and to rethink the practice of literary history by incorporating non-Western categories and processes.     We apply insights from the political economy of secession to analyse the early years of the Irish Free State (IFS). The IFS was fortuitous in a debt settlement that enabled it to begin its existence debt free, whilst also receiving financial assistance to quell civil unrest. Yet the IFS was unable to continue to provide the welfare spending inherited from the old regime thereby exacerbating inequality. The IFS also maintained a sterling peg, which led to a milder experience of the depression era. Ultimately however, the benefits of independence were not forthcoming in the early years of the IFS.

    According to Epictetus, mental freedom and happiness can be achieved by distinguishing between, on the one hand, things that are upon our con- trol (our acts, opinions and desires), and, on the other hand, things that are not upon our control (our body, property, offi ces and reputation), and by wishing for nothing that is outside our control. This article proposes two accounts of Epictetus's precept: the I account of Epictetus's precept requires indifference between outcomes differing only on circumstances, whereas the IB account requires indifference between outcomes involving the best replies to circumstances. We study the implications of these precepts on the preference relation and on the existence of Epictetusian rationality. The I account implies that the preference relation satisfies in- dependence of circumstances, whereas the IB account implies robustness to dominated alternatives. Unlike the IB account, the I account rules out (counter)adaptive preferences. Finally, when examining game-theoretical implications of Epictetusian rationality, we show that the two accounts of Epictetus's precept exclude the existence of prisoner's dilemmas.

    This paper focuses on the trade–offs that central banks would face if they were to start tackling climate change. Disruptive natural events can hamper growth and capital accumulation, thereby affecting price and financial stability – elements for which central banks are responsible. Yet, the array of instruments they could use to mitigate climate–related risks overlap with those already used in relation to their monetary and macroprudential mandates. By leveraging a principal–agent setting, we consider the conditions under which the central bank architecture would be fit to take on this objective without jeopardising the attainment of central banks’ core mandates. We also examine the corresponding effects in terms of climate risks. Our results show that central banks’ effectiveness in this regard depends on the degree of their independence from governments’ climate preferences and on their ability to calibrate their “green” easing, either monetary and/or regulatory, on the realised level of abatement and emissions

    This paper analyses and compares ten institutions that have a mandate to promote productivity-enhancing reforms. The selected bodies include government advisory councils, standing inquiry bodies, and ad hoc, temporary task forces. We find that well-designed pro-productivity institutions can generally improve the quality of the policy process and political debate, and can make a significant contribution to evidence-based policymaking. Our findings also support the view that concentrating knowledge and research on productivity in one independent, highly skilled and reputed body can help create the momentum and the knowledge that are required to embrace the challenging task of promoting long-term productivity growth. We also find evidence that while institutions located outside government have more leeway in promoting reforms that challenge vested interests and produce results over a time span that goes beyond the electoral cycle, the existence of smart government bodies can allow experimental policymaking and a more adaptive, evidence-based policy process. We also find that it is of utmost importance to provide these bodies with sufficient resources, skills, transparency and procedural accountability to fulfil their tasks; a sufficiently broad mission, oriented towards long-term well-being and at both supply-side and demand-side considerations; policy evaluation functions; and the ability to reach out to the general public in a variety of ways, from consultation to advocacy, use of social media, and other forms of communication.

    Technocracy has come to be increasingly regarded as a threat to representative democracy. Significant attention has thus been recently devoted to exploring public preferences towards technocratic institutions. Elected policymakers’ attitudes have instead not been investigated as systematically. This paper fills this gap by examining politicians’ views on central banks. Based on an original elite survey of the Members of the European Parliament, we gauge elected policymakers’ attitudes towards the mandate and policy conduct of the European Central Bank. Our findings show that the political orientation of politicians largely drives attitudes towards the ECB’s institutional mandate. Interestingly, the findings from two experiments embedded in the survey also show that the attitudes of MEPs are not as static as ideological orientations would lead us to expect. The information set to which politicians are exposed significantly shapes their views on both the ECB’s mandate and its policy conduct, but less on ECB independence

    In Closer Look, we highlight significant “holes” in our knowledge of corporate governance. These are central issues where insufficient or inadequate study has left us unable to answer basic questions, and where key assumptions relied upon by experts have not been verified or validated. While the concepts we review are not exhaustive, each is critical to our understanding of the proper functioning of governance, including board oversight, the recruitment of CEO talent, the size and structure of CEO pay, and the advancement of shareholder and stakeholder welfare. We ask:• What practices make a board effective? • What are the real factors that determine whether a director is “independent?” • How scarce is CEO talent, and how efficient is the labor market for CEOs? • How much value is a CEO directly responsible for creating and how much pay should they be offered? • Are companies currently aligning pay and performance in the right way?• Does the composition of a company’s shareholder base influence the decisions the board and management make?• What role should stakeholder needs play in corporate decision making? Would outcomes improve (or be worse) if more investment were made toward ESG?

    This paper analyses and compares ten institutions that have a mandate to promote productivity-enhancing reforms. The selected bodies include government advisory councils, standing inquiry bodies, and ad hoc, temporary task forces. We find that well-designed pro-productivity institutions can generally improve the quality of the policy process and political debate, and can make a significant contribution to evidence-based policymaking. Our findings also support the view that concentrating knowledge and research on productivity in one independent, highly skilled and reputed body can help create the momentum and the knowledge that are required to embrace the challenging task of promoting long-term productivity growth. We also find evidence that while institutions located outside government have more leeway in promoting reforms that challenge vested interests and produce results over a time span that goes beyond the electoral cycle, the existence of smart government bodies can allow experimental policymaking and a more adaptive, evidence-based policy process. We also find that it is of utmost importance to provide these bodies with sufficient resources, skills, transparency and procedural accountability to fulfil their tasks; a sufficiently broad mission, oriented towards long-term well-being and at both supply-side and demand-side considerations; policy evaluation functions; and the ability to reach out to the general public in a variety of ways, from consultation to advocacy, use of social media, and other forms of communication.
