    No city environment reflects the meaning of urban life better than a public place does. A public place, whatever its nature – a park, a mall, a train platform or a street corner – is where people pass by, meet each other and at times become a victim of crime. With this book, we submit that crime and safety in public places are not issues that can be easily dealt with within the boundaries of a single discipline. The book aims to illustrate the complexity of patterns of crime and fear in public places with examples of studies on these topics contextualized in different cities and countries around the world. This is achieved by tackling five crosscutting themes: the nature of the city’s environment as a backdrop for crime and fear; the dynamics of individuals’ daily routines and their transit safety; the safety perceptions experienced by those who are most in fear in public places; the metrics of crime and fear; and finally, examples of current practices in promoting safety. All these original articles contribute to our quest for safer, more inclusive, resilient, equitable and sustainable cities and human settlements aligned to the Global 2030 Agenda for Sustainable Development.

    This paper analyses whether living in a locality with high crime against women affects the probability of early marriage-that is, marriage before the legal age of marriage of girls. We hypothesize that parents who perceive themselves to live in a high-crime locality would marry their daughters off at an early age to protect the chastity of their daughters from any sexual violence. However, there would be no similar effect of perceived crime in the locality on the marriage of sons. Using a nationally representative longitudinal data set and tackling the potential endogeneity of local crime rates, we find evidence to support our hypothesis. The results show that perceived crime against women in the locality significantly increases the likelihood of early marriage of girls, while there is no such effect on boys of comparable age group. We also find no such effect of gender-neutral crimes (such as theft and robbery) on the likelihood of early marriage of girls. Moreover, we find that the relationship holds only in conservative households where the purdah system is practised, and also in the northern region of India, where patriarchal culture and gender norms are stronger than in the southern region. These findings are relevant as under-age marriage has negative consequences for the well-being of women in terms of health, education, post-marital agency, and future economic participation.

    This paper analyses the effects of maternal school starting age and maternal age-at-birth on children's short and long-term outcomes using Finnish register data. We exploit a school-starting-age rule for identification. Mothers who are born after the school entry cut-off give birth at higher age, but total fertility and earnings are unaffected. Being born after the cut-off reduces gestation and, hence, child birth weight. The effects on birth weight and gestation are rather small, however, suggesting that the long-run impacts are limited. Accordingly, we find no impacts on longer-term child outcomes, such as educational attainment and adolescent crime rates. Overall, we interpret this evidence as saying that there are no favorable effects of maternal age at birth on child outcomes.

    Reducing drink drive limits is generally regarded an effective strategy to save lives on the road. Using several new administrative data sources, we evaluate the effect of a stricter limit introduced in Scotland in 2014. This reduction had no effect on drink driving and road collisions. Estimates from a supply-of-offenses function suggests that the reform did not have much ex-ante scope for sizeable effects. The unavailability of cheaper alternative means of transportation and weak law enforcement seem to have been the main channels behind the lack of an impact. We find no externality on a wide range of domains, from alcohol consumption to criminal activities other than drink driving.

    We study the relationship between Covid-19 lockdowns and domestic assaults in New South Wales and Victoria using police data on crime by Local Government Area over the period 2019-2020. We apply both Ordinary Least Squares and a fixed effect estimator, and find that domestic assaults decline during the lockdowns of 2020, but less than other types of assaults. As a result, there is a higher relative incidence of domestic assaults rather than an overall increase in crime. The results are robust to omitted variable bias based on Oster's (2019) test, and mimic Boman and Gallupe (2020) - a similar study carried out in the US.

    Most studies examining the impact of migrants on crime rates in hosting populations are in the context of economic migrants in developed countries. However, we know much less about the crime impact of refugees in low- and middle-income countries - whose numbers are increasing worldwide. This study examines this issue in the context of the largest refugee group in any country - Syrian refugees in Turkey. Although these refugees are much poorer than the local population, have limited access to formal employment, and face partial mobility restrictions, we find that total crime per person (including natives and refugees) falls due to the arrival of the refugees. This finding also applies to several types of crime; the only exception is smuggling, which increases due to the population influx. We also show that the fall in crime does not result from tighter security; we find no evidence of a change in the number of armed forces (military and civil personnel) in the migrant-hosting regions.

We find no externality on a wide range of domains, from alcohol consumption to criminal activities other than drink driving.

    We still know very little about the incentives of police, often due to data constraints and the underlying policy environment. Using geocoded crime data and a novel source of within-city spatial and temporal variation in punishment severity, I am able to shed light on enforcement behavior. I find that in parts of a city where drug penalties were weakened, there is a 13% decrease in drug arrests within a year; there is no displacement of non-drug offenses and majority black neighborhoods have a larger decline in drug arrests. If offenders were significantly deterred by harsher penalties, as the law intended and Becker’s (1968) model predicts, there should have been an increase in drug arrests. My results are therefore consistent with police treating enforcement effort and punishment severity as complementary. I also find that citywide crime and drug use do not increase following the weakening of drug penalties; this calls into question the "War on Drugs" view of punishment and suggests that certain types enforcement can be reduced without incurring large public safety costs
