    Our research aims to analyze Brazil's role in the international investment regime and to assess the effects of the Agreement on Cooperation and Investments Facilitation (ACIF) on Brazilian investments in Angola and Mozambique. In this second Discussion Paper, we discuss the relations between Brazil and Angola, and Brazil and Mozambique, through an interrelated approach of what we call the tripod investment, financing and cooperation. We begin with an overview of Brazil-Africa relations since the 2000s, seeking to show that, after the boost given during the Lula da Silva government, there was a continuous drying up of resources for financing and cooperation with African countries, and a narrowing of objectives to a greater emphasis on trade and investment, and a greater focus on defense cooperation. Following the tripod, we went into more detail on Brazil's relations with Angola and Mozambique in terms of trade and investment, credit and financing, as well as technical cooperation and development aid. Our analysis was intended to update previous research and give the most recent picture of the political, economic and social conjuncture in which Brazilian investments take place. Finally, we provide a review of the interviews conducted with key players in Angola and Mozambique. The interviews sought to extract their analyses and perspectives on the economic development processes in each of their countries, the role of foreign direct investment, and the effects of investment facilitation and protection agreements, situating the ACIF and relations with Brazil in this scenario. Although the ACIF is seen as a less restrictive model than the traditional bilateral investment treaties, we find evidence that it is not sufficient to promote investments between the countries involved. For this, it would be necessary to ensure a stable economic and political environment for investors both in Brazil and in Angola and Mozambique, and to resume economic diplomacy for a better exchange of experiences and mutual knowledge.

    The current dynamics of sharing competences and financial resources exposes the need to remodel and refine intergovernmental relations through processes of coordination and cooperation in order to minimize asymmetries. It is in this context that public consortia have been standing out in the federative scenario, given the possibility of responding to certain competences from the gain of scale, technical improvement and rationalization of public spending. Although several entities of this kind have been formalized in the country, the perception remains that the results obtained by these arrangements are still incipient. Thus, the objective of the study is to diagnose the existing limitations in the implementation of associative initiatives between federated entities through public consortia, in order to propose recommendations to improve cooperative ties in favor of more effective results to the demands of public interest. From the research with multiple political and institutional actors located at different levels, nineteen problems were identified, which are related to political-institutional, financing and technical-operational aspects.

    Does market exposure shape civic values and rules that constrain opportunistic behavior and foster generalized cooperation? I investigate this question using a natural experiment on market location from Ethiopia, where exchange is prone to cooperation problems from asymmetric information and absence of third-party enforcement. I find a strong negative effect of market distance on civic values and rule formation. These results arise because groups develop different kinds of exchange structures to alleviate cooperation problems from market failure. In groups further away from markets, individuals rely on eponymous exchange and reputation in dense social network, which fosters parochial cooperation. In contrast, in groups near markets, impersonal and ephemeral exchange with strangers creates a demand for civic values and rules, which together with community sanctioning fosters generalized cooperation. Distance from markets without asymmetric information has no effect on civic values and rules.

    We present the first causal evidence on the persistent impact of enduring competition on prosociality. Inspired by the literature on tournaments within firms, which shows that competitive compensation schemes reduce cooperation in the short-run, we explore if enduring exposure to a competitive environment persistently attenuates prosociality. Based on a large-scale randomized intervention in the education context, we find lower levels of prosociality for students who just experienced a 2-year competition period. 4-year follow-up data indicate that the effect persists and generalizes, suggesting a change in traits and not only in behavior.

    Communication is well known to increase cooperation rates in social dilemma situations, but the exact mechanisms behind this have been questioned and discussed. This study examines the impact of communication on public good provisioning in an artefactual field experiment conducted with 216 villagers from small, rural communities in northern Namibia. In line with previous experimental findings, we observe a strong increase in cooperation when face-to-face communication is allowed before decision making. We additionally introduce a condition in which participants cannot discuss the dilemma but talk to their group members about an unrelated topic prior to learning about the public good game. It turns out that this condition already leads to higher cooperation rates, albeit not as high as in the condition in which discussions about the social dilemma are possible. The setting in small communities also allows investigating the effect of pre-existing social relationships between group members and their interaction with communication. We find that both types of communication are primarily effective among socially more distant group members, which suggests that communication and social ties work as substitutes in increasing cooperation. Further analyses rule out better comprehension of the game and increased mutual expectations of one’s group members’ contributions as drivers for the communication effect. Finally, we discuss the role of personal and injunctive norms to keep commitments made during discussions. Es ist bekannt, dass direkte, persönliche Kommunikation zwischen involvierten Personen die Kooperationsbereitschaft in sozialen Dilemmata merklich erhöht, jedoch sind die genauen Mechanismen dahinter noch nicht vollständig geklärt. Diese Studie untersucht die Auswirkungen von Kommunikation auf die Bereitstellung öffentlicher Güter („Public Good Game“) in einem Feldexperiment, das mit 216 Dorfbewohnerinnen und Dorfbewohnern aus kleinen, ländlichen Gemeinschaften im Norden Namibias durchgeführt wurde. In Übereinstimmung mit bestehenden Erkenntnissen beobachten wir einen starken Anstieg der Kooperation, wenn Gruppenmitglieder vor ihrer Entscheidung miteinander reden können. Darüber hinaus testen wir eine Bedingung, in der die Teilnehmenden nicht über das Dilemma reden können, sondern mit ihren Gruppenmitgliedern über ein anderes Thema ohne Bezug zum Public Good Game sprechen, bevor sie das Spiel kennenlernen. Es zeigt sich, dass diese Bedingung bereits zu mehr Kooperation führt, wenn auch nicht so stark wie in der Bedingung, in der Diskussionen über das soziale Dilemma möglich sind. Der Studienkontext in kleinen Gemeinschaften erlaubt es auch, die Auswirkungen bereits bestehender sozialer Beziehungen zwischen den Gruppenmitgliedern und deren Interaktion mit Kommunikation zu untersuchen. Wir stellen fest, dass beide Arten der Kommunikation vor allem bei sich weniger nahestehenden Gruppenmitgliedern wirksam sind, was darauf hindeutet, dass Kommunikation und soziale Bindungen als Substitute für die Steigerung von Kooperation wirken. Weitere Analysen schließen ein besseres Verständnis des Spiels und erhöhte gegenseitige Erwartungen an die Beiträge der Gruppenmitglieder als Erklärungen für den Effekt von Kommunikation aus. Schließlich erörtern wir die Rolle persönlicher und injunktiver Normen zur Einhaltung getroffener Absprachen.

    Social interactions predominantly take place under the shadow of the future. Previous literature explains cooperation in indefinitely repeated prisoner's dilemma as predominantly driven by self-interested strategic considerations. This paper provides a causal test of the importance of social preferences for cooperation, varying the composition of interactions to be either homogeneous or heterogeneous in terms of these preferences. Through a series of pre-registered experiments (N = 1,074), we show that groups of prosocial individuals achieve substantially higher levels of cooperation. The cooperation gap between prosocial and selfish groups persists even when the shadow of the future is increased to make cooperation attractive for the selfish and when common knowledge about group composition is removed.

    From the launch of the Indo-Pacific Economic Framework (IPEF), apprehension surrounds its true intentions and objectives. While touted as a US-led strategy to counter China's dominance in the region, IPEF seems to be a very slow-paced initiative and how it will progress, and how to go about it, remains a question that baffles economies. This paper presents IPEF's cohesiveness with the member economies and assesses IPEF's alignment with domestic policies and FTA commitments as well as in terms of priorities and visions, of the country. Considering the integration among IPEF partners, results suggest that IPEF is in fact aligned with the issues and policies of economies.

    In this paper, we experimentally investigate how sending a signal of following social norms impacts people's cooperative behavior in a repeated public goods game, where we disentangle the effect of strategy and internalization of social norms on cooperation. We find that under the signaling mechanism, less cooperative players disguise themselves in the rule-following game, but this does not decrease cooperation overall. More importantly, the signaling mechanism has a heterogeneous effect on cooperation in rule-following and rule-breaking groups: It increases cooperation in rule-following groups but decreases cooperation in rule-breaking groups. Finally, the signaling mechanism tends to offset the decline of contributions among participants in rule-breaking groups rather than rulefollowing groups. Overall, this paper provides a feasible way to improve social cooperation and enriches the literature on cooperation in the public goods game.

    The prisoner's dilemma (PD) is arguably the most important model of social dilemmas, but our knowledge about how a PD's material payoff structure affects cooperation is incomplete. In this paper we investigate the effect of variation in material payoffs on cooperation, focusing on one-shot PD games where efficiency requires mutual cooperation. We report results from three experiments (N = 1,993): in a preliminary experiment, we vary the payoffs over a large range. In our first main experiment (Study 1), we present a novel design that varies payoffs orthogonally in a within-subjects design. Our second main experiment, Study 2, investigates the orthogonal variation of payoffs in a between-subjects design. In a complementary analysis we also study the closely related payoff indices of normalized loss and gain, and the K-index. The most robust finding of our experiments and the complementary analyses is that cooperation in a PD increases with the gains of mutual cooperation over mutual defection.

    We present the first causal evidence on the persistent impact of enduring competition on prosociality. Inspired by the literature on tournaments within firms, which shows that competitive compensation schemes reduce cooperation in the short-run, we explore if enduring exposure to a competitive environment persistently attenuates prosociality. Based on a large-scale randomized intervention in the education context, we find lower levels of prosociality for students who just experienced a 2-year competition period. 4-year follow-up data indicate that the effect persists and generalizes, suggesting a change in traits and not only in behavior.

    In this paper, we study one channel through which communication may facilitate cooperative behavior – belief precision. In a prisoner’s dilemma experiment, we show that communication not only makes individuals more optimistic that their partner will cooperate but also increases the precision of this belief, thereby reducing strategic uncertainty. To disentangle the shift in mean beliefs from the increase in precision, we elicit beliefs and precision in a two-stage procedure and in three situations: without communication, before communication, and after communication. We find that the precision of beliefs increases during communication

During the more than forty years of its existence the EAAS has succeeded remarkably well in making (West)European Americanists aware of each other. The main task of the association will be to integrate the new national organizations and their members into existing (or yet to be constructed) networks of scholarly dialogue and academic exchange, to encourage the study of and research in all areas of American culture and society and to promote cooperation and intercommunication between European scholars of the United States from all parts of Europe and from various disciplines.
