    The BRICS are characterized by the diversity of energy systems, socioeconomic structures, and institutional frameworks. Therefore, the energy transition process assumes particular trends in each country. Despite the high share of fossil fuels in the energy mix, the BRICS are engaged in promoting clean energy sources. Expanding cooperation in the area of energy is seen as a way to seize opportunities for complementarity. This study analyzes the initiatives and opportunities for cooperation in the BRICS energy transition process at bilateral and multilateral levels, with a focus on the diffusion of renewable sources and natural gas. The first part of the study describes the evolution of the BRICS energy mix and policies for the diffusion of renewable energies and natural gas as a way to mitigate CO2 emissions. The second part of the report addresses energy cooperation among the BRICS, presenting the initiatives already developed, prospects and opportunities.

    Our research aims to analyze Brazil's role in the international investment regime and to assess the effects of the Agreement on Cooperation and Investments Facilitation (ACIF) on Brazilian investments in Angola and Mozambique. In this second Discussion Paper, we discuss the relations between Brazil and Angola, and Brazil and Mozambique, through an interrelated approach of what we call the tripod investment, financing and cooperation. We begin with an overview of Brazil-Africa relations since the 2000s, seeking to show that, after the boost given during the Lula da Silva government, there was a continuous drying up of resources for financing and cooperation with African countries, and a narrowing of objectives to a greater emphasis on trade and investment, and a greater focus on defense cooperation. Following the tripod, we went into more detail on Brazil's relations with Angola and Mozambique in terms of trade and investment, credit and financing, as well as technical cooperation and development aid. Our analysis was intended to update previous research and give the most recent picture of the political, economic and social conjuncture in which Brazilian investments take place. Finally, we provide a review of the interviews conducted with key players in Angola and Mozambique. The interviews sought to extract their analyses and perspectives on the economic development processes in each of their countries, the role of foreign direct investment, and the effects of investment facilitation and protection agreements, situating the ACIF and relations with Brazil in this scenario. Although the ACIF is seen as a less restrictive model than the traditional bilateral investment treaties, we find evidence that it is not sufficient to promote investments between the countries involved. For this, it would be necessary to ensure a stable economic and political environment for investors both in Brazil and in Angola and Mozambique, and to resume economic diplomacy for a better exchange of experiences and mutual knowledge.

    The current dynamics of sharing competences and financial resources exposes the need to remodel and refine intergovernmental relations through processes of coordination and cooperation in order to minimize asymmetries. It is in this context that public consortia have been standing out in the federative scenario, given the possibility of responding to certain competences from the gain of scale, technical improvement and rationalization of public spending. Although several entities of this kind have been formalized in the country, the perception remains that the results obtained by these arrangements are still incipient. Thus, the objective of the study is to diagnose the existing limitations in the implementation of associative initiatives between federated entities through public consortia, in order to propose recommendations to improve cooperative ties in favor of more effective results to the demands of public interest. From the research with multiple political and institutional actors located at different levels, nineteen problems were identified, which are related to political-institutional, financing and technical-operational aspects.
