    "Susan Edmunds returns to the Progressive Era, when maternalist reformers linked early welfare initiatives to a discourse of social housekeeping that extended domestic roles into civil life. Highlighting the unique importance of a modern sentimental project of domestic reform to the formation of the U.S. welfare state, Edmunds demonstrates how modernist writers shaped--and misshaped--their domestic fiction in response to new state and market investments in the home. Crucial to Edmunds's study is the formation, during this era, of the 'domestic exterior,' a hybrid social space located at the intersection of home, market, and state and invested with the mandate to support and regulate domestic life. Edmunds demonstrates how U.S. modernists used an aesthetic of defamiliarization and grotesque distortion to map the fraught ground of the domestic exterior, and to align the unsettled space of modern domesticity with the revolutionary discourses of socialism, consumerism, and the avant-garde. The book reveals how modernists' focus on issues ranging from domestic abuse, lynching, and eugenics to educational reform, health care, and social security delineates successive points of struggle in a history of welfare state building that culminates with the New Deal and the GI Bill. Combining historical and political perspective with the social theory of Hannah Arendt, Jacques Donzelot, and Pierre Bourdieu, the book ultimately proposes that modernists forged an enduring set of terms for understanding and negotiating the widespread ambivalence, alienation, and conflict that characterize our current attachments to family life"--From publisher's description.

    Dieser Aufsatz greift die in den Siebzigerjahren entwickelten Argumente zur "Unregierbarkeit" einerseits und zum "Spätkapitalismus" andererseits auf und befragt sie nach ihrer heutigen Relevanz. Beide Denkschulen erkannten eine Überforderung des Staats. Während linke Autoren die Ursache in den Widersprüchen des Kapitalismus sahen, machten Konservative die Anspruchsinflation von Transferempfängern und die Überdehnung demokratischer Partizipation verantwortlich. Anhand empirischer Trends aus den OECD-Staaten wird dargestellt, wie der Staat seit der Unregierbarkeitsdebatte gesellschaftliche Ansprüche abwehrt, indem er dem Markt mehr Geltung verschafft und die eigenen Steuerungsansprüche reduziert. Gemessen an den damaligen Prognosen hat der Staat Handlungsfähigkeit gewonnen. Dadurch ist jedoch der Ansehensverlust der Politik nicht gestoppt, sondern beschleunigt worden. Keine der beiden Denkschulen übersteht die Durchsicht ihrer Argumente unbeschadet. Doch sind vor allem die Argumente der Neomarxisten an die aktuelle Diskussion über den Übergang zur Postdemokratie anschlussfähig. This paper revisits arguments about "ungovernability" and "late capitalism" developed in the seventies to inquire into their current usefulness. Both theories noted government overload. Neomarxists saw the reason in the contradictions of late capitalism, while conservatives held rising expectations and undue participation responsible. Looking at long-term empirical trends in OECD countries helps to understand how governments have since fended off societal expectations by expanding markets and reducing their own ambitions. Although the state has regained some capacity to govern in the course of due process, this has not reversed but actually reinforced the contemporary disenchantment with politics. Neither school of thought can be applied to the current situation unmodified. However, recent arguments about the move to post-democracy pick up central themes of the neomarxists.

    "Susan Edmunds returns to the Progressive Era, when maternalist reformers linked early welfare initiatives to a discourse of social housekeeping that extended domestic roles into civil life. Highlighting the unique importance of a modern sentimental project of domestic reform to the formation of the U.S. welfare state, Edmunds demonstrates how modernist writers shaped--and misshaped--their domestic fiction in response to new state and market investments in the home. Crucial to Edmunds's study is the formation, during this era, of the 'domestic exterior,' a hybrid social space located at the intersection of home, market, and state and invested with the mandate to support and regulate domestic life. Edmunds demonstrates how U.S. modernists used an aesthetic of defamiliarization and grotesque distortion to map the fraught ground of the domestic exterior, and to align the unsettled space of modern domesticity with the revolutionary discourses of socialism, consumerism, and the avant-garde. The book reveals how modernists' focus on issues ranging from domestic abuse, lynching, and eugenics to educational reform, health care, and social security delineates successive points of struggle in a history of welfare state building that culminates with the New Deal and the GI Bill. Combining historical and political perspective with the social theory of Hannah Arendt, Jacques Donzelot, and Pierre Bourdieu, the book ultimately proposes that modernists forged an enduring set of terms for understanding and negotiating the widespread ambivalence, alienation, and conflict that characterize our current attachments to family life"--From publisher's description.

Darin sieht er das Symbol für den Niedergang der modernen Sozialdemokratie. Zusammenhänge zwischen der Ausweitung des Niedriglohnsektors (Reduzierung von Normalarbeitsplätzen), Verarmung und Gefährdung des Sozialversicherungssystems werden genau beschrieben. Er geht sehr oft genauer als andere Kritiker (zuletzt C. Rickens "Links", BA 11/08) auf die Situation von Arbeitslosen, auf arbeitgeberfreundliche Maßnahmen (z.B. den Ersatz Nichtgeförderter durch Geförderte), auf Steuerrecht, Bildungsmisere, Altersarmut und Rentenreform ein. Es sind nicht seine kurzen alternativen Vorschläge, die diese Bestandsaufnahme auszeichnen, sondern die anschauliche, fundierte, mit viel Material (s. Anmerkungsteil) erarbeitete Darstellung, die auch Schreckensszenarien relativiert und von einem aktiven Politiker stammt. Schreiner ist seit 1980 für die SPD im Bundestag, ist zur Zeit Mitglied des SPD-Bundesvorstands und bemühte sich schon 1994 um eine sozialverträgliche Arbeitsmarktpolitik (BA 12/94). (2)

    Dieser Aufsatz greift die in den Siebzigerjahren entwickelten Argumente zur "Unregierbarkeit" einerseits und zum "Spätkapitalismus" andererseits auf und befragt sie nach ihrer heutigen Relevanz. Beide Denkschulen erkannten eine Überforderung des Staats. Während linke Autoren die Ursache in den Widersprüchen des Kapitalismus sahen, machten Konservative die Anspruchsinflation von Transferempfängern und die Überdehnung demokratischer Partizipation verantwortlich. Anhand empirischer Trends aus den OECD-Staaten wird dargestellt, wie der Staat seit der Unregierbarkeitsdebatte gesellschaftliche Ansprüche abwehrt, indem er dem Markt mehr Geltung verschafft und die eigenen Steuerungsansprüche reduziert. Gemessen an den damaligen Prognosen hat der Staat Handlungsfähigkeit gewonnen. Dadurch ist jedoch der Ansehensverlust der Politik nicht gestoppt, sondern beschleunigt worden. Keine der beiden Denkschulen übersteht die Durchsicht ihrer Argumente unbeschadet. Doch sind vor allem die Argumente der Neomarxisten an die aktuelle Diskussion über den Übergang zur Postdemokratie anschlussfähig. This paper revisits arguments about "ungovernability" and "late capitalism" developed in the seventies to inquire into their current usefulness. Both theories noted government overload. Neomarxists saw the reason in the contradictions of late capitalism, while conservatives held rising expectations and undue participation responsible. Looking at long-term empirical trends in OECD countries helps to understand how governments have since fended off societal expectations by expanding markets and reducing their own ambitions. Although the state has regained some capacity to govern in the course of due process, this has not reversed but actually reinforced the contemporary disenchantment with politics. Neither school of thought can be applied to the current situation unmodified. However, recent arguments about the move to post-democracy pick up central themes of the neomarxists.
