    This report explores the interconnections between trafficking, sex work and reproductive health along the West African-European corridor. Fifty-one women were interviewed at different points of their journeys from Nigeria and Ivory Coast through Niger, Tunisia, Libya, across the Mediterranean to Italy and onwards to Northern Europe. Moving away from the do not migrate message, this project draws on migrant women's experiences to develop better harm reduction measures, with a special focus on reproductive health along the route. The argument that women are using 'anchor babies' to exploit humanitarian systems ignores how difficult it can be to reach Europe without getting pregnant, given the high level of sexual violence en route. Irregular migrant women face exclusion from reproductive healthcare and stress their need for assistance and information services. The report applies a trafficking-migration continuum to understand how categories of forced, voluntary or irregular migration will vary according to political and moral values. While often overlooked, debt plays a central role in the migratory experience. With the term indentured sex work migration, we switch the focus from human trafficking to a labour migration actively organised by women.

    We adopt the FMOLS and Granger causality technique to analyse the effect of energy use and carbon emissions on output growth in selected West African economies, which includes Nigeria, Gambia and Ghana, from 1970 to 2019. Findings confirm that energy use enhances growth in the three selected West African economies. But in terms of significance, energy consumption is significant in Nigeria and Gambia at a 1% level of significance while it is insignificant for the Gambia. CO2 emission positively and significantly propels economic growth for the three selected West African economies. For Nigeria, causality evidence shows no direct influence among the variables. For Ghana, we find a bi-causal association between output growth and carbon emissions and a unidirectional causality from pollution to energy consumption. For Gambia, economic growth causes CO2 emissions. We recommend that the West African government reinforce their stand on a sustainable growth path through energy conservation.

Il s'agit en effet de l'un des systemes migratoires les plus importants en Afrique de l'Ouest, le corridor Burkina Faso-Côte d'Ivoire figurant parmi les 10 corridors Sud-Sud les plus empruntes dans le monde. Cet ouvrage montre comment les contextes politiques et economiques propres à l'histoire du Burkina Faso ont cree, puis reproduit, un systeme migratoire de va-­et-vient entre l'economie familiale, surtout dans l'agriculture de subsistance, et l'economie capitaliste, surtout au Ghana et en Côte d'Ivoire et dans quelques villes burkinabe. Base sur 2 enquêtes nationales effectuees par sondage aupres de plus de 20?000 migrants, il dresse le portrait des migrations non seulement de la population mossi, le groupe ethnique le plus important du Burkina Faso, mais egalement d'autres societes burkinabe, celles des hommes comme celles des femmes, à l'international comme à l'interieur du pays. La mobilite burkinabe y est vue comme un systeme circulaire entre les champs et villages et les regions de production capitaliste ou, comme se plaisent à dire les auteurs, entre le mil et le franc."

    Fiscal institutional capacity in most fragile states (FS) and several low-income developing countries (LIDCs) is much lower than in other countries. Governments in these countries face several cash management challenges because they often lack credible budgets, have smaller and less diversified revenue bases, have limited access to financial markets, and rely largely on donors to fund a large portion of their budgets. Available public funds in these countries often remain dispersed outside the control of the ministry of finance. In the absence of a good cash forecasting function, these countries typically resort to cash rationing to meet their priority spending needs, often in an ad hoc manner, which can adversely affect budget execution and achievement of fiscal policy targets. This note sets out the key objectives and building blocks of a cash management function in FS and LIDCs. It suggests several measures to progressively build cash management capacity in three interrelated areas: consolidating cash resources, forecasting cash flows, and managing cash balances with sound institutional setups

    This paper examines the effect of e-waste dumping sites on early child health. We focus on two major dumping sites in West Africa, in Ghana and Nigeria. We observe children born before and after the creation of these dumps, and estimate a difference-in-difference specification in which we compare outcomes of those born within the vicinity of the dump to those farther away, before and after e-waste sites were created. We find that the e-waste sites increase neonatal and infant mortality, for children living in the proximity of the site. Event studies suggest that the negative effects emerge 2-3 years after the existence of the sites, consistent with the gradual and systematic build up of contaminants in the environment. By exploring routes of exposure, we find that the contamination of water and urban farming produce are among the drivers of the observed effects.

    Agriculture remains one of the major sources of livelihood in West Africa. The sector accounts for a significant share of output and employment in the sub-region. However, extreme weather events have been signaled to affect the sector's productivity in recent times. In this study, we investigate the heterogeneous long-run relationship between climate change and agricultural productivity in West Africa from 1990 to 2020. Using the Augmented Mean Group (AMG) and the Common Correlated Effect Mean Group (CCEMG) estimators, we show that rising temperatures significantly reduce agricultural productivity in Gambia, Mali, Niger, and Togo. However, after accounting for endogeneity, we find that the negative relationship between temperature and agricultural productivity becomes insignificant for Niger while the positive relationship between rising temperature and agricultural productivity becomes significant for Ghana. Also, the results show that temperature Granger cause agricultural productivity in West Africa. We discussed some policy implications based on these findings.

    West Africa is vulnerable to negative impacts of climate change and a potential channel of adjustment is migration. Using novel geo-referenced and high-frequency data, we investigate the extent to which soil moisture anomalies have an impact on international migration within the region and directed to Europe. Our findings show that drier soil conditions decrease rather than increase the probability to migrate. A standard deviation decrease in soil moisture leads to a 2 percentage points drop in the probability to migrate, which is equivalent to a decrease of about 25% in the number of migrants. This effect is concentrated during the crop-growing season, suggesting that the decrease in migration is mainly driven by financial constraints.     Sierra Leone has made significant strides to rebuild its public infrastructure after the devastating civil war, but the desperate infrastructure needs remain. At the end of the conflict in 2002, the country was left with virtually no infrastructure. Redevelopment of public infrastructure was ignited by the mining boom, which started in the late 2000s. Over the period 2008a-18, public investment averaged 6.5 percent of gross domestic product (GDP), which has translated into an estimated capital stock of about 65 percent in constant 2011 GDP. However, a level of public investment is still lower than neighboring countries by about one percentage point. The level of capital stock per capita is one of the lowest in the region, only slightly above that of Liberia. Some districts still have no paved roads, no electricity, and no water systems, almost 20 years after the war

Both fiscal and monetary policies were relaxed significantly in 2020 to contain the pandemic and support the economy. A gradual fiscal consolidation is expected to start in 2021 and bring back the aggregate fiscal deficit towards the 3 percent of GDP regional ceiling within three years. Growth is expected to recover swiftly in 2021-22 to pre-crisis levels, but the economic outlook is still uncertain

    This paper establishes the place of language and graffiti practiced by exceptional individuals in the interpretation of family values, the preservation of culture and traditional heritage of the Igbo community in Southeastern Nigeria. The paper also takes a cursory look at graffiti art and exceptionality in a time when the Igbo tradition and culture were highly respected, jealously guarded and deep-rooted in the heart and soul of its people. Graffiti creations by exceptional individuals transfer both oral and visual education to documented tradition; for societal knowledge and awareness, individual wisdom, expressions against repression, pride and recognition of Igbo language and art. Unfortunately, the post-Nigeria civil war, evangelical movements with their doctrines and practices, including the influence of western culture; the highly revered expressive medium of exceptional minds are fast disappearing from the Igbo environment.

    Fiscal institutional capacity in most fragile states (FS) and several low-income developing countries (LIDCs) is much lower than in other countries. Governments in these countries face several cash management challenges because they often lack credible budgets, have smaller and less diversified revenue bases, have limited access to financial markets, and rely largely on donors to fund a large portion of their budgets. Available public funds in these countries often remain dispersed outside the control of the ministry of finance. In the absence of a good cash forecasting function, these countries typically resort to cash rationing to meet their priority spending needs, often in an ad hoc manner, which can adversely affect budget execution and achievement of fiscal policy targets. This note sets out the key objectives and building blocks of a cash management function in FS and LIDCs. It suggests several measures to progressively build cash management capacity in three interrelated areas: consolidating cash resources, forecasting cash flows, and managing cash balances with sound institutional setups
