    Das performative und materialisierte Erbe des Initiationsritus Kankurang in Senegal und Gambia ist von der UNESCO als »Immaterielles Kulturerbe« unter Schutz gestellt. Claudia Ba untersucht an diesem visuellen Erbe, wie dichotome Verständnisse von Moderne und Tradition in Afrika aufgehoben werden. Mit ihrem Konzept der ikonischen Kohärenz situiert sie raumzeitlich global fluktuierende Bilder visueller Erbekonstruktionen der afrikanischen Gegenwartsgesellschaften. Damit schafft sie einen neuen Modus der Gedächtnisforschung, dessen breites analytisches Potenzial sich an die Sozial- und Kultur- sowie Geschichtswissenschaft, aber auch an Interessierte richtet, die mit global zirkulierenden Bildern arbeiten.

    This paper investigates the effects of shocks, predominantly climate shocks, on labor market outcomes in the West African Economic and Monetary Union (WAEMU). We focus on migration ows within the WAEMU countries to disentangle the differential effects of shocks on migrants and non-migrants. Our analysis combines survey data from Ivory Coast s the main migrant receiving country nd from all the other 7 migrant sending countries of the WAEMU. Using an OLS fixed effects model, our results show that migration in the WAEMU is associated with a decline in female labor participation, as it is primarily motivated by marriage. However, we find an increase in female labor force participation and a narrowing of the gender gap in migrant households that are negatively affected by shocks. Our findings relate to the literature on the impact of shocks on the labor division between women and men and show that shocks may disrupt long-standing gender roles. The results are robust to accounting for the double selection into shocks and migration using a Propensity Score Matching technique that allows for a within comparison between treated and untreated units.

    Migration is one of the channels West African populations can use to adjust to the negative impacts of climate change. Using novel geo-referenced and high-frequency data, this study investigates the extent to which soil moisture anomalies drive international migration decisions within the region and toward Europe. The findings show that drier soil conditions decrease (rather than increase) the probability to migrate. A standard deviation decrease in soil moisture leads to a 2 percentage point drop in the probability to migrate, equivalent to a 25 percent decrease in the number of migrants. This effect is concentrated during the crop-growing season, and likely driven by financial constraints. The effect is only seen for areas that are in the middle of the income distribution, with no impact on the poorest or richest areas of a country, suggesting that the former were constrained to start and the latter can address those financial constraints. Migration ist eine der Möglichkeiten, welche die westafrikanische Bevölkerung nutzen kann, um sich an die negativen Auswirkungen des Klimawandels anzupassen. Unter Verwendung neuartiger georeferenzierter und hochfrequenter Daten wird in dieser Studie untersucht, inwieweit Anomalien der Bodenfeuchte internationale Migrationsentscheidungen innerhalb der Region und in Richtung Europa beeinflussen. Die Ergebnisse zeigen, dass trockenere Bodenbedingungen die Migrationswahrscheinlichkeit verringern (anstatt zu erhöhen). Eine Abnahme der Standardabweichung der Bodenfeuchte resultiert in einem Rückgang der Migrationswahrscheinlichkeit um 2 Prozentpunkte, was einem Rückgang der Anzahl der Migranten um 25 Prozent entspricht. Dieser Effekt konzentriert sich auf die Anbausaison und wird wahrscheinlich durch finanzielle Einschränkungen verursacht. Der Effekt ist nur für Gebiete beobachtbar, die in der Mitte der Einkommensverteilung liegen, ohne Auswirkung auf die ärmsten oder reichsten Gebiete eines Landes, was darauf hindeutet, dass erstere zu Beginn eingeschränkt waren und letztere die finanziellen Beschränkungen ausgleichen können.

    Comoros is a small, fragile island state (population: 850,000) with persistently low and shock-prone growth. The last Article IV Consultation (completed in early 2020) assessed Comoros' fragility as arising from two vicious circles: economic fragility manifests in low fiscal revenue, insufficient government investment in human and physical capital, and pronounced vulnerability to shocks; while institutional fragility manifests in governance challenges, low government implementation capacity, and a weak judicial system. The circles feed into each other, undermining economic performance and stability. Overcoming fragility requires breaking both circles

    A well-designed regional tax treaty to which developing countries are signatories will include provisions securing minimum withholding taxes on investment income and technical service fees, a taxing right in respect of capital gains from indirect offshore transfers, and guarding against-treaty shopping. A tax treaty policy framework-national or regional-that specifies the main policy outcomes to be achieved before negotiations commence would enable developing countries with more limited expertise and lower capacity for tax treaty negotiations to avoid concluding problematic tax treaties. This note provides guidance for members of regional economic communities in the developing world on what should and should not be included in a regional tax treaty and how to design on a common tax treaty policy framework for use in negotiations of bilateral tax treaties with nonmembers

    Mobile broadband internet is the main technology through which individuals access the internet in developing countries. Understanding the barriers to broadband adoption is thus a priority in designing policies aiming to expand access and close the digital divide across socioeconomic groups and territories. This paper exploits data from harmonized household expenditure surveys in seven countries in West Africa in 2018/19 - a subregion with one of the lowest levels of mobile internet penetration in the world - to identify the main factors that limit mobile broadband internet adoption. Results show that low levels of household consumption and prices of services are two key constraints. One standard deviation increase in household expenditure, about US$65 per capita per month, is associated with a 6.5 percentage point rise in the probability of adoption, while one standard deviation drop in the price of mobile internet services, about US$3.60, increases the probability of adoption by 2.4 percentage points. Other determinants include demographic characteristics (sex, age, language, urban location), socioeconomic features (educational attainment, sector of employment), and other factors linked to policy (access to electricity, ownership of assets, alternative means of internet access). Results are robust to specifications focusing only in areas with mobile internet coverage (3G).

However, progress on revenue mobilization was more limited, reflecting capacity constraints and a challenging environment. For the new government to achieve its development goals, it will have to overcome deep-seated social and political divisions and a deteriorating regional security situation. Enhanced reforms and the advent of oil exports over the medium-term offer hope that greater domestic resources can be marshalled to accelerate growth and poverty reduction

    This report explores the interconnections between trafficking, sex work and reproductive health along the West African-European corridor. Fifty-one women were interviewed at different points of their journeys from Nigeria and Ivory Coast through Niger, Tunisia, Libya, across the Mediterranean to Italy and onwards to Northern Europe. Moving away from the do not migrate message, this project draws on migrant women's experiences to develop better harm reduction measures, with a special focus on reproductive health along the route. The argument that women are using 'anchor babies' to exploit humanitarian systems ignores how difficult it can be to reach Europe without getting pregnant, given the high level of sexual violence en route. Irregular migrant women face exclusion from reproductive healthcare and stress their need for assistance and information services. The report applies a trafficking-migration continuum to understand how categories of forced, voluntary or irregular migration will vary according to political and moral values. While often overlooked, debt plays a central role in the migratory experience. With the term indentured sex work migration, we switch the focus from human trafficking to a labour migration actively organised by women.

    West Africa is vulnerable to negative impacts of climate change and a potential channel of adjustment is migration. Using novel geo-referenced and high-frequency data, we investigate the extent to which soil moisture anomalies have an impact on international migration within the region and directed to Europe. Our findings show that drier soil conditions decrease rather than increase the probability to migrate. A standard deviation decrease in soil moisture leads to a 2 percentage points drop in the probability to migrate, which is equivalent to a decrease of about 25% in the number of migrants. This effect is concentrated during the crop-growing season, suggesting that the decrease in migration is mainly driven by financial constraints. The effect is only seen for areas that are in the middle of the income distribution, with no impact on the poorest or richest areas of a country.

    Sierra Leone has made significant strides to rebuild its public infrastructure after the devastating civil war, but the desperate infrastructure needs remain. At the end of the conflict in 2002, the country was left with virtually no infrastructure. Redevelopment of public infrastructure was ignited by the mining boom, which started in the late 2000s. Over the period 2008a-18, public investment averaged 6.5 percent of gross domestic product (GDP), which has translated into an estimated capital stock of about 65 percent in constant 2011 GDP. However, a level of public investment is still lower than neighboring countries by about one percentage point. The level of capital stock per capita is one of the lowest in the region, only slightly above that of Liberia. Some districts still have no paved roads, no electricity, and no water systems, almost 20 years after the war

    After almost a decade of strong growth, the WAEMU region is facing severe challenges from a triple crisis impacting the health, economic and security situations. Both fiscal and monetary policies were relaxed significantly in 2020 to contain the pandemic and support the economy. A gradual fiscal consolidation is expected to start in 2021 and bring back the aggregate fiscal deficit towards the 3 percent of GDP regional ceiling within three years. Growth is expected to recover swiftly in 2021-22 to pre-crisis levels, but the economic outlook is still uncertain

    Against the background of the pandemic shock, a coup d'etat on August 18, 2020 led to a period of international disengagement with Mali and an economic blockade by ECOWAS until the appointment of a transitional government in October. Fund engagement was also put on hold during this period, delaying the resumption of discussions under the 2nd and 3rd reviews of the ECF. The transitional government, which will be in place for 18 months until general elections, announced its full adherence to the international obligations and commitments of the previous government, including the reform agenda under the ECF

Over the period 2008a-18, public investment averaged 6.5 percent of gross domestic product (GDP), which has translated into an estimated capital stock of about 65 percent in constant 2011 GDP. However, a level of public investment is still lower than neighboring countries by about one percentage point. The level of capital stock per capita is one of the lowest in the region, only slightly above that of Liberia. Some districts still have no paved roads, no electricity, and no water systems, almost 20 years after the war
