    Interdependencies among the goals and targets make the 2030 Agenda indivisible and their integrated implementation requires coherent policies. Coordination across different sectors and levels is deemed as crucial for avoiding trade-offs and achieving synergies among multiple, interlinked policy goals, which depend on natural resources. However, there is insufficient evidence regarding the conditions under which coordination for integrated achievement of different water- and land-based Sustainable Development Goals (SDGs) functions effectively. The paper investigates the land and water governance in the Ethiopian lower Awash River basin and identifies key interdependencies among related SDGs. It assesses in how far the interactions and coordination among various decision-making centres are effective in managing the interdependencies among different goals. Systems for using and managing water and land exhibit features of polycentric governance as this process involves decision-making centres across different sectors and at various levels. Key action situations for land and water governance in operational, collective and constitutional choice levels are interlinked/networked. Each action situation constitutes actions that deliver one of the functions of polycentric governance, such as production, provision, monitoring etc. as an outcome, which affects the choices of actors in an adjacent action situation. The study shows that the existing institutions and governance mechanisms for water and land in Ethiopia are not effective in managing the interdependencies. Non-recognition of traditional communal rights of pastoralists over land and water and ineffective policy instruments for ensuring environmental and social safeguards are leading to major trade-offs among goals of local food security and economic growth. The autocratic regime of Ethiopia has coordination mechanisms in place, which fulfil the role of dissemination of policies and raising awareness. However, they are not designed to build consensus and political will for designing and implementing national plans, by including the interests and aspirations of the local communities and local governments. The study recommends efforts to achieve SDGs in the Ethiopian Awash River basin to focus on strengthening the capacities of relevant actors, especially the district and river basin authorities in delivering the key governance functions such as water infrastructure maintenance, efficient use of water, and effective implementation of Environmental Impact Assessment (EIA). Further, urgent efforts for scaling up of recognition, certification and protection of communal land rights of pastoralists and clear definition of rules for awarding compensation upon expropriation, are required.

    While COVID 19 has hit Peru particularly hard, with about 1.4 million cases as of March 2021, the pandemic further emphasised the importance of water and sanitation for health, the environment and the economy. The country is not yet on track to meet the targets of SDG 6 “Clean water and sanitation” by 2030, with 3 million Peruvians (9.2% of the population) lacking access to water services and 8.2 million Peruvians (25.2%) lacking access to sewerage services, and a large urban rural divide. In addition, between 2000 and 2020, floods affected an estimated 4.43 million people, while inadequate management of solid waste and some economic activities are amongst the causes of water pollution, leading to severe public health issues, and social conflicts. In the face of climate change and demographic growth, strengthening water governance in Peru is key for long term water security improvements. The report provides an analysis of water governance in the country and policy recommendations to: strengthen the multi sectoral approach to water; improve the use of economic instruments to protect and sustainably use water resources, its sources and related ecosystem services; and strengthen regulatory conditions to improved access to safe drinking water and sanitation in urban and rural areas.

    In 2018, the city of Cape Town, South Africa, was close to the “Day Zero”, requiring all taps to be shut off and citizens to fetch a daily 25 litre per person. Though the day-zero was avoided, it is estimated that, at the current rate, South Africa will experience a 17% water deficit by 2030 if no action is taken to respond to existing trends. Lessons learned during that drought crisis have been valuable for the city to manage the short-term COVID-19 implications and design long-term solutions towards greater water resilience. As a result of a multi-stakeholder policy dialogue involving 100+ stakeholders from the city of Cape Town and South Africa, this report assesses key water risks and governance challenges in Cape Town, and provides policy recommendations towards more effective, efficient and inclusive water management building on the OECD Principles on Water Governance. In particular, the report calls for strengthening integrated basin governance, transparency, integrity, stakeholder engagement, capacities at all levels of government, financial sustainability and for advancing the water allocation reform to better manage trade-offs across multiple users.

    Water is essential for all life on earth and is a key prerequisite for attaining many of the Sustainable Development Goals (SDGs). Many countries, however, suffer from physical water scarcity, a lack of access to a safe water supply and sanitation, water pollution or hydrological extremes (droughts and floods) due to climate change. The generality and severity of water problems lead many to speak of a global water crisis. While this crisis mostly manifests at the local or in some cases transboundary level, two global issues are often overlooked. First, global trends such as climate change and the spread of water-intensive consumption and trade patterns are key triggers that cannot be addressed at the local level alone. Second, the aggregation of local or regional water problems may add up to a universal threat to sustainable development. In the face of current challenges, (fresh) water should be conceptualised as a global common good, and global water governance should contribute to improving its protection. [...]

    Die vielfältigen Aufgaben der Wasserwirtschaft sind durch Klimawandel, Globalisierung, diffuse Stoffeinträge und den demografischen Wandel unterschiedlichen Herausforderungen ausgesetzt. Um auch im Jahr 2050 und darüber hinaus den Zugang zu qualitativ hochwertigem Trinkwasser zu sichern und andere Nutzungsformen von Grund- und Oberflächengewässern zu erhalten sowie eine Übernutzung der Wasserressourcen zu vermeiden, ist konsequentes und strategisches Handeln erforderlich. Dies ist in der Nationalen Wasserstrategie adressiert. Dieses Dokument stellt den fachlich-wissenschaftlichen Hintergrund zur Nationalen Wasserstrategie zu ausgewählten Schwerpunkten zusammen und dokumentiert die vorhandenen Erkenntnisse zum aktuellen Gewässerzustand zur nachhaltigen und gewässerverträglichen Nutzung von Wasserressourcen mit Blick auf qualitative und quantitative Fragestellungen. Dabei werden insbesondere die Bezüge zur Flächennutzung herausgearbeitet. Dies führt zu diversen Herausforderungen und Zielkonflikten, kann aber auch als Chance durch Synergien genutzt werden. Die Darstellung der Fachinformationen zur Nationalen Wasserstrategie orientiert sich an den 10 strategischen Themen der Nationalen Wasserstrategie. Die in diesem Dokument aufgeführten wissenschaftlichen Erkenntnisse bilden die Basis der strategischen Ziele, Handlungserfordernisse und Aktionen der Nationalen Wasserstrategie. The diverse tasks of water management are exposed to different challenges due to climate change, globalization, diffuse pollution and demographic change. Consistent and strategic action is needed to ensure access to high-quality drinking water in 2050 and beyond, to preserve other uses of groundwater and surface water, and to avoid overexploitation of water resources. These issues are addressed in the National Water Strategy. This document compiles the technical-scientific background information on selected issues of the National Water Strategy and summarises the existing knowledge on the current state of water for the sustainable use of water resources concerning qualitative and quantitative issues. In particular, the references to land use are elaborated. This leads to various challenges and conflicting goals but can also be used as an opportunity through synergies. The presentation of the technical information is based on the 10 strategic themes of the National Water Strategy. The scientific findings listed in this document form the basis of the strategic goals, action requirements and actions of the National Water Strategy.

    Interdependencies among the goals and targets make the 2030 Agenda indivisible and their integrated implementation requires coherent policies. Coordination across different sectors and levels is deemed as crucial for avoiding trade-offs and achieving synergies among multiple, interlinked policy goals, which depend on natural resources. However, there is insufficient evidence regarding the conditions under which coordination for integrated achievement of different water- and land-based Sustainable Development Goals (SDGs) functions effectively. The paper investigates the land and water governance in the Ethiopian lower Awash River basin and identifies key interdependencies among related SDGs. It assesses in how far the interactions and coordination among various decision-making centres are effective in managing the interdependencies among different goals. Systems for using and managing water and land exhibit features of polycentric governance as this process involves decision-making centres across different sectors and at various levels. Key action situations for land and water governance in operational, collective and constitutional choice levels are interlinked/networked. Each action situation constitutes actions that deliver one of the functions of polycentric governance, such as production, provision, monitoring etc. as an outcome, which affects the choices of actors in an adjacent action situation. The study shows that the existing institutions and governance mechanisms for water and land in Ethiopia are not effective in managing the interdependencies. Non-recognition of traditional communal rights of pastoralists over land and water and ineffective policy instruments for ensuring environmental and social safeguards are leading to major trade-offs among goals of local food security and economic growth. The autocratic regime of Ethiopia has coordination mechanisms in place, which fulfil the role of dissemination of policies and raising awareness. However, they are not designed to build consensus and political will for designing and implementing national plans, by including the interests and aspirations of the local communities and local governments. The study recommends efforts to achieve SDGs in the Ethiopian Awash River basin to focus on strengthening the capacities of relevant actors, especially the district and river basin authorities in delivering the key governance functions such as water infrastructure maintenance, efficient use of water, and effective implementation of Environmental Impact Assessment (EIA). Further, urgent efforts for scaling up of recognition, certification and protection of communal land rights of pastoralists and clear definition of rules for awarding compensation upon expropriation, are required.

    In 2018, the city of Cape Town, South Africa, was close to the “Day Zero”, requiring all taps to be shut off and citizens to fetch a daily 25 litre per person. Though the day-zero was avoided, it is estimated that, at the current rate, South Africa will experience a 17% water deficit by 2030 if no action is taken to respond to existing trends. Lessons learned during that drought crisis have been valuable for the city to manage the short-term COVID-19 implications and design long-term solutions towards greater water resilience. As a result of a multi-stakeholder policy dialogue involving 100+ stakeholders from the city of Cape Town and South Africa, this report assesses key water risks and governance challenges in Cape Town, and provides policy recommendations towards more effective, efficient and inclusive water management building on the OECD Principles on Water Governance. In particular, the report calls for strengthening integrated basin governance, transparency, integrity, stakeholder engagement, capacities at all levels of government, financial sustainability and for advancing the water allocation reform to better manage trade-offs across multiple users.

    Das Symposium versammelte Fachleute aus Forschung, Unternehmensberatung, Branchenorganisationen und der betrieblichen Praxis und gab einen umfassenden Überblick über den aktuellen Stand der Benchmarking-Debatte in Deutschland. Im System des Benchmarking versucht man durch Kennzahlenvergleiche, Ursachenanalyse sowie der Festlegung eines Zielwerts für umsetzbare Maßnahmen eine Regulierung und Steuerung der Organisation zu erreichen. Elementar ist hierbei der Rückkoppelungsprozess mit turnusmäßigen Soll/Ist-Vergleichen. Verschiedene Ansätze des Benchmarking werden dargestellt und eingeordnet in die aktuelle ordnungspolitische Debatte über die Zukunft der Wasserversorgung. Für die Kommune, die die öffentliche Kontrolle über die Unternehmen hat und die auch im Sinne der gemeinwohlorientierten Daseinsvorsorge handeln will, kann das Benchmarking ein offensives Informationsinstrument darstellen. Benchmarking bietet u.a. auch die Chance der Einbindung der Interessen der Wassernutzer zur betrieblichen Effizienzsteigerung, zur Mobilisierung von Potenzialen auf Mitarbeiterebene, aber auch zur Erweiterung der Produktökologie.
