    This Open Access book is an anthropological urban study of the Emirate of Dubai, its institutions, and their evolution. It provides a contemporary history of disability in city planning from a non-Western perspective and explores the cultural context for its positioning. Three insights inform the author’s approach. First, disability research, much like other urban or social issues, must be situated in a particular place. Second, access and inclusion forms a key part of both local and global planning issues. Third, a 21st century planning education should take access and inclusion into consideration by applying a disability lens to the empirical, methodological, and theoretical advances of the field. By bridging theory and practice, this book provides new insights on inclusive city planning and comparative urban theory. This book should be read as part of a larger struggle to define and assert access; it’s a story of how equity and justice are central themes in building the cities of the future and of today.

    Regional and local governments have long recognised the potential for films, television shows, novels and other media texts that are set in their city or country to attract tourists. Although there is a wealth of scholarship on how real-world locales are represented in digital games, to date scholars have largely overlooked the potential for videogames to likewise attract fans and ‘pilgrims’ to the locations in which they are set. This chapter addresses this gap through the case study of Yokosuka City in Japan, which has recognised the cult classic videogame Shenmue (Sega AM2, 1999) as a drawcard for tourists and fans outside the city. Through its ‘Sacred Spot Guide Map’, Yokosuka City officials provide a guide for tourists seeking to visit locations depicted in the game that contrasts their fictional and real-world counterparts and invites visitors to explore its spaces through affiliated promotion campaigns. Drawing on an analysis of the Guide Map, an interview with its creators and field observation in Yokosuka itself, we examine the potential for the Guide Map and other forms of city-funded videogame tourism to put cities overwise overlooked in travel guides and reviews ‘on the map’ and boost their local economy.

    This book explores and debates the urban transformations that have taken place in Vienna over the past 30 years and their consequences in policy fields such as labour and housing, political and social participation and the environment. Historically, European cities have been characterised by a strong association between social cohesion, quality of life, economic ambition and a robust State. Vienna is an excellent example for that. In more recent years, however, cities were pressured to change policy principles and mechanisms in the context of demographic shifts, post-industrial transformations and welfare recalibration which have led to worsened social conditions in many cities. Each chapter in this volume discusses Vienna’s responses to these pressures in key policy arenas, looking at outcomes from the context-specific local arrangements. Against a theoretical framework debating the European city as a model of inclusion and social justice, authors explore the local capacity to innovate urban policies and to address new social risks, while paying attention to potential trade-offs. The book questions and assesses the city’s resilience using time series and an institutional analysis of four key dimensions that characterise the European city model within the context of post-industrial transition: redistribution, recognition, representation and sustainability. It offers a multiscalar perspective of urban governance through labour, housing, participatory and environmental policies, bringing together different levels and public policy types.     This open access book explores the historical, cultural and philosophical contexts that have made anti-poverty the core of Chinese society since Liberation in 1949, and why poverty alleviation measures evolved from the simplistic aid of the 1950s to Xi Jinping’s precision poverty alleviation and its goal of eliminating absolute poverty by 2020. The book also addresses the implications of China’s experience for other developing nations tackling not only poverty but such issues as pandemics, rampant urbanization and desertification exacerbated by global warming. The first of three parts draws upon interviews of rural and urban Chinese from diverse backgrounds and local and national leaders. These interviews, conducted in even the remotest areas of the country, offer candid insights into the challenges that have forced China to continually evolve its programs to resolve even the most intractable cases of poverty. The second part explores the historic, cultural and philosophical roots of old China’s meritocratic government and how its ancient Chinese ethics have led to modern Chinese socialism’s stance that “poverty amidst plenty is immoral”. Dr. Huang Chengwei, one of China’s foremost anti-poverty experts, explains the challenges faced at each stage as China’s anti-poverty measures evolved over 70 years to emphasize “enablement” over “aid” and to foster bottom-up initiative and entrepreneurialism, culminating in Xi Jinping’s precision poverty alleviation. The book also addresses why national economic development alone cannot reduce poverty; poverty alleviation programs must be people-centered, with measurable and accountable practices that reach even to household level, which China has done with its “First Secretary” program. The third part explores the potential for adopting China’s practices in other nations, including the potential for replicating China’s successes in developing countries through such measures as the Belt and Road Initiative. This book also addresses prevalent misperceptions about China’s growing global presence and why other developing nations must address historic, systemic causes of poverty and inequity before they can undertake sustainable poverty alleviation measures of their own.

    A study of the conditions of being a citizen, belonging and democracy in suburban Britain, this book focuses on understanding how a community takes on the social responsibility and pressures of being a good citizen through what they call ‘stupid’ events, festivals and parades. Building a community is perceived to be an important and necessary act to enable resilience against the perceived threats of neoliberal socio-economic life such as isolation, selfishness and loss of community. Citizenship, Democracy and Belonging in Suburban Britain explores how authoritative knowledge is developed, maintained and deployed by this group as they encounter other ‘social projects’, such as the local council planning committee or academic projects researching participation in urban planning. The activists, who call themselves the ‘Seething Villagers’, model their community activity on the mythical ancient village of Seething where moral tales of how to work together, love others and be a community are laid out in the Seething Tales. These tales include Seething ‘facts’ such as the fact that the ancient Mountain of Seething was destroyed by a giant. The assertion of fact is central to the mechanisms of play and the refusal of expertise at the heart of the Seething community.     This chapter reflects on contributions in this book, providing an outlook on displacement into a future rendered uncertain by the Covid-19 pandemic. The contemporary urban political economy has implications for housing. This justifies a focus on human needs articulated through the concepts of dwelling and home. These allow displacement to be explored as ‘un-homing’. The human right to adequate housing incorporates the main dimensions of home and un-homing. However, these are seldom reflected fully in housing policy and implementation. As recommended by the UN with reference to this right, most countries adopted Covid-19 emergency regulations with measures to protect housing. In South Africa, the resulting stay on evictions was violated, the state also planning new displacement through temporary relocations intended to decongest informal settlements in response to the pandemic. Home intrusion and privacy violations through smart technology are further forms of un-homing sharpened by responses to the pandemic. Future research can productively bring this lived experience to bear on policy.

Are palaces, skyscrapers and grand urban ensembles obsolete relics of twentieth-century modernity, inexorably giving way to a more humble and sustainable de-centred urban age? Or do the aesthetics and politics of pomp and grandiosity rather linger and even prosper in the cities of today and tomorrow?

    Re-Centring the City zooms in on these questions, taking as its point of departure the experience of Eurasian socialist cities, where twentieth-century high modernity arguably saw its most radical and furthest-reaching realisation. It frames the experience of global high modernity (and its unravelling) through the eyes of the socialist city, rather than the other way around: instead of explaining Warsaw or Moscow through the prism of Paris or New York, it refracts London, Mexico City and Chennai through the lens of Kyiv, Simferopol and the former Polish shtetls. This transdisciplinary volume re-centres the experiences of the ‘Global East’, and thereby our understanding of world urbanism, by shedding light on some of the still-extant (and often disavowed) forms of ‘zombie’ centrality, hierarchy and violence that pervade and shape our contemporary urban experience.

    No city environment reflects the meaning of urban life better than a public place does. A public place, whatever its nature – a park, a mall, a train platform or a street corner – is where people pass by, meet each other and at times become a victim of crime. With this book, we submit that crime and safety in public places are not issues that can be easily dealt with within the boundaries of a single discipline. The book aims to illustrate the complexity of patterns of crime and fear in public places with examples of studies on these topics contextualized in different cities and countries around the world. This is achieved by tackling five crosscutting themes: the nature of the city’s environment as a backdrop for crime and fear; the dynamics of individuals’ daily routines and their transit safety; the safety perceptions experienced by those who are most in fear in public places; the metrics of crime and fear; and finally, examples of current practices in promoting safety. All these original articles contribute to our quest for safer, more inclusive, resilient, equitable and sustainable cities and human settlements aligned to the Global 2030 Agenda for Sustainable Development.

How much money in the form of tax credits and subsidies should communities and states invest to attract foreign investors in the U.S.? Should individual states and communities in the U.S. commit public funds in the form of tax money and tax credits etc. to bring foreign businesses to their shores? Is the argument of bringing “jobs” and more employment home the only argument that should count politically? Or might these generous subsidies doled out to foreign businesses from public funds deprive local populations from improving their infrastructure and public education? What if these foreign investors then locate to other shores if their investments are not profitable enough in the short run?

    Might foreign investors come to the American South because it has never been unionized like the rest of the country? Is the attraction of the non-union South then only a means to get away from the burdens of stricter worker protection and social programs at home in Germany or Austria or elsewhere?" Der Vergleich zwischen der wirtschaftlichen Entwicklung im Süden der USA und der EU im regionalen Kontext wirft eine Vielzahl von spannenden Fragen auf. Wie viel Geld sollten Gemeinden und Länder in Form von Förderungen und Steuererleichterungen in die Hand nehmen, um ausländische Investoren in die USA zu ziehen? Sollen die einzelnen amerikanischen Staaten und Gemeinden überhaupt öffentliche Gelder einsetzen, um ausländische Unternehmungen an Land zu ziehen? Genügt das Argument vieler PolitikerInnen, dass damit neue Arbeitsplätze in der Region geschaffen werden, oder ist es nicht vielmehr so, dass diese Mittel dann in anderen Bereichen wie Infrastruktur und Bildung fehlen? Und was geschieht, wenn die Unternehmer ihre Betriebe wieder ins Ausland abziehen, weil sie nicht genug profitieren? Zieht es ausländische Investoren in den Süden der USA, weil es hier im Gegensatz zu den anderen Staaten keine gewerkschaftlichen Organisationen gibt?     "As film stars, actresses have throughout film history contributed to the film industry’s glamorous surface, providing audiences with visual attraction and different representations of femininity. To talk about women in film as “invisible” may thus seem odd or even wrong. This book, however, is concerned with the paradox that on the other side of the camera, women are clearly underrepresented. This is true of contemporary film culture, and has been true historically, despite significant variations between countries/geographical areas, historical time periods and different roles/professions in film production, distribution and exhibition. This anthology recovers forgotten aspects of women’s work and memory, tracing women’s film work through the lens of Swedish film history, with a few forays into international film ventures. Using a variety of methods and approaches, including careful study of previously neglected archival material, lived experiences, interviews, and theoretical reflections on feminist historiography, the book explores themes of women’s agency and (lack of) visibility in a cultural context very different to Hollywood, thus providing readers with a healthy counterweight to the dominance of Anglo-American material in film scholarship published in English. The articles deal with women’s agency in a wide range of roles, in film production, exhibition and criticism, but also with new perspectives on stars/actresses and their agency, and including LGBT and queer identities.

    The research presents material evidence of women’s involvement in film culture being obscured and ignored because of its status as “women’s work”, and/or of marginal rather than mainstream interest. The book is divided into two parts, where the first part collects chapters that cover neglected dimensions of silent film culture and the use of archival film as cultural memory in documentary work from various time periods, whereas the second part of the book is focussed mainly on films and filmmaking in the 1970s and 1980s."

Edited by Christopher Tilley, the volume is inspired by phenomenological thinking and presents fine-grained ethnographies of the practices of everyday life in London. In doing so, it charts a unique perspective on the city that integrates ethnographies of daily life with an analysis of material culture.

    The first part of the volume considers the residential sphere of urban life, discussing in detailed case studies ordinary residential streets, housing estates, suburbia and London’s mobile ‘linear village’ of houseboats. The second part analyses the public sphere, including ethnographies of markets, a park, the social rhythms of a taxi rank, and graffiti and street art.

    At the beginning of 2020, 66 long-term refugee camps existed along the East African Rift. Millions of young children have been born at the camps and have grown up there, yet it is unknown how their surrounding built environments affect their learning and development. Architecture as a Way of Seeing and Learning presents an architect’s take on questions many academics and humanitarians ask. Is it relevant to look at camps through an urban lens and focus on their built environment? Which analytical benefits can architectural and design tools provide to refugee assistance and specifically to young children’s learning? And which advantages can assemblage thinking and situated knowledges bring about in analysing, understanding and transforming long-term refugee camps? Responding to the extreme lack of information about East African camps, Nerea Amorós Elorduy has built contextualised knowledge – nuanced, situated and participatory – to describe, study and transform the East African long-term camps, and uncover hidden agencies in refugee assistance. She uses architecture as a means to create new knowledge collectively, include more local voices and speculate on how to improve the educational landscape for young children. With this book, Amorós Elorduy brings nuance, contextualisation and empathy to the study and management of long-term refugee camps in East Africa. It is empathy, she argues, that will help change mindsets, decolonise humanitarian refugee assistance and its study.     In A Century of Violence in a Red City Lesley Gill provides insights into broad trends of global capitalist development, class disenfranchisement and dispossession, and the decline of progressive politics. Gill traces the rise and fall of the strong labor unions, neighborhood organizations, and working class of Barrancabermeja, Colombia, from their origins in the 1920s to their effective activism for agrarian reforms, labor rights, and social programs in the 1960s and 1970s. Like much of Colombia, Barrancabermeja came to be dominated by alliances of right-wing politicians, drug traffickers, foreign corporations, and paramilitary groups. These alliances reshaped the geography of power and gave rise to a pernicious form of armed neoliberalism. Their violent incursion into Barrancabermeja's civil society beginning in the 1980s decimated the city's social networks, destabilized life for its residents, and destroyed its working-class organizations. As a result, community leaders are now left clinging to the toothless discourse of human rights, which cannot effectively challenge the status quo. In this stark book, Gill captures the grim reality and precarious future of Barrancabermeja and other places ravaged by neoliberalism and violence.
