    Driven by increased demand from both local and export markets and facilitated by far-reaching liberalization and privatization policies, the dairy sub-sector in Uganda has undergone significant changes in the last decade. With a comparative advantage in milk production, the southwest of Uganda has started to attract considerable Foreign Direct Investment (FDI) in processing capacity, mainly targeting the export market. As a result, processing capacity increased five-fold and dairy became Uganda's third most important export product, coming from negligible amounts a decade earlier. In this study, we use observational data collected at different nodes within the value chain to compare the structure of the chain and the roles and economic activities of different actors between export-led value chains and value chains that cater for the local market. Doing so allows us to identify the technological and institutional innovations that both result from the emergence of export-led dairy value chains and at the same time drive further upgrading. Our analysis underscores the importance of milk collection centers, which often take the form of farmer cooperatives, in providing many of the sup- port services that enable other actors in the value chain to produce sufficient milk, and maintain milk sanitation levels necessary for an export sector to emerge.

    Despite the fast-growing body of literature on education and empowerment, young people’s perception of their own educational setting has not received adequate attention in advancing our understanding of the empowering but also di sempowering elements of education. This is especially the case for the sub-Saharan African context. Addressing this gap, this study lets 497 Ugandan youth speak for themselves in the scope of a questionnaire. The diversity of young people’s responses shows that experiences of empowerment through formal education differ significantly among individuals. By drawing on the work of Stromquist, this paper broadly relates young people’s responses to cognitive (e.g.: critical understanding of one’s reality), psychological (e.g.: feeling of self-esteem), political (e.g.: awareness of power inequalities and the ability to organize and mobilize) and the economic (e.g.: capacity to generate independent income) dimensions of empowerment through education. While the majority of youth indicated that they feel psychologically empowered th rough formal education, perceptions differed significantly in regard to economic empowerment. Besides, political or cognitive aspects of empowerment appear to happen outside and not in schools. A notable majority (75 %) feels disempowered by the many political, economic andsocial barriers they are facing outside their education, suggesting that education alone is not the magic bullet for systemic change at large

    In einer ländlichen Region Ugandas (Busoga) versuchen die Menschen ihren durch den zunehmenden Einfluss der Globalisierung erschwerten Lebensbedingungen zu begegnen und sich Handlungsspielräume zu schaffen. Aus postkolonialer Perspektive untersucht die Autorin die Rolle solidarischen Wirtschaftens hierbei. Dessen Nutzen als Überlebensstrategie wird ebenso beleuchtet wie sein Potenzial, Alternativen zu konventionellen Ansätzen wirtschaftlicher Entwicklung zu denken. An die Stelle westlichen „Expertentums“ tritt gelebte Erfahrung aus dem globalen Süden. Die Autorin beschreibt den Einfluss der Globalisierung auf den Alltag der Bevölkerung sowie auf soziale Ungleichheiten und stellt ihren postkolonialen Forschungsansatz detailliert dar. In a rural region of Uganda (Busoga), people are trying to manage their everyday lives and gain agency despite the negative effects of globalisation on their living conditions. In this book, from a postcolonial perspective, the author examines the role of solidarity-based economic activities in that process. She illuminates both the usefulness of solidarity-based economic activities as a survival strategy and their potential to offer alternatives to conventional approaches to economic development. Western ‘expertise’ is replaced by lived experiences from the global South. The author describes the influence of globalisation on the everyday life of the population as well as on social inequalities and presents her postcolonial research approach in detail.

    The paper examines the legacy of pre-colonial centralization on tax compliance norms of citizens in contemporary Uganda. By combining geo-referenced anthropological data on precolonial ethnic homelands with survey data from several rounds of the Afrobarometer Survey, respondents from the historically centralized homelands are found to exhibit a higher willingness to pay tax compared to respondents from non-centralized areas. The result holds for the whole sample and in the regression discontinuity analysis on individuals who reside close to the borders of neighbouring ethnic homelands with different levels of pre-colonial centralization. The stronger norm for tax compliance in pre-colonial centralized homelands is explained by the legacy of location-specific factors related to the level of capacity that historically centralized states had in upholding authority and not through the legacy of better-quality local institutions.

    We assess the extent and cost of misallocation in agriculture in less-developed countries comparing the analysis at the plot and farm levels. Using detailed data from Uganda, we show that the plot-level analysis leads to extremely large estimates of reallocation gains, even after adjusting for measurement error and unobserved heterogeneity. These results reflect two empirical limitations of the plot as unit of analysis: excess measurement error and near constant returns to scale production estimates. We find limited evidence of substantial measurement error at the farm level

    Theoretically, indivisible investments together with financial frictions can lower development, generate poverty traps, and lead agents to become risk-loving. Using experimental cash grants involving a choice between a safer, low payoff and a riskier, large payoff lottery, we find that 27 percent choose the riskier, larger lottery. Small grant winners invest in livestock and business inventory, while large grant winners invest in land, which exhibits high capital gains. Our quantitative model shows that the aggregate effects of financial deepening are sizable if the indivisible investment can be accumulated (e.g., capital) but not if it is in fixed supply (e.g., land)
