    Taiwan has benefited from her timely response to the Covid-19 pandemic outbreak, which has limited the extent of economic and social damage the virus could have inflicted. Unlike many countries, economic activities and social lives in Taiwan have remained above water; and have shown signs of rebounding in recent months. Past experiences with public health crises such as SARS have offered valuable lessons for the government to cope with similar pandemic threats. Effective countermeasures have created favourable circumstances for the government to deploy social policy as a safety net. Almost all the major responses are of a temporary nature, and a programmatic extension of the existing social security institutions (e.g., social assistance and specific in-cash benefits targeted at specific occupational or population groups). In addition, the government granted financial support to those enterprises in difficulties to disincentivize them from dismissing their employees. All these measures have largely offset the adverse consequences of the pandemic crisis. Against this backdrop, Taiwan should be amongst those countries to recover first from the pandemic shock.

    Does the offshoring of production degrade or enhance the innovative capabilities of manufacturing firms? We contribute to this debate by exploiting a policy shock that differentially affected the ability of Taiwanese firms to offshore some products to China. We find causal evidence that offshoring impacts both the level and nature of innovation. In the technologies directly related to product categories that could be offshored more easily after the policy shock, overall innovation levels decline and innovative effort shifts away from product innovation and towards process innovation. However, we also find evidence of a second-order positive effect of offshoring on the levels of innovation--particularly product innovation--in other parts of the firm's portfolio. These results are consistent with the notion that offshoring production induces a complex reallocation of innovation effort within the firm, both across and within technology categories. Our paper examines this reallocation in the context of Taiwanese electronics firms, and introduces new methods that could be used to study post-offshoring reallocations of innovative effort in other contexts

    Angaben zum Inhalt: In 1945, Taiwan was placed under the administrative control of the Republic of China, and after two years, accusations of corruption and a failing economy sparked a local protest that was brutally quashed by the Kuomintang government. The February Twenty-Eighth (or 2/28) Incident led to four decades of martial law that became known as the White Terror. During this period, talk of 2/28 was forbidden and all dissent violently suppressed, but since the lifting of martial law in 1987, this long-buried history has been revisited through commemoration and narrative, cinema and remembrance. Drawing on a wealth of secondary theoretical material as well as her own original research, Sylvia Li-chun Lin conducts a close analysis of the political, narrative, and ideological structures involved in the fictional and cinematic representations of the 2/28 Incident and White Terror. She assesses the role of individual and collective memory and institutionalized forgetting, while underscoring the dangers of re-creating a historical past and the risks of trivialization. She also compares her findings with scholarly works on the Holocaust and the aftermath of the atomic bombings of Japan, questioning the politics of forming public and personal memories and the political teleology of "closure." This is the first book to be published in English on the 2/28 Incident and White Terror and offers a valuable matrix of comparison for studying the portrayal of atrocity in a specific locale.

Die Kulturwissenschaftlerin wurde an der Universität Hildesheim am Institut für Philosophie promoviert.     In der Studie wird zunächst das Verhältnis von Ordnung und Moral einerseits und wirtschaftlichen Entwicklung andererseits auf einer allgemeinen Ebene diskutiert. Mit den dabei gewonnenen Erkenntnissen wird dann die wirtschaftliche Entwicklung Taiwans interpretiert. Für Taiwan bestanden in Hinblick auf Ordnung außerordentlich günstige Voraussetzungen (z.B. politischer und militärischer Druck, bestehende Machtstruktur), aber in Bezug auf Handlungsrecht gab es auch entwicklungsfeindliche Elemente, wie z.B. zögernde Liberalisierung der Inlandsmärkte, Bildungssektor und Kapitalmärkte unterlegen strikter Regulierung.Der sich durch den Wirtschaftsaufschwung abzeichnende Wertewandel hat zwar dem erfolgsorientierten Leistungsdenken einen noch höheren Wert beigelegt, zugleich aber auch die Bereitschaft verringert, gegebenes Recht zu respektieren und ungeschriebene Fairnessregeln einzuhalten. Zum Schluß wird noch untersucht, ob das Modell Taiwans für die Dritte Welt als Grundlage dienen kann.
