    As a major hub for global trade and travel, Singapore was badly affected by the Covid-19 global pandemic. However, the city-state has since managed to curb local transmission of the coronavirus and return employment levels to pre-pandemic levels. These positive outcomes are a result of Singapore’s social policy response to Covid-19. In this report, I highlight the range of labour market interventions that were implemented to maintain employment and blunt the economic impacts of the pandemic. These include a Jobs Support Scheme that subsidised a significant portion of the resident wage bill for firms and employers, a Self-Employed Income Relief Scheme to support self-employed persons, and a Covid-19 Support Grant to help those who were laid off from their jobs during the Covid-19 pandemic. A range of cash pay-outs and subsidies were also provided to households and citizens while subsidies and grants were introduced to support retraining and education in the Singaporean workforce. In sum, Singapore’s social policy response to Covid-19 has focused on maintaining employment and self-sufficiency among its resident population, with financial support provided to the poor and unemployed.

    A key feature of the demographic transition in prosperous East Asian and other developing Southeast Asian states is fertility decline. Various pro-natalist policy measures, including baby bonuses and universal child care, have been undertaken by governments in the region, often with disappointing results. Like other social institutions in modern societies, housing can play a vital role in shaping fertility decisions, but its effect on fertility has largely remained unexamined. The ambiguous effect of housing affordability found in existing literature constrains the ability of governments to truly tap in to its potential to curtail fertility decline. This paper seeks to address this gap by empirically examining this often-neglected relationship between house prices and fertility rates. It examines the relationship through the mechanism of housing wealth formation in Singapore, a country with one of the lowest replacement levels in the region but also with one of the largest public housing markets in the world. It uses the resale price of public flats to test whether this wealth formation can potentially increase the likelihood of having more children. By doing a cointegration analysis of housing, income, and fertility, the paper confirms the "no flat, no child" belief prevalent among young Singaporeans. It finds a negative long-run effect: a unit increase in the prices of resale flats reduces the total fertility rate (TFR) by 0.0036, statistically significant at 1%. Income is also found to negatively affect fertility. The variables included in the error correction model are also sensitive to disequilibrium. The resale prices also Granger cause the TFR both in the short and long run, and the effect is bidirectional. The paper emphasizes how imperative it is for policymakers to seriously consider this effect in crafting housing and population policies. Pro-natalist measures may prove inadequate if other aspects of family living in Singapore do not significantly change. Governments faced by a steady fertility decline need to consider how housing affordability can be used as an instrument to drive up fertility rates.

    This paper reviews the development and implementation of congestion control policies in Singapore since the introduction of the Area Licensing Scheme in 1975. It examines the city state’s experience of vehicle quotas, cordon charging and electronic road pricing. It also looks at developments in public transport and urban planning to improve accessibility and congestion control. Both public attitudes to congestion policies and their economic effects are discussed and analysed.

    This study uses data from the Singapore Life Panel to investigate the effects of age-related policy reforms on older adult labor supply behaviors in Singapore. We first evaluate the impact of the Retirement and Re-employment Act (RRA) reform in 2017, which raised the maximum re-employment age from 65 to 67 years for those who were able to claim pension benefits at age 64. We find that the RRA reform reduced the probability of unemployment among people aged 66 years by 5.8 percentage points and increased the probability to continue working in the longest-held job during the lifetime by 11.4 percentage points. Second, we examine the impact of the pension-eligibility age reform of 2018, which raised the pension-eligibility age from 64 to 65 years for those who were protected by the mandatory labor protection and re-employment policy up to the age of 67 years. This rise in the pension-eligibility age increased the probability of full-time employment by 8.2 percentage points and reduced the probability of part-time employment by 5.7 percentage points among people aged 64 years. These two reforms promoted employment among older adults in different ways. Specifically, enhanced employment protection at age 66 increased the older adults' labor supply in the extensive margin, resulting in a welfare improvement for older adults since those who had been underemployed were less likely to be so after the reform. Still, their ineligibility to claim their pension at age 64 lowered their economic well-being because it increased their labor supply in the intensive margin to supplement the delay in pension benefits.

    "Lion City Narratives: Singapore Through Western Eyes fulfils four aims. First, it is a study of subjective Western impressions of Singapore's 145 years (1819⁰́₃1963) of colonial history. The study is not meant to be an in-depth historical analysis of Singapore, but rather to give the reader an impressionistic account of how Western residents viewed Singapore over the decades. Second, this study could be seen as a short biography of Singapore's evolution as a city. The chapters on the imageability of Singapore and its urban morphology provide a holistic perspective of Singapore's urban dynamics. Third, this book provides a cultural insight into Singapore's population, both White residents and transient visitors, as well as the locals or Asians. Fourth, it opens a window into Singapore's development at a time when the West was at its cultural zenith and when Great Britain was the principal superpower of the 19th century. Hence Singapore carried twin colonial legacies ⁰́₄ it was the archetype trading emporium between East and West, and it became, for the British, the major point d'appui for defence. Finally, the Singapore colonial narrative is set in a broader academic discourse that allows the reader to see a wider picture of Singapore's colonial development. The book does not attempt to make a definitive statement about the Western involvement in Singapore; it deals more with an association of many subjective Western perspectives that add colour to the liveability of the tropics, perceptions of the exotic Orient, and the myriad views of ethnic groups. Without the Western writings, paintings, and maps, academia would have minimal records of Singapore's development. As a new colony in the early 19th century however, Singapore's growth has been extremely well documented. This book will appeal to Singaporeans interested in understanding Singapore's colonial past, Westerners interested in the Western cultural persona in the development of Singapore, researchers dealing with the urban development of less-developed countries and colonial development in the tropical world, and lastly, academics who are interested in Singapore and the region's political and economic development as a case study"--

    Abstract: This article analyses the depiction of school as a place of knowledge in contemporary poetry in English. In dealing with the poetry of Jean Breeze (Jamaica/GB), Gillian Clarke (Wales/GB), Carol Ann Duffy (England/GB), Thabo Jijana (South Africa), Meena Kandasamy (Tamil Nadu/India), Claudia Rankine (USA) and Edwin Thumboo (Singapore), it does not only enable the reader to draw pedagogical conclusions from poetic evidence. The article differentiates further between a poem’s potential of knowledge and its process of knowledge developed during its reception; taking, additionally, into account how its reception might interfere with the poem’s potential of knowledge and even with its author’s intention.
