    In einer ländlichen Region Ugandas (Busoga) versuchen die Menschen ihren durch den zunehmenden Einfluss der Globalisierung erschwerten Lebensbedingungen zu begegnen und sich Handlungsspielräume zu schaffen. Aus postkolonialer Perspektive untersucht die Autorin die Rolle solidarischen Wirtschaftens hierbei. Dessen Nutzen als Überlebensstrategie wird ebenso beleuchtet wie sein Potenzial, Alternativen zu konventionellen Ansätzen wirtschaftlicher Entwicklung zu denken. An die Stelle westlichen „Expertentums“ tritt gelebte Erfahrung aus dem globalen Süden. Die Autorin beschreibt den Einfluss der Globalisierung auf den Alltag der Bevölkerung sowie auf soziale Ungleichheiten und stellt ihren postkolonialen Forschungsansatz detailliert dar. In a rural region of Uganda (Busoga), people are trying to manage their everyday lives and gain agency despite the negative effects of globalisation on their living conditions. In this book, from a postcolonial perspective, the author examines the role of solidarity-based economic activities in that process. She illuminates both the usefulness of solidarity-based economic activities as a survival strategy and their potential to offer alternatives to conventional approaches to economic development. Western ‘expertise’ is replaced by lived experiences from the global South. The author describes the influence of globalisation on the everyday life of the population as well as on social inequalities and presents her postcolonial research approach in detail.

    Focusing on Asian economies over the period 2006 to 2019, we find that while nonbank finance appears to complement rather than substitute credit provision by the traditional banking sector, weaker regulatory quality is an important driving factor. Moreover, while we find that central bank policy rates countercyclically affect credit provision by nonbanks, impulse responses to monetary policy shocks with and without nonbank finance indicate that the effectiveness of monetary policy as a transmission channel to GDP growth, inflation, house prices, and traditional bank credit is weakened in the presence of nonbank finance. Our paper has implications for monetary policy implementation, potentially incorporating nonbanks into central bank operations and liquidity provision, as well as for financial supervisors in mitigating regulatory arbitrage.

    In the West, Russia’s nuclear deterrence strategy is often described as one of “escalate to deescalate”. The thinking goes that Moscow is prepared to use nuclear weapons at an early stage in a conflict in order to “deescalate” and terminate the confrontation quickly in its favour. However, Russia’s official military doctrine, nuclear exercises of the Russian military, and debates among political and military elites have so far pointed in a different direction. With the concept of “strategic deterrence”, Russia has developed a holistic deterrence strategy in which nuclear weapons remain an important element. Yet, to gain more flexibility below the nuclear threshold in order to manage escalation, the strategy also conceptualises a broad range of non-military and conventional means. Given Russia’s dwindling arsenal of conventional precision weapons due to its war against Ukraine as well as the strategic adaptation of the North Atlantic Treaty Organization (NATO), Russia’s strategy is likely to change: In the coming years, Russia’s reliance on its non-strategic nuclear weapons will probably increase. These developments could both undermine crisis stability in Europe and further impede the prospects for nuclear arms control in the future.
