    In einer ländlichen Region Ugandas (Busoga) versuchen die Menschen ihren durch den zunehmenden Einfluss der Globalisierung erschwerten Lebensbedingungen zu begegnen und sich Handlungsspielräume zu schaffen. Aus postkolonialer Perspektive untersucht die Autorin die Rolle solidarischen Wirtschaftens hierbei. Dessen Nutzen als Überlebensstrategie wird ebenso beleuchtet wie sein Potenzial, Alternativen zu konventionellen Ansätzen wirtschaftlicher Entwicklung zu denken. An die Stelle westlichen „Expertentums“ tritt gelebte Erfahrung aus dem globalen Süden. Die Autorin beschreibt den Einfluss der Globalisierung auf den Alltag der Bevölkerung sowie auf soziale Ungleichheiten und stellt ihren postkolonialen Forschungsansatz detailliert dar. In a rural region of Uganda (Busoga), people are trying to manage their everyday lives and gain agency despite the negative effects of globalisation on their living conditions. In this book, from a postcolonial perspective, the author examines the role of solidarity-based economic activities in that process. She illuminates both the usefulness of solidarity-based economic activities as a survival strategy and their potential to offer alternatives to conventional approaches to economic development. Western ‘expertise’ is replaced by lived experiences from the global South. The author describes the influence of globalisation on the everyday life of the population as well as on social inequalities and presents her postcolonial research approach in detail.

Informed by theories of dramaturgy, sociology, new historicism, and cultural criticism, this close reading of literary and historical texts gives us a new perspective on the politics of the Roman empire--and on the languages and representation of power

    When Nero took the stage, the audience played along--or else. The drama thus enacted, whether in the theater proper or in the political arena, unfolds in all its rich complexity in Actors in the Audience. This is a book about language, theatricality, and empire--about how the Roman emperor dramatized his rule and how his subordinates in turn staged their response. The focus is on Nero: his performances onstage spurred his contemporaries to reflect on the nature of power and representation, and to make the stage a paradigm for larger questions about the theatricality of power. Through these portrayals by ancient writers, Shadi Bartsch explores what happens to language and representation when all discourse is distorted by the pull of an autocratic authority. Some Roman senators, forced to become actors and dissimulators under the scrutinizing eye of the ruler, portrayed themselves and their class as the victims of regimes that are, for us, redolent of Stalinism. Other writers claimed that doublespeak--saying one thing and meaning two--was the way one could, and did, undo the constraining effects of imperial oppression. Tacitus, Suetonius, and Juvenal all figure in Bartsch's shrewd analysis of historical and literary responses to the brute facts of empire; even the Panegyricus of Pliny the Younger now appears as a reaction against the widespread awareness of dissimulation. Informed by theories of dramaturgy, sociology, new historicism, and cultural criticism, this close reading of literary and historical texts gives us a new perspective on the politics of the Roman empire--and on the languages and representation of power

    In the process of agenda setting, the U. S. Supreme Court is limited to selecting from among only those cases brought before it. Despite this limitation, the justices possess considerable discretion and can reshape the issues in a case as a means of advancing their policy preferences. With data drawn from the Court's opinions, we find that, over the past twenty-five years, the justices have evinced a frequent willingness to expand the issues on their plenary docket and resolve questions not formally presented by the parties. We conclude that, notwithstanding informal norms that disapprove of this practice, issue fluidity is an important component in a continuous program of agenda building.     Der Präsident des israelischen "Supreme Court" legt dar, daß der Oberste Gerichtshof (Berufungsgericht und "High Court of Justice") von prägender Bedeutung für das politische und gesellschaftliche System Israels ist. Vor allem durch Rechtsbildung ("judicial law-making") und Normenkontrolle erfüllt er drei Funktionen: Umsetzung der in der Verfassung niedergelegten Grundwerte, Angleichung des Rechts an die gesellschaftliche Realität sowie Schutz des jüdischen und demokratischen Charakters des Staates Israel. Einleitend argumentiert Barak, daß Israel mittlerweile sehr wohl eine formale Verfassung hat, auch wenn diese nicht aus einem sondern aus mehreren Dokumenten, den (bisher elf) "Basic Laws", besteht und in einigen Bereichen noch ergänzungsbedürftig ist.     This article is concerned with the debate about interdisciplinary methods in international law, in particular the turn to International Relations. It finds the historical critique of Martti Koskenniemi grounded in a more methodological issue: the turn toward a redefinition of norm properties impedes on the critical discursive quality of law. Shaping this historical critique into a research question that allows for meaningful engagement, the article discusses Koskenniemi’s charges drawing on recent constructivist scholarship. Giving an account of what it means to be ‘obliged’ to obey the law, this article defends the coherence of Koskenniemi’s position and suggests that we should take the critique of the interdisciplinary project between law and International Relations seriously. While it agrees that a significant part of the discourse fails to appreciate the particularities of the law, it suggests that understanding legal obligations requires taking the institutional autonomy of the law into account. Respecting this autonomy, in turn, points to a multi- instead of an interdisciplinary project. The reflexive formalist conception of the law that this article advocates captures the obligating nature of the law, independent of the normative content of particular rules.

    This article argues that Critical IR theory’s (CIRT) claims to reflexivity, its engagement with “difference,” and its emancipatory stance are compromised by its enduringly Eurocentric gaze. While CIRT is certainly critical of the West, nevertheless its tendency toward “Eurofetishism”—by which Western agency is reified at the expense of non-Western agency—leads it into a “critical Eurocentrism.” While this Eurofetishism plays out differently across the spectrum of CIRT, nevertheless all too often the West is treated as distinct from the non-West such that a fully relational conception of the West—one in which the non-West shapes, tracks, and inflects the West as much as vice versa—is either downplayed or dismissed altogether. Our antidote to this problem is to advance such a relational approach that brings non-Western agency back in while simultaneously recognizing that such agency is usually subjected to structural constraints. This gives rise to two core objectives: first, that non-Western agency needs to be taken seriously as an ontologically significant process in world politics, and second, that it needs to be explored in its complex, manifold dimensions. Here we seek to move beyond the colonial binaries of non-Western “silence vs. defiance” and an “all-powerful West vs. powerless non-West.” For between these polarities lies a spectrum of instantiations of non-Western agency, running from the refusal to be known and categorized by colonial epistemes to mundane moments of everyday agency to the embrace of indigenous cosmologies through to modes of developmental and global agency. Sometimes these speak back to the West, and at other times they occur for reasons Other-wise. Ultimately we call for a relational sociology of global interconnectivities that problematizes CIRT’s Eurofetishization of the West as a separate, self-generating, self-directed, and hyper-autonomous entity.

    This article is about rhetorical framing and its effects on foreign policy outcomes – specifically in intra-alliance relations. It argues that leaders’ attempts to change the framing of existing security concepts alter the context – and cost – of alliance cooperation. In particular, I highlight the mechanism of rhetorical entrapment as the causal link between initial rhetorical action and the changed context of alliance cooperation. While previous studies of rhetorical entrapment have focused on individual-level reputational costs – such as moral shaming or political backlash when hypocrisy is exposed – I focus on the socially constructed nature of political rhetoric and the consequences of language use. That is, I explore why leaders are compelled to choose certain security rhetoric in the first place and how social resonance and audience receptivity can present unintended political constraints and hidden costs. In this way, the findings from this article contribute to two separate bodies of work in the field of International Relations that have yet to be examined closely in tandem: the role of foreign policy rhetoric employed by leaders as part of their political legitimation strategies, and the domestic politics of alliance cooperation. Through comparative case studies of Japan and South Korea prior to and during the early stages of the Iraq War, I demonstrate the role of rhetorical entrapment in explaining the politics of alliance cooperation.

    Why do states intentionally and publicly violate international norms, even when they anticipate (social or material) costs for doing so? Unfortunately, constructivist scholarship on norm-dynamics lacks a well-developed account of deliberate and open norm transgressions. This gap in the literature has led to a limited understanding of resistance to international norms. Constructivist scholarship on norm-dynamics often treats compliance as an inherent “good” that all states move toward. However, I argue that public acts of norm noncompliance can serve important social functions and are strategically performed by states in pursuit of specific (social or material) ends. I demonstrate that states will overtly and self-consciously violate international norms to either assert their identity as insiders or outsiders in international society or to contest those categories altogether. Drawing on work in sociology and the social psychology of deviance, I develop the concept of norm transgressions to capture intentional and purposeful violations of international norms. I present a typology of norm transgressions (rejective, adaptive, inclusionary, and exclusionary) to provide the groundwork for future scholarship on overresistance to international norms. The concept of norm transgression bears important implications for our understanding of deviancy, institutional compliance, and normative change in international politics.

    What are the domestic determinants of international conflict? I employ elements of salience theory to build an issue emphasis approach to foreign policy. I argue that parties and candidates in democracies credibly signal their foreign policy position prior to their election and that leaders live up to their foreign policy position. Significant research explains how both the behavior of other states and domestic political institutions may constrain leaders, so there are reasons to doubt leaders may be able to match deeds with words. Some scholars have integrated measurements of partisanship into their theoretical explanations, but extant scholarship has not effectively introduced the foreign policy position of the executive into the equation. Using this approach, we can connect competing foreign policy platforms to conflict behavior in a new way. I estimate initiation of militarized interstate disputes by democracies from 1951–2000 in the empirical test, and the results provide support for the hypothesis.

    The United Kingdom’s awkward relationship with the countries on the European continent reflects the ambiguity of its national identity, wavering between European engagement and the English-speaking peoples, as much as differences over economic interests. The founding narrative of West European integration, after the Second World War, has also weakened with generational change, the end of the Cold War and eastern enlargement. Developing persuasive new narratives both for the United Kingdom and the European Union (EU) are necessary but difficult tasks for continuing cooperation.
