    Schwellenländer wie Indien und China klettern auf der technologischen Leiter scheinbar unaufhaltsam nach oben. Eine der zentralen Fragen der Globalisierung ist nun, ob es Teile der Wertschöpfungskette gibt, die nicht aus den Industrieländern abwandern können. Dieser Breicht liefert neue Belege dafür, dass es regionalspezifische Vorteile gibt: Dazu gehören das Know-how hochspezialisierter Firmen und gut ausgebildeter Beschäftigter sowie Innovationssysteme, die sich offenbar nicht beliebig in andere Länder mir niedrigeren Arbeitskosten transferieren lassen. - Despite concern about the negative impacts of globalisation on the economies of OECD regions, notably the loss of manufacturing jobs and enterprise relocation, this report presents evidence that region-specific advantages - embedded in specialised firms, skilled labour and innovation capacity - remain a significant source of productivity gain for firms, even for the largest multinational enterprises. A new geography of production is emerging, based around both old and new regional hubs in OECD and non-OECD countries. National and regional governments in OECD countries are looking for ways to ensure that regions maintain a competitive edge in industries that generate wealth and jobs. This report looks at how different regions are responding to these challenges and the strategies they have adopted to support existing competitive advantages and to transform their assets to develop new competitive strengths.

    We use a temporary ban on inter-province shipping of live hogs induced by the 2018 outbreak of African Swine Fever (ASF) in China as a natural experiment to study spatial mechanisms behind the dynamics of market integration. With a unique dataset of weekly provincial hog prices, we employ a novel spatial network model to estimate the strength of price co-movement across provinces pre and post the ban. Results indicate that, in the highly integrated national market prior to the ban, longer geographical distances between two provinces did not weaken the strength of their price linkage. The ban broken down spatial integration. Longer distances became a significant obstacle to spatial price linkage in the post-ban periods, implying faster re-integration of hog prices between proximate provinces than remote ones. The negative effect of distance can be rationalized by the interplay between arbitrage opportunities and imperfect information. Our findings highlight information transparency as a key to market integration post shipping bans used to curb animal pandemics like ASF

    This paper shows that local productivity spillovers propagate throughout the economy through the plant-level networks of multi-region firms. Using confidential Census plant-level data, we show that large manufacturing plant openings not only raise the productivity of local plants but also of distant plants hundreds of miles away, which belong to multi-region firms that are exposed to the local productivity spillover through one of their plants. To quantify the significance of plant-level networks for the propagation and amplification of local productivity shocks, we develop and estimate a quantitative spatial model in which plants of multi-region firms are linked through shared knowledge. Our model features heterogeneous regions, which interact through goods trade and labor markets, as well as within-location, across-plant heterogeneity in productivity, wages, and employment. Counterfactual exercises show that while knowledge sharing through plant-level networks amplifies the aggregate effects of local productivity shocks, it widens economic disparities between individual workers and regions in the economy

    Migration of Creativity - A Literature Review of a Growing Field Recent years have generated a growing literature on the location dynamics and migration patterns of talents. The underlying argument is that if regions are capable of attracting and retaining talents they have better odds for being competitive in a knowledge economy that is said to be increasingly dependent upon creative inputs. Contributions to this debate range from an emphasis on the role of amenities to the evolutionary trajectories of regions as explanations for why some regions succeed in attracting creative mindsets while other regions do not. Many of these contributions combine insights from different disciplines. This paper aims to offer a systematic review of the literature within this growing field.

    U.S. invention has become increasingly concentrated around major tech centers since the 1970s, with implications for how much cities across the country share in concomitant local benefits. Is invention becoming a winner-takes-all race? We explore the rising spatial concentration of patents and identify an underlying stability in their distribution. Software patents have exploded to account for about half of patents today, and these patents are highly concentrated in tech centers. Tech centers also account for a growing share of non-software patents, but the reallocation, by contrast, is entirely from the five largest population centers in 1980. Non-software patenting is stable for most cities, with anchor tenants like universities playing important roles, suggesting the growing concentration of invention may be nearing its end. Immigrant inventors and new businesses aided in the spatial transformation

    30 Jahre nach der deutschen Wiedervereinigung bestehen weiterhin deutliche regionale Disparitäten zwischen Ost- und Westdeutschland. Zusätzlich verschärft der Kohleausstieg strukturelle Probleme in den deutschen Kohleregionen. In politischen Handlungskonzepten werden dabei immer auch Investitionen in die Fernstraßeninfrastruktur als eines der anzuwendenden Mittel zur Unterstützung des Strukturwandels genannt. In der wissenschaftlichen Literatur finden sich verschiedene theoretische und empirische Ansätze zur Bewertung der Auswirkungen von Fernstraßeninfrastruktur auf die regionalwirtschaftliche Entwicklung mit teilweise gegensätzlichen Implikationen. Ziel dieser Arbeit ist es, anhand einer systematischen Literaturanalyse und einer Einordnung der empirischen Studien anhand ihrer theoretischen Grundansätze zu untersuchen, wie sich Fernstraßeninvestitionen auf die wirtschaftliche Entwicklung von strukturschwachen Regionen auswirken und welche ökonomischen Effekte dabei unter welchen Bedingungen eintreten. Anhand der Einordnung dieser Effekte wird weiterhin diskutiert, inwiefern Fernstraßeninvestitionen eine sinnvolle Maßnahme zur Förderung strukturschwacher Regionen sein können. Aus den komplexen und teilweise gegensätzlichen Effekten von Fernstraßeninvestitionen auf die regionale wirtschaftliche Entwicklung, folgt, dass Fernstraßeninvestitionen nicht pauschal als Mittel zur Förderung strukturschwacher Regionen angewandt werden können. Viel mehr unterstreichen die Ergebnisse dieser Arbeit, dass eine enge Zusammenarbeit zwischen der Planung der Investitionen in die Fernstraßeninfrastruktur und der Regionalförderung unabdingbar ist. Im Rahmen der BVWP ist demnach zusätzlich zu einer konventionellen NKA eine fachlich begleitete Analyse der zu erwartenden Effekte durchzuführen, die gegebenenfalls durch Simulationsmodelle unterstützt werden kann.

    We develop a general equilibrium model of frictional labor reallocation across firms and regions, and use it to quantify the aggregate and distributional effects of spatial frictions that hinder worker mobility across regions in Germany. The model leverages matched employer-employee data to unpack spatial frictions into different types while isolating them from labor market frictions that operate also within region. The estimated model shows sizable spatial frictions between East and West Germany, especially due to the limited ability of workers to obtain job offers from more distant regions. Despite the large real wage gap between East and West of Germany, removing the spatial frictions leads, in equilibrium, to only a small increase in aggregate productivity and it mostly affects the within-region allocation of labor to firms rather than the between-region allocation. However, spatial frictions have large distributional consequences, as their removal drastically reduces the gap in lifetime earnings between East and West Germans

    Global warming is a worldwide and protracted phenomenon with heterogeneous local economic effects. In order to evaluate the aggregate and local economic consequences of higher temperatures, we propose a dynamic economic assessment model of the world economy with high spatial resolution. Our model features a number of mechanisms through which individuals can adapt to global warming, including costly trade and migration, and local technological innovations and natality rates. We quantify the model at a 1 degree * 1 degree resolution and estimate damage functions that determine the impact of temperature changes on a region's fundamental productivity and amenities depending on local temperatures. Our baseline results show welfare losses as large as 15% in parts of Africa and Latin America but also high heterogeneity across locations, with northern regions in Siberia, Canada, and Alaska experiencing gains. Our results indicate large uncertainty about average welfare effects and point to migration and, to a lesser extent, innovation as important adaptation mechanisms. We use the model to assess the impact of carbon taxes, abatement technologies, and clean energy subsidies. Carbon taxes delay consumption of fossil fuels and help flatten the temperature curve but are much more effective when an abatement technology is forthcoming
