    It is common knowledge that mobile individuals are difficult to tax. Governments accommodate these difficulties by granting special tax reductions to mobile individuals as it is expedient to get some tax revenue from these individuals rather than to lose them as tax payers completely. Taxing according to expediency is, however, criticized by ordinary tax payers who claim that the basic principles of tax equity are consequently violated. Therefore governments have to solve a difficult trade off between the two goals in order to survive. The variables entering in this optimization process remain disguised in the normal case of a representative democracy. In a direct democracy, however, the trade-off between tax expediency and tax equity principles is revealed by voters. In this paper we distinguish between situations where voters vote instrumentally in favour of tax expediency and where voters vote expressively in favour of equity principles. A popular vote in the canton of Zurich of 2009 serves as a natural experiment for testing the instrumental versus expressive voter hypotheses. We find that instrumental voting prevails in small rural municipalities and expressive voting in larger cities. As expressive voters are in majority in the canton, they exert a cross border externality by imposing their will on the majority decisions of the smaller municipalities. This observation may be of a particular importance when, on the federal level, expressive urban voters may impose their will on the voters of rural cantons voting instrumentally. -- political economics of taxation

    This paper investigates the 2001 referendum on the Allianz-Arena, a professional soccer stadium in Munich, Germany, with respect to lifestyle-specific voter preferences. Using political party affiliation and milieu probabilities as proxy variables, we find that lifestyle-specific preferences, values and attitudes more significantly contribute to the explanation of voting outcome compared to traditional strata-orientated indicators of economic wealth. Thus, lifestyle, preferences, tastes and attitudes are not proportionally related to income.     This article investigates the 2008 referendum held in opposition against the "Mediaspree", a major urban development project in Berlin that has been perceived as a threat of displacement of local residents and culture. Using precinct level data we find a high degree of localized resistance around the project area, conditional on socio-demographic characteristics. Comparison to local appreciation rates shows that in an environment of very low owner occupancy public (re)development projects are opposed the more residents associate an increase in area valuation. This effects is, however, not strong enough to explain the localized resistance. Considering a micro-level data set on music nodes, our results suggest that resistance is rather attributable to a feared loss of specific cultural amenities and neighborhood character. -- Cultural Amenities ; Urban Development ; Displacement ; Hedonic Modeling ; Mediaspree

    By examining voting behavior in a referendum on the construction of a concert hall in Germany, I show that political ideology influences cultural policy. The results suggest that resistance to the concert hall was particularly strong in electoral districts in which majorities of citizens vote for the social democrats. By contrast, constituents of rightwing parties voted more in favor of the project. This voting pattern indicates that cultural policy is ideology-induced. The direct-democratic vote against the concert hall is not in line with the voting behavior of the representatives in the city council. My findings thus show that the voting behavior of political representatives may be decoupled from the preferences of their constituents even in closely knit jurisdictions in which the principal-agent relationship between voters and representatives is usually thought to favor the principals. Moreover, this decoupling has been documented for a policy issue that does not require substantial information or specialized knowledge to be evaluated but rather voters' decisions are based on ideological convictions.

    In existing models of direct democratic institutions, the median voter benefits, but representative politicians are harmed since their policy choices can be overridden. This is a puzzle, since representative politicians were instrumental in creating these institutions. I build a model of direct democracy that explains why a representative might benefit from tying his or her own hands in this way. The key features are (1) that voters are uncertain about their representative’s preferences; (2) that direct and representative elections are complementary ways for voters to control outcomes. The model shows that some politicians benefit from the introduction of direct democracy, since they are more likely to survive representative elections: direct democracy credibly prevents politicians from realising extreme outcomes. Historical evidence from the introduction of the initiative, referendum and recall in America broadly supports the theory, which also explains two empirical results that have puzzled scholars: legislators are trusted less, but reelected more, in US states with direct democracy. I conclude by discussing the potential for incomplete information and signaling models to improve our understanding of institutional change more generally. -- Direct democracy ; institutional change ; referendum

    "This paper presents a game theory model of the strategic interaction between Khartoum and Juba leading up to the referendum on Sudan's partition in 2011. The findings show that excessive militarization and brinksmanship is a rational response for both actors, neither of which can credibly commit to lower levels of military spending under the current status quo. This militarization is often at the expense of health and education expenditures, suggesting that the opportunity cost of militarization is foregone economic development. These credibility issues might be resolved by democratization, increased transparency, reduction of information asymmetries, and efforts to promote economic and political cooperation. The paper explores these devices, demonstrating how they can contribute to Pareto preferred outcomes in equilibrium. The authors characterize the military expenditure associated with the commitment problem experienced by both sides, estimate its costs from data for Sudan, and identify the opportunity cost of foregone development implied by continued, excessive, and unsustainable militarization.     Airport noise is costly. Airport location is typically associated with lower property prices. Airport expansion often sparks protests by local residents. In this paper, I provide new evidence on the costs of airport-related noise (and other disamenities of airports) for individuals. In contrast to previous work, I analyze voting results on restricting airport operations. Using data from a referendum on the closure of one of Berlin's inner-city airports, Tempelhof, I find that voting behavior is not primarily explained by exposure to airport disamenities.     This article incorporates a political decision process into an urban land use model to predict the likely location of a public good. It fills an important gap in the literature by modeling the endogenous location of open space. The article compares open space decisions made under a majority-rules voting scheme with welfare-improving criterion and finds households tied to a location in space compete against each other for public goods located nearer them. Significant differences emerge between the two decision criteria, indicating that requiring referenda for open space decisions is likely to lead to inefficient outcomes. Specifically, many open space votes are likely to fail that would lead to welfare improvements, and any open space decisions that do pass will require amenities larger than needed to achieve the social optimum. The more dispersed and large the population, the larger is the gap between the socially efficient level and the level needed for a public referendum to pass.

    Using a new dataset of Swiss cantons from 1890 to 2000, we estimate the causal effect of direct democracy on government spending. Our analysis is novel in two ways: first, we use fixed effects to control for unobserved heterogeneity; second, we combine a new instrument with fixed effects to address the potential endogeneity of institutional reform. We find that direct democracy has a constraining, but modest effect on spending. Our estimates suggest that a mandatory budget referendum reduces canton expenditures by 9 percent. A decline in the signature requirement for the voter initiative by one percent reduces spending by 2.2 percent. We find no evidence that direct democracy at the canton level results in higher local spending or a more decentralized government.

    In November 2005, 55.7 percent of 2 million Swiss voters approved a 5-year moratorium (ban) on the commercial cultivation of genetically modified (GM) plants within Switzerland. The present study examines how individual voting decisions were determined by (i) socioeconomic characteristics, (ii) political preference/ideology and (iii) agreement with a series of arguments in favour and against the use of GM plants in Swiss agriculture. The analysis is based on the data of the regular voter survey undertaken after national-level voting decisions in Switzerland. Among the socioeconomic characteristics, only the age group was clearly significant with individuals above 65 years less opposed to crop biotechnology. Several political preference/ideology variables were significant determinants of the vote, most notably the preferences about the role of the state in the economy. Perceived consequences of the use of GM plants for health, natural diversity of plants and animals were also strongly and significantly associated with approving and disapproving voter groups. The disapproving votes were not motivated by perceived benefits of GM-food production but mainly by perceived interests of Swiss science and industry. Our findings suggest that current concerns about the use of genetically engineered plants in agriculture may not automatically decrease with higher levels of education/knowledge and generational change. Furthermore, the analysis of the voter motives suggests that the public support for GM-free agricultural production would be even larger in other countries, where industrial interests in crop biotechnology are less pronounced. -- Externalities ; genetically modified organisms (GMO) ; public goods ; voting

    Die direkte Demokratie fungiert heute auf den ersten Blick als eine Art Gretchenfrage des deutschen Staatsrechts, aber auch der Parteienlandschaft. In der Ägide eines hyperpragmatischen Politikverständnisses scheint die Einstellung zu Elementen direkt-demokratischer Willensbildung zuweilen der letzte Ort ideologischer Bekenntnisse zu sein: Linke sprechen sich dafür aus, solche Elemente auf Bundesebene einzuführen und auf Landesebene zu stärken, Rechte dagegen setzen ausschließlich auf das Modell der repräsentativen Demokratie. Doch bei genauerem Hinsehen ist natürlich auch in Punkto direkte Demokratie die Sache viel komplizierter. Die Linken müssen feststellen, dass mittels von Volksentscheiden sich nicht nur der von ihnen angesonnene gesellschaftliche Fortschritt vorantreiben lässt, sondern auch vermeintlich rechteThemen das Potential für eine erfolgreiche Mobilisierung der Bürger haben siehe zuletzt die Volksabstimmung über den Religionsunterricht in Berlin. Und ausgerechnet die CSU hat Volksabstimmungen nun in ihr politisches Herz geschlossen. Sie forderte in ihrem Wahlprogramm zur Europawahl 2009, zukünftige Vertragsänderungen, so sie wesentliche Kompetenzen der Mitgliedstaaten berühren, aber auch die Frage des Beitritts neuer Mitgliedstaaten dem Volk zur Entscheidung vorzulegen ...
