    Eingebettet in den Kontext der Außen- und Außenwirtschaftspolitik untersucht die vorliegende Arbeit die Rolle Deutschlands bei der Gründung des Weltpostvereins und dessen Ausgestaltung bis 1914. Im Zuge einer deutschen Initiative 1874 in Bern gegründet, etablierte der Weltpostverein eine europäisch-transatlantische Kommunikationsordnung, die bis zur Jahrhundertwende globale Geltung erlangte. Auf der Grundlage von deutschem, französischem und schweizerischem Archivmaterial sowie einer Fülle gedruckter Quellen untersucht die vorliegende Arbeit, wie das deutsche Kaiserreich die Gründung des Weltpostvereins und dessen globale Expansion im Rahmen einer politikfeldspezifischen Außenpolitik systematisch vorantrieb. Damit lenkt die Studie den Blick auf einen strukturellen Beitrag des Kaiserreichs zur Entwicklung einer zunehmend integrierten Weltwirtschaft um 1900. Embedded in the context of foreign and foreign economic policy, this thesis examines Germany's role in the founding of the Universal Postal Union and its shaping until 1914. Founded in 1874 in Bern as a result of a German initiative, the Universal Postal Union established a European-transatlantic communications order that achieved global validity by the turn of the century. Based on German, French, and Swiss archival material as well as a wealth of printed sources, this study examines how the German Empire systematically promoted the founding of the Universal Postal Union and its global expansion as part of a foreign policy specific to the political field. In doing so, the study directs attention to a structural contribution of the empire to the development of an increasingly integrated world economy around 1900.

    Im Jahr 2021 steht die internationale Staatengemeinschaft vor der Chance, die globale Digitalpolitik grundlegend zu reformieren. Ziel sollte es sein, ein globales, freies und offenes, stabiles und sicheres Internet zu garantieren und gleichzeitig ein verantwortliches Verhalten von Staaten im Cyberraum zu fördern. Die zwei entscheidenden Weichenstellungen liegen bei den Vereinten Nationen (VN): verbesserte Kooperationsmodelle für die gemeinsame Fortentwicklung der Internetpolitik und eine Implementierung der bereits formulierten Cybernormen. Eine reformierte digitale Kooperationsarchitektur kann die Internet Governance inklusiver und effektiver machen. Neue Instrumente können die aktuell gespaltene Debatte über Cybernormen voranbringen und das Verhalten von Staaten im Cyberspace vorhersagbarer machen. Vielversprechende Vorschläge liegen bereits vor und stehen im Mittelpunkt dieses Global Governance Spotlights.

    Indien ist seit den 1990er Jahren international aufgestiegen. Die wichtigsten Ursachen dieses Erfolgs waren die Wirtschaftsreformen seit 1991 und die neuen internationalen Konstellationen nach dem Ost-West-Konflikt. Beides verschaffte dem Land in globalen Fragen deutlich mehr Gewicht. Allerdings ist Indiens Aufstieg angesichts einer Reihe struktureller Defizite auf nationaler Ebene durchaus brüchig. So zählt Indien trotz seiner wirtschaftlichen Erfolge in vielen Bereichen zu den Schlusslichtern der G20. Indiens Aufstieg liegt im deutschen wie im europäischen Interesse. Die größte Demokratie gilt als Wertepartnerin und Mitstreiterin für eine regelbasierte internationale Ordnung sowie als zukunftsträchtiger Markt. Außerdem teilen Indien, Deutschland und Europa zunehmend geopolitische Interessen. Indien gilt als ein wichtiger Pfeiler der künftigen deutschen Indo-Pazifik-Politik. Eine Reihe von innenpolitischen Entwicklungen in Indien beeinträchtigt jedoch die Grundlagen der Zusammenarbeit. So ist seit 2014 ein Abbau demokratischer Verfahrensweisen und Institutionen zu beobachten, die 2020 verkündete neue Wirtschaftspolitik der Eigenständigkeit setzt eher auf partielle Abschottung denn auf weitere Integration in den Weltmarkt. Im Sinne eines realistischen Erwartungsmanagements sollten sich die deutsche und europäische Politik deshalb eher an gemeinsamen Interessen denn an Werten orientieren.

    2020 ist die Covid-19-Pandemie weltweit zu einem maßgeblichen Faktor internationaler Politik geworden. Ihre wirtschaftlichen, politischen und gesellschaftlichen Auswirkungen verstärken bestehende Trends und haben überdies systemverändernde Qualität. Die Dauer der Pandemie und die Fortschritte bei ihrer Bekämpfung sind schwer zu prognostizieren. Darum werden in dieser Studie Szenarien und Handlungsoptionen entworfen, die Entwicklungen der internationalen Ordnung, der Klima- und Nachhaltigkeitspolitik, der Impfstoffverteilung oder Pfade für migrationspolitische Zusammenarbeit betreffen. So schicksalhaft die Pandemie auch in das Leben und die Politik eingegriffen hat, so unabweisbar ist die Notwendigkeit, die Folgen auf nationaler, europäischer und globaler Ebene politisch zu gestalten. Hier bietet der anstehende Wechsel im Weißen Haus eine Gelegenheit für effektive inter­nationale Kooperation und abgestimmtes multilaterales Vorgehen. Noch hat die Pandemie der EU keinen effektiven Anstoß für größere Handlungsfähigkeit in der Gemeinsamen Außen- und Sicherheitspolitik gegeben, wohl aber einen wichtigen politischen Impuls für den EU Next Generation Fund und dessen Programmierung auf die Großprojekte Green Deal und Digitalisierung. Die Weltwirtschaft ist in die tiefste Rezession seit den 1930er Jahren gestürzt, die Abstände zwischen armen und reichen Staaten dürften grö­ßer werden. Die Pandemie verstärkt Tendenzen zu Regionalisierung und Relokalisierung von Liefer- und Wertschöpfungsketten. Konzepte für die Stärkung der Resilienz kritischer Wirtschaftssektoren erhalten mehr Auf­merksamkeit, bergen aber die Gefahr von wachsendem Protektionismus. Die Pandemie hat nicht zu einem Lockdown der Gewalt in Krisenzonen geführt. Während das Engagement für ziviles und militärisches Krisenmanagement nachließ, setzten Groß- und Regionalmächte ihre Rivalitäten um Status, Einfluss und Hegemonie fort. Deutschland und Europa stehen 2021 vor vielerlei Herausforderungen: Sie müssen einen Durchbruch bei der globalen Eindämmung der Pan­demie erzielen, die Wirtschaft im EU-Raum wieder ankurbeln, den Großprojekten Green Deal und Digitalisierung Zugkraft verleihen, die multi­laterale Kooperation revitalisieren, den Weg zur strategischen Autonomie Europas fortsetzen, dies mit einem Neustart der transatlantischen Beziehungen verbinden und fragile Länder des Südens stabilisieren. Zielkonflikte sind dabei unvermeidlich.

    A number of companies from the US and China plan to build networks of several thousand satellites each to enable access to the Internet from any point on Earth. These satellites will be stationed in low Earth orbit. If these plans are put into practice, the global Internet infrastructure will acquire a whole new dimension. This would have far-reaching consequences for Internet access, the security and resilience of Internet infrastructure, and power relations in global Internet governance. The home countries of the leading companies - above all the US, followed by China – would have extensive potential for political influence. They would be able to control, at the level of the Internet’s global infrastructure, the worldwide flows of information. This research paper draws two scenarios to illustrate the range of possible developments and the corresponding potential responses: one describes the development of global oligopolies, the other a form of politically regulated global competition. German and European political decision-makers should use regulations and public funding to work towards a future Internet infrastructure that is secure and reliable. The basis for this is the redundancy and diversity of the underlying technology. To this end, the new satellite constellations can be an important part of an appropriate mix of technologies. It would be both politically and economically desirable for Europe to build its own constellation.

    Eingebettet in den Kontext der Außen- und Außenwirtschaftspolitik untersucht die vorliegende Arbeit die Rolle Deutschlands bei der Gründung des Weltpostvereins und dessen Ausgestaltung bis 1914. Im Zuge einer deutschen Initiative 1874 in Bern gegründet, etablierte der Weltpostverein eine europäisch-transatlantische Kommunikationsordnung, die bis zur Jahrhundertwende globale Geltung erlangte. Auf der Grundlage von deutschem, französischem und schweizerischem Archivmaterial sowie einer Fülle gedruckter Quellen untersucht die vorliegende Arbeit, wie das deutsche Kaiserreich die Gründung des Weltpostvereins und dessen globale Expansion im Rahmen einer politikfeldspezifischen Außenpolitik systematisch vorantrieb. Damit lenkt die Studie den Blick auf einen strukturellen Beitrag des Kaiserreichs zur Entwicklung einer zunehmend integrierten Weltwirtschaft um 1900. Embedded in the context of foreign and foreign economic policy, this thesis examines Germany's role in the founding of the Universal Postal Union and its shaping until 1914. Founded in 1874 in Bern as a result of a German initiative, the Universal Postal Union established a European-transatlantic communications order that achieved global validity by the turn of the century. Based on German, French, and Swiss archival material as well as a wealth of printed sources, this study examines how the German Empire systematically promoted the founding of the Universal Postal Union and its global expansion as part of a foreign policy specific to the political field. In doing so, the study directs attention to a structural contribution of the empire to the development of an increasingly integrated world economy around 1900.

    India is a central partner for German and European foreign policy in the Indo-Pacific. The German Federal Government's autumn 2020 guidelines and the November 2021 coalition agreement both emphasise the importance of expanding relations with India. To advance the common cause of a multilateral and rules-based order in the Indo-Pacific, both sides should - in addition to deepening their bilateral relations - extend their cooperation to third countries. Such triangular cooperation could herald a new phase of the Indo-German strategic partnership.

    "Progress towards an equitable world" - this is the German government’s ambitious goal since taking over the G7 presidency in 2022. Since the 1970s, this club of seven major industrialised democracies has played an important role in discussing global affairs and developing policies to address major challenges facing the international order. Germany’s presidency was supposed to be characterised by a triad of ecological transformation, social cohesion and fiscal sustainability, but instead the agenda has been dominated by a triple crisis of geopolitical escalation in the wake of Russia’s invasion of Ukraine, democratic regression in several G7 member states and geo-eco­nomic disentanglement due to Covid-19. In order to deal with the multiple crises that pose grave dangers to the global community, the G7 should focus on inclusive societies, selective international cooperation and anticipatory governance.

    Earmarking financial contributions for specific geographic, thematic or other priorities has emerged as an important modality for funding multilateral development organisations. Earmarking has had positive consequences, such as the mobilisation of resources for multilateral organisations and new partnership modalities, including with non-state actors. Yet, there has been a rising concern about challenges relating to the effectiveness, efficiency and legitimacy of multilateral development cooperation. Understanding and addressing these negative aspects has gained a new urgency. The 2030 Agenda for Sustainable Development and the crisis of multilateralism make it imperative to tackle the downsides of earmarked funding and bring out its positive forces. This study was commissioned by the German Ministry for Economic Cooperation and Development. Germany is a latecomer to earmarking - the government has begun only in recent years to make use of earmarked funds at a larger scale. The study analyses the most important instruments of earmarked funding, studies practices of selected donors that supply large shares of earmarked funding, and analyses practices and consequences of earmarked funding with regard to the UN Development System and multilateral development banks. The study concludes with recommendations to the German government on how to improve its earmarking practices.

    The President of the United Nations General Assembly has appointed the German and Namibian permanent representatives as co-facilitators for the Summit of the Future. The summit is scheduled for September 2024. Its aim is to reinforce the UN and global governance structures to better address old and new challenges. That includes making progress on implementing the sustainable development goals (SDGs) by 2030. Given the current geopolitical tensions, this will be no easy task. At this juncture it is im­por­tant to get the process off to a good start in order to gather support, generate atten­tion and engender confidence.

    This paper offers a comparative analysis of Brazilian and Chinese partnerships with the United Nations (UN) as a mechanism and channel for policy transfer. In international policy travel flows, China and Brazil currently hold privileged places as hubs from which development-related policies travel and through which they circulate. Both countries have invested in systematising their development experience and transferring development policies within their regions and beyond - often through triangular cooperation, i.e. South-South cooperation supported by third actors such as UN entities. So far, however, this variegated engagement has remained under the radar of scholarly attention. To address this gap, we examine 35 policy transfer partnerships - 17 for Brazil and 18 for China - forged with different parts of the UN system over the last two decades. In order to offer a first systematic account of partnership trajectories, we provide an overview of partnership types (namely projects, programmes and policy centres) and transfer dimensions (including the policies themselves, transfer agents and transfer arrangements). Our comparative mapping presents an evolving landscape: while Brazil was first in institutionalising robust policy transfer partnerships with numerous UN entities and then slowed down, China started more cautiously but has significantly expanded its collaboration with the UN system since 2015. The partnerships analysed cover a substantial range of sectors, with a particular focus - for both Brazil and China - on agricultural policies. While Brazilian partnerships with the UN primarily engage with linkages between agriculture and social protection, however, China-UN partnerships focus more on productivity and market linkages. As the first comprehensive mapping and comparative analysis of Brazilian and Chinese policy transfer partnerships with the UN, this paper contributes to a better understanding of (triangular) cooperation schemes between international organisations and their member states, as well as debates about how policies deemed as successful travel around the globe.

    Europe is committed to revitalising its relations with Latin America and the Caribbean. This is evidenced by the numerous high-level visits from Germany and the EU to Latin American countries since the beginning of the year. In early June, the European Commission presented a "new agenda" for exchange with the region, and last month the German Bundestag's SPD parliamentary group released a position paper on the ways and reasons to strengthen the partnership. Slated to take place in July, the up­com­ing summit between the EU and the Community of Latin American and Caribbean States (CELAC) is expected to give new impetus to bi-regional relations. However, in order for such expressions of interest to be translated into a substantive reboot of the relationship, jointly developed initiatives will be needed. Such endeavours will need to account for and address changes in the triangular relationship between democracy, sustainable development and global governance.
