The official intention of the UNESCO World Heritage List is to protect the global heritage. However, the imbalance of the distribution of Sites according to countries and continents is striking. Consequently, the World Heritage Committee launched the Global Strategy for a Balanced, Representative and Credible World Heritage List in 1994. To date, there have not been any empirical analyses conducted to study the impact of this strategy. This paper shows that the imbalance did not decrease and perhaps increased over time, thus reflecting the inability of the Global Strategy to achieve a more balanced distribution of Sites. -- UNESCO ; international organizations ; international political economy ; global public goods ; world heritage

The official intention of the UNESCO World Heritage List is to protect the global heritage. However, the existing List is highly imbalanced according to countries and continents. Historical reasons, such as historical GDP, population, and number of years of high civilization, have a significant impact on being included on the List. In addition, economic and political factors unrelated to the value of heritage, such as rent seeking by bureaucrats and politicians, the size of the tourist sector, the importance of media, the degree of federalism, and membership in the UN Security Council, influence the composition of the List. -- global public goods ; world heritage ; international organizations ; international political economy ; culture

The present paper will develop a predictive toolkit for urban heritage in relation to urban culturalendangerment for the region of the Algarve in Portugal. The use of the Algarve as a laboratory for testing this novel methodology relies on a combined analysis of urban growth potentials and threats to the abundant presence of archaeological heritage in the area. Our approach supports theparadigm of city growth in the context of the European agenda emerging from the Valetta Treaty, in which archaeological heritage is recognized as a key element for sustainabledevelopment. The present study offers novel empirical results from the above mentioned modelling approach. This paper proposes an integrative spatial analysis methodology on the issue of historico-cultural endangerment, proposing a novel approach of comparative spatialanalysis for decision making at regional scale on urban heritage endangerment. The discussion extends further on to a more conceptual level of urban planning: is urban sprawl influencing the way we perceive cities? If so, are there positive advantages in the paradigm of urban growth andurban sprawl which might help us to protect past heritage while offering sustainable and modern cities?

Urban sprawl has deleterious effects on natural and man-made landscapes and therefore, on the attractiveness of visitor and tourist areas. The spread of urban land use has prompted a significant loss of biodiversity and an increasing vulnerability of fragile natural and man-made systems. A prominent example of this threat for cultural heritage is the urban pressure on the Giza Pyramid Complex in Cairo, Egypt. This paper analyses urban growth trends within the Greater Cairo Metropolitan Area, especially the city enclave that is encroaching on the Pyramid Complex. A distinction is made between macro- and micro-level spatial analysis of urban growth, focusing on the micro-level dimension, with direct consequences for the conservation of cultural heritage and architectural monuments. Clearly, if no actions are taken, the unique architectural legacy of the Pyramids of Khufu, Khafre and Menkaure, might be lost. By combining spatial land use information with location awareness of the pyramid complex, this paper aims to shed light on the relevance of spatial analysis and urban growth models as tools to analyse the endangerment of valuable cultural heritage. The paper also suggests new directions for architectural heritage management, within the framework of micro-spatial analysis of the historico-cultural legacy in urban regions.

Although cultural heritage has attracted much policy and research interest in recent years, it is still unclear to what extent it has a significant economic impact. In most countries the cultural tourist sector definitely represents a productive branch, which in our open world is growing in importance. Cultural capital is frequently used as a strategic development tool for urban tourist policy, often supported by eservices as a central instrument in a competitive tourist sector. The appropriate choice of packages of e-services depends on the various strategic considerations of urban stakeholders (agents), and may differ for each individual city. In this vein, the present paper offers a systematic analysis framework for supporting these choices, and employs multi-criteria analysis as a systematic evaluation methodology, in particular the regime method. Our study also provides the results of an application of the framework in actual case study research for the cities of Amsterdam, Genoa, and Leipzig, which may function as examples for other cities which can learn from good practice. The framework employed is relevant to any city that wishes to evaluate its strategy on the use of e-services in promoting its cultural heritage. Our analysis concludes that tailor-made packages of e-services that serve the needs of the stakeholders in the urban tourist sector can be compared with the help of our evaluation tools. The ISAAC project has generated a wealth of new insights on cultural tourism. Particular attention has been paid to the strategic and operational importance of e-services in various European cities. The present paper brings together empirical insights from two angles, viz the supply and demand side, for the city of Amsterdam. First, a scenario analysis based on assumptions concerning the future development followed by a multi-criteria analysis, in particular the Regime method is performed in order to design and evaluate systematically packages of e-services for urban tourism policy. On the demand side results from a survey among visitors in Amsterdam are presented, with the aim to identify the most prominent attractiveness features in the city of Amsterdam, seen from the perspective of e-services for the tourist sector. e-services, cultural heritage, multi-criteria analysis, Regime analysis, scenarios, ordered logit model

Does the housing market reflect cultural heritage? We estimate several specifications of a hedonic price equation to establish whether distance to cultural heritage site is capitalised into housing prices in Greater Dublin, Ireland. The results show that distance to the nearest historic building has a significant and robust effect on housing prices. To our knowledge this is the first application of the hedonic price method to cultural heritage. -- cultural economics ; cultural heritage ; hedonic price ; hedonic regression ; non-market valuation

The current literature often values intangibles goods as cultural heritage by applying stated preference methods. In recent years, however, the increasing availability of large (spatial) databases on real estate transactions and listed prices has opened up new research possibilities and has reduced various existing barriers to applications of conventional (spatial) hedonic analysis to the real estate market. This now offers a promising new avenue for further research on the economic value of cultural heritage in the context of the urban housing market. The present paper provides one of the first spatial hedonic studies that investigates the economic effects of listed heritage in particular, urban monuments and historic-cultural sites on the value of real estate in cities. In addition, this paper aims to contribute to the spatialeconometric valuation literature by providing a novel quantitative analysis of an extensive micro data set on individual housing transactions over 22 years in the Dutch city of Zaanstad. In this paper the monument status effect is analysed in two interrelated ways. First, we measure the direct effect of monument status on the market price of the houses in the relevant area concerned. Secondly, we investigate the indirect value that monuments have on nearby property.
