    Kommunale Entwicklungspolitik (KEpol) gewinnt in Deutschland an Bedeutung: Städte, Gemeinden und Landkreise engagieren sich zunehmend und leisten durch KEpol einen zentralen Beitrag zur transnationalen Nachhaltigkeitspolitik. Die vorliegende von der Servicestelle Kommunen in der Einen Welt (SKEW) finanzierte Studie leistet eine Bestandsaufnahme der deutschen KEpol und ihrer thematischen Ausrichtung. Sie untersucht (a) Motivationen des entwicklungspolitischen Engagements von kommunalen Verwaltungen, (b) Merkmale, die Engagement fördern oder hemmen und (c) Wahrnehmungen über die Förderung von KEpol. Auf Grundlage einer bereits 2009 vom DIE durchgeführten Studie beschreibt sie zudem die Entwicklungstrends in diesem Politikfeld. Die Analyse von Sekundärliteratur, eine deutschlandweite Befragung von Kommunen und vertiefende Interviews zeigen ein zunehmendes Engagement vor dem Hintergrund verbesserter politischer Rahmenbedingungen und veränderter globaler Leitbilder, insbesondere der Agenda 2030. Die In- und Auslandsaktivitäten reichen von Informations- und Bildungsarbeit bis hin zu vielfältigen Partnerschaften mit Kommunen im Globalen Süden. Kommunen agieren als Umsetzende, Multiplikator*innen und Vernetzende. Dabei gehört KEpol zu den freiwilligen kommunalen Tätigkeiten und wird daher nicht überall praktiziert. Die notwendigen Kapazitäten für KEpol sind ohne externe Förderung oftmals unzureichend.

    The paper aims to deepen understanding of the design and implementation processes of public policies to promote the social and solidarity economy (SSE) in Mexico City (CDMX) during the period 2016-2019, and to propose general guidelines to improve and refine them. The paper is based on a review of published materials and field research. The main findings include the following: (a) policies to promote SSE are maintained largely because of legal and institutional inertia and the pressure of social demands to combat unemployment; (b) owing to serious budgetary and staffing constraints, the Ministry of Labour and Employment Promotion (STyFE), which is responsible for implementing the provisions of the Law on the Social and Solidarity Economy (LESS), only serves the cooperative sector and not the whole range of associations recognized as an integral part of the social sector of the economy; (c) little is being done to implement or refine the legal framework; (d) between 2015 and 2018, modest results were achieved, which were marred by the mismanagement (by officials and beneficiaries) of resources and programmes intended to support SSE; (e) in 2019, within the framework of the self-styled "republican austerity", there was a major administrative centralization of the programmes, accompanied by mass layoffs of employees and instructors, the inexperience of the new authorities and the establishment of new 2shell" cooperatives; and (f) the shortcomings of government efforts to guide and channel the transformative and innovative potential of SSE were evident throughout the period under review. Recommendations: (a) immediately align the legislation applicable to SSE enterprises with the Local Constitution and the comprehensive reform of the Law on Cooperative Development of the Federal District (LFCDF); (b) prepare a reliable and updated directory of cooperatives; (c) make all administrative processes simple, flexible and transparent; (d) establish a georeferencing procedure for each cooperative that provides real-time status updates; (e) develop multi-year programmes to achieve long-term goals; (f) tackle intergroup conflicts in the management of institutional spaces; (g) coordinate the public bodies involved in the implementation of public policies - the Government of Mexico City (GCDMX) and the municipalities; (h) set lower quantitative targets than in 2019, giving priority to qualitative aspects (capacity-building and technical support for cooperatives) over quantitative aspects (number of cooperatives formed or strengthened); (i) adopt a standardized training methodology for the formation and strengthening of cooperatives; (j) ongoing evaluation of programmes by institutions that are external to GCDMX; (k) revive the Advisory Council for Cooperative Development of the Federal District (CCFCDF) as an institutional space for dialogue and decision-making with the cooperative movement; (l) encourage research and diagnostic assessments on the conditions in which cooperatives operate and consider, in the light of evidence-based research, the possibility of extending public policy beyond the cooperative sector.

At the same time, two further pieces of legislation have impacted local-level SSE: the Public Services (Social Value) Act 2012, which required public service providers to consider economic, social and environmental value in their procurement decisions, and thus provided opportunities for local governments to support the SSE; and the Cities and Local Government Devolution Act 2016. The authors discuss the importance of devolution for the SSE in the Liverpool City Region. The SSE has been recognized as an important part of efforts to build a more inclusive economy. The Metro Mayor considers the SSE a necessary partner in achieving city-region objectives, and the Combined Authority has implemented new means of collaboration. New governance arrangements have produced a political voice for the sector through the Liverpool City Region SSE Reference Panel. Collaboration has also led to a finance initiative that delivers better forms of social investment into the sector. Overall, however, the authors conclude that the UK remains a highly centralized state and much remains to be done to face the needs that exist in the city region - both the needs of communities, and the help required to ensure the development and successful growth of the SSE.

    Compared to the federal government, the average citizen in the U.S. has far greater interaction with city governments, including policing, health services, zoning laws, utilities, schooling, and transportation. At the regional level, it is city governments that provide the infrastructure and services that facilitate agglomeration economies in urban areas. However, there is relatively little empirical evidence on the operations of city governments as economic entities. To overcome deficiencies in traditional datasets, this paper amasses a novel, hand-collected dataset on city government finances to describe the functions, expenses, and revenues of the largest 39 cities in the United States from 2003 to 2018. First, city governments are large, with average revenues equivalent to the 78th percentile of U.S. publicly traded firms. Second, cities collect an increasingly large fraction of revenues through direct user fees, rather than taxes. By 2018, total charges for services equal tax revenue in the median city. Third, controlling for city fixed effects, population, and personal income, large city governments shrunk by 15% between 2009 and 2018. Finally, the growth rate of city expenses is more sensitive to population growth, while the growth rate of city revenues is more sensitive to income. These sensitivities lead smaller, poorer cities' expenses to grow faster than their revenues

    The downsides of density, including traffic congestion, contagious disease and crime, were common in Victorian London and classical Rome, just as they are today in Sao Paulo and Lagos. Our urban past provides lessons for developing world cities today. The first lesson, that I highlight, is that political power, not commerce, has long driven the growth of the world's largest cities, and that fact remains true for many developing world mega-cities today. The second lesson is that while market access fundamentally shaped the cities of the past, the power of transport to determine urban fortunes has declined. Transportation infrastructure no longer transforms cities unless it is accompanied by complementary investments, such as education. The third lesson is that infrastructure, such as sewers and roads, functions best when combined with incentives, which can ensure the adoption of sewers and discourage the abuse of highways. The fourth lesson is that the development of many western cities relied on a nexus of property rights for landowners, including the right to build, buy, alienate, mortgage and rent, that are far more limited in many developing world cities. The fifth lesson is that there is a menu of institutions for managing infrastructure, including direct public control, independent public authorities and public private partnerships. Local conditions, especially the level of public capacity, will determine the best choice among those institutions

Das Forschungsprojekt soll einen Beitrag dazu leisten, zu klären welche Spielräume Städte zur Steuerung von Zuwanderung haben, welche Akteure in diese Prozesse involviert sind und inwieweit sich pro-aktive oder ablehnende Haltungen gegenüber Zuwanderung in der Stadtpolitik durchsetzen. Einerseits möchte das Projektteam herausfinden, unter welchen Bedingungen sich in den Städten "Wachstumskoalitionen" zwischen Akteuren in der Stadt herausbilden, die für Zuwanderung offen sind. Andererseits fragt es, wie "Abwehrkoalitionen" entstehen, die diese ablehnen, obwohl ein erhöhter Bedarf besteht, beispielsweise durch demografischen Wandel, baulichen Leerstand und Fachkräftemangel.

    Is it possible for a state or a city to decouple its growth trajectory from that of its country? The answer to this question is not binary. Rather, it comes expressed in degrees that vary across places, and ultimately depends on the interaction of the factors that a sub-national unit shares with its country, and those that make it unique. On the one hand, sub-national units are generally subject to a series of country-level features that influence investment and growth patterns: the national legal framework and system of political representation, macroeconomic factors such as exchange rate regime, sovereign risk and interest rates; trade policy, labor regulations, and – in most cases – even the quality and history of institutions. On the other hand, sub-national units can exhibit stark contrasts with rest of the country in other relevant factors, like the variety and depth of know-how agglomeration they possess, the quality of diversity of its public goods, and its capacity to attract both capital and talent from outside its boundaries. Thus, the degree to which a city or state’s growth trajectory can diverge from its country’s will likely be determined by which of these set of factors is more predominant, and how these factors interact with each other
