    Dominica is among the countries most vulnerable to natural disasters and climate change. During 1997-2017, it was the country with highest GDP losses to climate-related natural disasters and ranked in the top 10 percent among 182 countries for climate-related fatalities. Following a huge devastation, owing to back-to-back major storms in 2015 and 2017, Dominica announced its intention to become the first disaster resilient nation. In 2019, it was agreed with the government that the Fund, in consultation and collaboration with other development partners, would provide support for preparing a Disaster Resilience Strategy (DRS), a comprehensive plan including policies, cost, and financing to build resilience against natural disasters

    The impacts of environmental change on human outcomes often depend on local exposures and behavioral responses that are challenging to observe with traditional administrative or sensor data. We show how data from private pollution sensors, cell phones, social media posts, and internet search activity yield new insights on exposures and behavioral responses during large wildfire smoke events across the US, a rapidly-growing environmental stressor. Health-protective behavior, mobility, and sentiment all respond to increasing ambient wildfire smoke concentrations, but responses differ by income. Indoor pollution monitors provide starkly different estimates of likely personal exposure during smoke events than would be inferred from traditional ambient outdoor sensors, with similar outdoor pollution levels generating >20x differences in average indoor PM2.5 concentrations. Our results suggest that the current policy reliance on self protection to mitigate health risks in the face of rising smoke exposure will result in modest and unequal benefits

    The region is traversing a perilous moment of great uncertainty, in which unremitting structural problems, such as poverty, inequality, exclusion and the violation of rights, are at risk of being intensified by emerging critical challenges —such as migration, the digital divide and climate change— and by the impacts of disasters that are increasingly recurrent and varied in nature and origin.In this context, the analyses and proposals set forth here are intended to underpin the discussion of alternatives for moving towards a transformative recovery with equality and sustainability, capable of addressing the challenges of inclusion and social development in Latin America and the Caribbean. Following the axes and lines of action of the Regional Agenda for Inclusive Social Development, this document represents an invitation to link social protection and disaster risk management systems to achieve greater social and institutional resilience, within a framework of social and fiscal compacts that, among other things, make it a viable proposition to build financially sustainable social protection systems for progressing towards sustainable development that leaves no one behind.     Using the pandemic as a laboratory, we show that asset markets assign a time- varying price to firms' disaster risk exposure. In 2020 the cross-section of realized and expected stock returns reflected firms' different exposure to the pandemic, as measured by their vulnerability to social distancing. Realized and expected return differentials initially widened and then narrowed, but disaster exposure still commanded a risk premium in December 2020. When inferred from market outcomes, resilience correlates not only with social distancing, but also with cash and environmental ratings. However, vulnerability to social distancing is the only characteristic that identifies persistently scarred firms.

    This paper provides a high-level assessment of Vietnam's sea dike system and its prescribed dike safety standards. The assessment estimates that 65 percent of the sea dike system does not meet the safety standards and that about USD 2 billion in capital investment is necessary to meet the standards, mainly in the Red River Delta. It also shows that current safety standards need finetuning, especially in areas with high risk and growth. This paper acts as a technical background paper to the report Resilient Shores: Vietnam's Coastal Development between Opportunity and Disaster Risk (Rentschler and others 2020)

    This paper presents a multisectoral risk assessment, analyzing natural risks faced by key drivers of socioeconomic development in coastal Vietnam. The analysis quantifies the exposure of assets and economic activity to the following natural hazards: riverine flooding, coastal flooding, typhoon winds, coastal erosion, and saline intrusion. These hazards are analyzed according to their impact on agricultural production, aquaculture, human settlements, industrial zones, tourism, health care facilities, schools, and the electricity transmission network. Overall, the results show the complex nature of natural risk in Vietnam, with significant exposure of key economic sectors, public services and assets. The estimates suggest that exposure varies greatly between hazards, sectors, and provinces. This paper provides detailed technical descriptions of the methodologies, data sources, and analytical assumptions employed to obtain the estimates, and acts as a technical background paper to Resilient Shores: Vietnam's Coastal Development between Opportunity and Disaster Risk (Rentschler and others, 2020)

    Most of the literature on the economics of catastrophes assumes that such events cause a reduction in the stream of consumption, as opposed to widespread fatalities. Here we show how to incorporate death in a model of catastrophe avoidance, and how a catastrophic loss of life can be expressed as a welfare-equivalent drop in consumption. We examine how potential fatalities affect the policy interdependence of catastrophic events and "willingness to pay" (WTP) to avoid them. Using estimates of the "value of a statistical life" (VSL), we find the WTP to avoid major pandemics, and show it is large (10% or more of annual consumption) and partly driven by the risk of macroeconomic contractions. Likewise, the risk of pandemics significantly increases the WTP to reduce consumption risk. Our work links the VSL and consumption disaster literatures.

    COVID-19 has demonstrated the challenges that policymakers, insurers, businesses, and employees face when disaster assistance programs are developed after the pandemic has already started. There is now an opportunity to design and implement effective and efficient solutions to manage the financial risks of a future pandemic. This paper suggests a practical framework, informed by the recent experience with COVID-19, for defining a meaningful role for insurance in managing business interruption (BI) and other risks from future pandemics. Policymakers, regulators, businesses, and other stakeholders interacting with representatives from the insurance industry can assist in defining its role in providing protection against the financial consequences of future pandemics. This framework, while designed for dealing with future pandemics, may be applied to other catastrophic and systemic risks
