Focusing specifically on the case of Turkey, the book shows how narrative traditions are constructed, maintained, and passed on by a loose epistemic community that involves practitioners and experts including scholars, journalists, diplomats, and political representatives. Employing an interpretative approach, the book distinguishes between four narrative traditions in the study of Turkey: Turkey as a state that is (1) getting lost, (2) standing at a decisive crossroad, (3) led by strongmen, and (4) struggling with a creeping Islamisation.These narrative traditions carry enduring beliefs that not only describe, moralise, judge, and stigmatise Turkey, but also contribute to the idea of the West. The book focuses on knowledge that is produced from a Western perspective, showing that Turkey provides a channel through which the Western self can be debated, challenged, celebrated, and judged. Johanna Vuorelma is a researcher at the Centre for European Studies, University of Helsinki, Finland. She holds a PhD from the Department of Politics and International Studies, University of Warwick, UK. Her current research project (2021–2024), funded by the Kone Foundation, examines irony in international politics.

    Undermining the foundational pillars of the post-Cold War security order, Vladimir Putin’s war against Ukraine is a watershed event for Europe and the wider world, Tur­key included. While Ankara is trying to protect its economy and security interests, anti-Western narratives dominate the public debate. The war has indeed accentuated anti-Westernism as one of the main fault lines of political competition. Given the geo­political imperatives that February 24 brought to the fore, it is highly likely that, in the short-term, Turkey's NATO membership and its Association Agreement with the EU will - geopolitically and economically - continue to anchor it to the West. Whether or not a full strategic alignment with the EU will accompany such an anchoring is far from certain, however, mainly due to Turkey’s domestic political dynamics, but also due to the unclarity about how far the EU is willing to move beyond a transactional approach.

    Critical international theory is confronted with a fundamental ‘problem of orientation’, whose answer defines its capacity to critically analyse world politics. This problem derives from how the capacity for critique is inherently connected with the need to, at least partially, escape time- and space-bound points of view and attain a more cosmopolitan perspective that permits an assessment of the regressive/progressive tendencies of the human past, present and possible futures. The search for this cosmopolitan standpoint of orientation has frequently led to a reliance on grand narratives of human development from the perspective of which critical orientation can be disclosed. However, grand narratives themselves have frequently relied on metaphysical categories and stadial conceptions of history that reproduce forms of Eurocentrism that ultimately undermine their adequacy as means of orientation. A fundamental suspicion of grand narratives and need for ‘reflexivity’ that discloses forms of exclusion embedded in theoretical perspectives have thus become common topics in the field. However, this growing concern with reflexivity is also associated with a tendency for greater philosophical abstraction and a growing gap between theory and practice. This article considers the role of grand narratives in critical international theory and explores the possibility of post-Eurocentric and post-philosophical grand narratives that provide an alternative answer to the problem of orientation and recover the link between theory and practice. With reference to recent developments in the field, namely, the work of Richard Devetak and Andrew Linklater, the article considers the possibility of a historical–sociological approach to grand narratives.

    The phrase ‘work to build a community with a shared future for mankind’ became the guiding slogan of Chinese foreign policy in 2017. Beneath its smooth surface, the concept contains several layers of complex and sometimes contradictory meanings. Among other things, it seeks to position China both as one among many developing countries, treating all as equals, and as a major world leader that exerts influence over other states and the international system. The concept is thus at once both egalitarian and hierarchical. Along with the core concept, Chinese foreign policy articulates niche discourses on ethno-cultural identity, Marxism, and human rights that are targeted at special audiences. The writings of leading Chinese international-relations intellectuals tend to reveal a more emphatically hierarchical view of the international system, with China at the top, than is explicit in China’s official rhetoric. Xi’s international message has been promoted energetically by domestic media and promoted tirelessly on the international stage, with adaptations appropriate to diverse audiences. The Chinese message has met with a mixed reception abroad. China’s rhetoric of cooperation is seen by many in other countries as a cover for self-interested strategic motives.     Afghanistan's Central Asian neighbours have generally reacted pragmatically to the Taliban’s seizure of power there. For the autocratically ruled, secular states on the periphery of the former Soviet empire, economic cooperation and the stabilisation of humanitarian and political conditions in Afghanistan are at the forefront of their interests in maintaining relations with their southern neighbour. According to offi­cial discourse, Central Asia’s entrenched secularism is not challenged by the Taliban’s Islamism. On social media in Central Asia, however, the Islamic emirate of the Taliban is portrayed as a political counter-model; one which is more positively received in coun­tries with greater discursive freedom and under governments whose policies more openly confront the Taliban. This reveals a trend towards Islamist-inspired iden­tity formation that will be difficult to stop through censorship and repression.

    Nach dem völkerrechtswidrigen Einmarsch der russischen Truppen in die Ukraine haben sich die EU-Mitgliedstaaten und die USA am vergangenen Wochenende auf tiefgreifende Restriktionen im Finanzsektor verständigt. Die Schweiz hat sich diesen Sanktionen inzwischen angeschlossen. Die gegen die russische Zentralbank ergriffenen Maßnahmen zielen darauf ab, deren Handlungsspielräume durch Einfrieren ihrer Devisenreserven deutlich zu beschränken. Dies ist ein äußerst wirksames Instrument, das in der Geschichte erstmals gegenüber einer großen Volkswirtschaft verhängt wurde und zur Folge hat, dass die russische Zentralbank keinen Zugriff mehr auf einen Großteil ihrer knapp 600 Milliarden US-Dollar umfassenden Währungsreserven hat. Daraus resultiert der Absturz des Rubels am 28. Februar, dem die russische Zentralbank noch am gleichen Tag mit einer starken Erhöhung ihres Leitzinses begegnete. Diese Zinserhöhung trifft eine ohnehin schon wachstumsschwache Volkswirtschaft, die es bislang versäumt hat, ihre starke Abhängigkeit von der Produktion fossiler Energieträger zu reduzieren.

    Bilateral donors use foreign aid to pursue soft power. We test the effectiveness of aid in reaching this goal by leveraging a new dataset on the precise commitment, implementation, and completion dates of Chinese development projects. We use data from the Gallup World Poll for 126 countries over the 2006–2017 period and identify causal effects with (i) an event-study model that includes high-dimensional fixed effects, and (ii) instrumental-variables regressions that rely on exogenous variation in the supply of Chinese government financing over time. Our results are nuanced and depend on whether we focus on subnational jurisdictions, countries, or groupings of countries.
